Sinacori, Assistant City Engineer msinacori@newportbeachca.gov PHONE: 949-644-3342 TITLE: Via Lido Soud & Nord Pavement Rehabilitation — Award of Contract No. 7992-1 (21 R11) ABSTRACT: The City of Newport Beach (City) staff has received construction bids for the Via Lido Soud & Nord Pavement Rehabilitation project and requests City Council approval to award the construction contract to All American Asphalt. This project will cold mill and overlay the existing asphalt pavement on Via Lido Soud, Via Lido Nord and Via Antibes, reconstruct various deteriorated concrete improvements, and add new curb access ramps. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (b) (c), Class 1, (maintenance of existing public facilities involving negligible or no expansion of use), of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 7992-1 to All American Asphalt for the total bid price of $958,859.00, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $96,000.00 (approximately 10 percent of the total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: In accordance with the City's Pavement Management Plan, Via Lido Soud, Via Lido Nord and Via Antibes will be rehabilitated. This project follows last year's water main replacement project that replaced deteriorated water mains for Lido Isle's outer ring roads and Via Antibes. 10-1 Via Lido Soud & Nord Pavement Rehabilitation — Award of Contract No. 7992-1 (21 R11) January 11, 2022 Page 2 At 10 a.m. on December 21, 2021, the City Clerk opened and read the bids received for this project: The City received five bids for this project. The low bidder, All American Asphalt, possesses a California State Contractor's License Classification "A", as required by the project specifications. A review of references for All American Asphalt shows satisfactory completion of similar contracts for the City and other municipalities. The low bid was 12.8 percent below the Engineer's Estimate of $1,100,000.00. The disparity between the bid price and the Engineer's Estimate is primarily due to the lower unit cost for cold milling the existing asphalt concrete pavement. The proposed project includes cold milling and overlaying the existing asphalt street pavement on Via Lido Soud, Via Lido Nord and Via Antibes with new asphalt concrete pavement. Deteriorated sidewalks, cross gutter and curb access ramps at isolated locations will be reconstructed as part of the project. Additionally, impacted utilities structures will be adjusted to grade and new pavement striping will be installed. Pursuant to the Contract Specifications, the contractor will have 80 consecutive working days to complete the work. Work is scheduled to start in February 2022 and will be completed before June 2022. FISCAL IMPACT: The Fiscal Year 2021-22 adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(b)(c), Class 1, (maintenance of existing public facilities involving negligible or no expansion of use), of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment.
