RECOMMENDATION: Approve the request.of the Girl Scout Council of Orange County to renew the lease on the Scout House at 1700 Balboa Blvd. for a ten-year period with the inclusion of a clause that would permit either party to terminate the lease anytime dur- ing that 10 -year period by giving the other party 12 months written notice. DISCUSSION: The City Council referred to the PB & R Commission a letter from the.Girl Scout Council of Orange County requesting a lease extension of 10 years at their facil- ity on Balboa Blvd. The PB & R Commission was asked for a recommendation on this matter. A committee of Commissioners Hart and Ross, who were also making a report on all public facilities under the jurisdiction of the PB & R Department, were requested to review this matter. This committee reported that the building was receiving extensive use and that the Scouts were adhering to the terms of the lease agree- ment. There was some concern expressed among the Commissioners as to whether or not a ten-year lease was too excessive at this point in time when.public buildings are becoming less and less available. However, the Commissioners moved to recommend approval of the ten-year extension with the proviso that a clause.be included in the renewal that would give the City the opportunity to terminate the lease by giving the Girl Scout Council 12 months written notice. The present lease expires Novemenber 30, 1977. The records will show that we have been exceptionally fine tenants both as to responsible maintenance of the property and maximum usage of the facility by many hundreds of Girl Scouts every year. We are anxious to assure continuation of the lease because use of the Scout House is such an integral part of the Girl Scout program in the Newport area. Enclosed is a general outline of the consistently scheduled usage. Please contact us if you require any additional information. We will appreciate your attention to this matter. Felton, Chairman, Public Relations Mrs. James Watt, Council Board Member Mrs. Neva Thomas, Girl Scout Staff Member r NEWPORT GIRL SCOUT HOUSE USAGE REPORT Troop Meetings - Monday through Thursday during school year: _ Monday afternoons Troop 1877 23 girls 2 adults Tuesday afternoons Troop 277 23 girls 5 adults Tuesday evenings (2nd & 4th) Troop 1343 25 girls 5 adults Wednesday afternoons Troop 664 21 girls 4 adults Troop 201 16 girls 5 adults Thursday afternoons Troop 356 13 girls 2 adults Troop 823 31 girls 4 adults Camping: The Scout House is reserved each weekend (Friday afternoon through Sunday) for Troop Camping. During the past year troops have camped at the Newport Scout House 98% of the weekends. The 1976 weekend attendance totaled 1810 Girl Scouts. Other Uses: Adult Community Association meetings involving 125 people. Girl Camp Committee consisting of 30 Cadettes and Seniors meets once a month. Adult Camp Planning Committee meets once a month. Many Leader training events and workshops (mornings and evenings) Storage of equipment, e.g., tables, chairs, flags, camping gear for the Newport/ Harbor Girl Scout Community Association. Every Wednesday morning a designated volunteer is there to check out equipment for use by the 62 troops in the Asso- ciation. The mimeograph machine which is available at the Newport Scout House is used routinely by Service Unit Chairmen and Program Chairmen. Three times a year the facility is used for registration and orientation for major Community Association camps involving twenty troops and forty adults.
