RE -LEASE OF THE GIRL SCOUT BUILDING AT 1700 BALBOA BLVD.
RECOMMENDATION:
Approve the request.of the Girl Scout Council
of Orange County to renew the lease on the Scout
House at 1700 Balboa Blvd. for a ten-year period
with the inclusion of a clause that would permit
either party to terminate the lease anytime dur-
ing that 10 -year period by giving the other party
12 months written notice.
DISCUSSION:
The City Council referred to the PB & R Commission a letter from the.Girl Scout
Council of Orange County requesting a lease extension of 10 years at their facil-
ity on Balboa Blvd. The PB & R Commission was asked for a recommendation on
this matter.
A committee of Commissioners Hart and Ross, who were also making a report on all
public facilities under the jurisdiction of the PB & R Department, were requested
to review this matter. This committee reported that the building was receiving
extensive use and that the Scouts were adhering to the terms of the lease agree-
ment.
There was some concern expressed among the Commissioners as to whether or not a
ten-year lease was too excessive at this point in time when.public buildings are
becoming less and less available. However, the Commissioners moved to recommend
approval of the ten-year extension with the proviso that a clause.be included in
the renewal that would give the City the opportunity to terminate the lease by
giving the Girl Scout Council 12 months written notice.

LEASE PROVISIONS
' :Rental:
Lessee to construct a club house on demised premises
within one year from date of lease. All improvements
on premises to inure to the benefit of Lessor on termi-
nation of lease. All insurance payable by reason of
the substantial destruction of buildings by fire or
otherwise shall become the property of Lessor and con

sidered reasonable rent of said building and premises,
In event Lessee does not rebuild in 6 monthsandlease

Purpose: Recreational, educational, community and civic purposes,
both for Lessee and for the public.
Repairs: Lessee to keep building in good condition and repair,
and to keep the grounds surrounding said.building in a

neat and sanitary condition and free.from refuse of all
descriptions.
Assignability: No assignment of lease. or subletting of premises,
and no mortgaging of leasehold interest or any of the
improvements thereon, without written consent of Lessor..::
Renewal.-:. Lessee to yield up immediate possession on termination
of lease by forfeiture or lapse. of time,.. or pad► $100.00

of default: Upon default in any condition of lease by
Lessee continuing for 60 days after written notice to

and expel Lessee. Lessee waives compensation for for

:.Taxes:
Lessee to pay all public improvement assessments due or
to become due, all water rates, meter charges, and other
charges, and all city, county and state taxes on improve-;
menta and leasehold interest.
Insurance: Lessee to.insure building and improvements to makimum
amount permitted, against fire and other unavoidable
accidents, with extended insurance in favor of Lessor,

and to carry liability insurance with a landlord and
tenantsliability clause, which shall 'inure to the bene -.AV

101 RECITALS:
A. City and the Girl Scout Association of Newport Harbor
1211previously entered into a lease effective December .1, 1947, of the

1411 Lots 3, 4, 5 and 6 in Block 117, Section "B", of
I� Newport Beach, as shoi:*n on Miscellaneous Maps, Book
I 15�4, Page 27, Records of Orange County, California,

17 lending on November 30, 1957. The parties subsequently entered into
18I!an agreement entitled Renewal of Lease dated October 14, 19572

On behalf of the Girl Scout Council of Orange County and especially
the Newport Beach Community Association, I am writing to request
favorable action on the renewal of the ten year lease of the Girl
Scout House located at 1700 West Balboa Boulevard. The present
lease expires Novemenber 30, 1977.
The records will show that we have been exceptionally fine tenants
both as to responsible maintenance of the property and maximum usage
of the facility by many hundreds of Girl Scouts every year. We are
anxious to assure continuation of the lease because use of the Scout
House is such an integral part of the Girl Scout program in the
Newport area.
Enclosed is a general outline of the consistently scheduled usage.
Please contact us if you require any additional information. We will
appreciate your attention to this matter.

Camping:
The Scout House is reserved each weekend (Friday afternoon through Sunday) for
Troop Camping. During the past year troops have camped at the Newport Scout
House 98% of the weekends. The 1976 weekend attendance totaled 1810 Girl Scouts.
Other Uses:
Adult Community Association meetings involving 125 people.
Girl Camp Committee consisting of 30 Cadettes and Seniors meets once a month.
Adult Camp Planning Committee meets once a month.
Many Leader training events and workshops (mornings and evenings)
Storage of equipment, e.g., tables, chairs, flags, camping gear for the Newport/
Harbor Girl Scout Community Association. Every Wednesday morning a designated
volunteer is there to check out equipment for use by the 62 troops in the Asso-
ciation.
The mimeograph machine which is available at the Newport Scout House is used
routinely by Service Unit Chairmen and Program Chairmen.
Three times a year the facility is used for registration and orientation for major
Community Association camps involving twenty troops and forty adults.
