TITLE: Water Well Rehabilitation — Tamura Shallow Well (Project
No. 22W05) — Award of Contract No. 8727-2
ABSTRACT -
Staff has received construction bids for the Tamura Shallow Water Well Rehabilitation
project and requests City Council's approval to award the construction contract to General
Pump Company, Inc. This project will rehabilitate the City of Newport Beach's Tamura
Shallow water well to maintain performance and restore water production.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302(c) Class 2, (reconstruction of existing facility involving
negligible or no expansion of capacity) of the CEQA Guidelines, because this project
has no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No 8727-2 to General Pump Company, Inc. for the total bid price of
$331,678, and authorize the Mayor and City Clerk to execute the contract; and
d) Establish a contingency of $33,000 (approximately 10 percent of total bid) to cover the
cost of unforeseen work not included in the original contract.

At 10:00 a.m. on November 30, 2021, the City Clerk opened and read the bids for this

The City of Newport Beach (City) received two bids for this project. The low bidder,
General Pump Company, Inc., possesses a California State Contractor's License
Classification "C-57" Water Well Drilling, as required by the project specifications. A
review of references for General Pump Company, Inc. shows satisfactory completion of
similar contracts for the City and other municipalities. General Pump Company
successfully completed the rehabilitation of other City water wells in recent years.
The low bid was 5.2 percent below the Engineer's Estimate of $350,000. The minor
difference between the bid and the Engineer's Estimate was mainly attributed to lower
than estimated mobilization cost.
The Tamura Shallow water well is an integral part of the City's water supply system. The
pumping capacity of this well has declined over the last year to the point that it can no
longer operate. This well was last rehabilitated in 2016. Water wells usually require
rehabilitation every five to seven years to maintain performance and restore water
production.
The proposed project includes removing the existing pump and motor, conducting
down -well video surveys, wire brushing, chemical treatment, mechanical treatment,
performing test pumping, and installing a new pump.
Pursuant to the contract specifications, the contractor will have 45 consecutive working
days to complete the work. Work is scheduled to start in February, after the contract is
executed.
FISCAL IMPACT:
The adopted Capital Improvement Program budget includes sufficient funding for the
award of this contract. The following fund will be expensed:

Staff recommends establishing $33,000 (approximately 10 percent of total bid) for
contingency purposes and unforeseen conditions associated with construction.

Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2, (reconstruction

Guidelines, because this project has no potential to have a significant effect on the
environment;
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
