Hello! To Whom it May Concern
My name is Scott Lambert and I live on Saint Andrews Rd in Newport Heights. I would like to inquire about more
information regarding the actions City Council is currently undertaking toward implementation of a system or
governing body of rules for the recent rise in eBikes and minors. I am aware of the recent information nights that the
NBPD has held at Ensign Middle School, but have not seen a difference in traffic behavior on the street. After the
holiday there are rightfully more eBikes and with that more delinquent behavior. I would assume the Council is well
aware of this issue but would like to understand what steps are being taken to work toward a more cohesive set of
laws that work for the whole community.
I truly understand the advantage these bikes provide for parents and the mobility and indolence it provides for kids
but the sense of responsibility does not seemed to follow. Whether it's disobeying traffic laws or towing and
doubling up on these modes of transportation we all understand it is dangerous for the children but also pedestrians
and in another form drivers. The rate at which these bikes can accelerate is truly astonishing and there is no way for
anyone else to understand when that is going to happen based on the manner in which many of them are operated. I
want to make sure City Council is working toward this issue proactively and not reactively in the future if something
terrible occurred. Any information is greatly appreciated or the permission to speak with this subject to the council
directly.

Mayor and council members
I am unable to attend tonight's city council meeting, but wish to tender the following
comments to staffs report re city's ability to regulate drug and alcohol residential care and
treatment facilities in it's land use . Staff correctly identifies that the city has authority to
regulate state licensed and unlicensed facilities
.however,staff has failed to mention additional
Facilities that are clearly within the city's authority;
-unlicensed facilities of six and unde clients
- integral facilities which are multiple facilities operating as one .this may include licensed
and/or unlicensed.
-f irther,the city can require separation or distancing of facilities from one another, and from
incompatible uses where safe zones such as schools,day care and pArks.
The courts have upheld city authority as relates to these types of facilities and land use
regulation.
These types of uses should be not permitted in family residential zones,and /or only allowed su
bject to conditional use review and permit.
It is essential to regulate at the local level to prevent unsafe operating conditions as relates to
both individuals seeking recovery,and the public. Thank you,

WHAT YOU DID TO JOY BRENNER WAS A TRAVESTY!
It is evident that some members on City Council require a basic lesson on how
Represented Democracy is supposed to function. Some Council members have a
misguided idea of their role on the elected Council. Council Members are elected to
formulate policy and to carry out the will of the citizens, and to listen to resident's
concerns. Their votes and actions should not be based on their own self-
importance! Why does the City Council ignore residents' concerns? Many times,
Council's actions consider public comment as an annoyance. They are not interested
in what active citizens have to say. Why?
A prime example of the pompous working by Council (Will O'Neill) was the
appointment of Noah Blom, as Mayor Pro Tem. There was a complete disregard and
disrespect of the electorate that spoke to the Council on this subject. It was blatantly
oblivious that the deed was a fait accompli! This is democracy at its low point.
The picture now becomes vividly clear as to the type of "game" that Will O'Neill is
attempting to foist on the citizens of Newport Beach. His game plan of taking control
requires a stable of minions, such as Blom, to do his bidding. Perhaps changing the
approved/suggested council districts are next? This is not how democracy is to
function and has no place in Newport Beach.
