HomeMy WebLinkAboutPA2022-020_20220119_DescriptionProject Description and Justification 415 North Star Lane This is a request for approval to convert an existing 660 square-foot attached two-car garage into living area and add a second level to the garage to include 490 square feet of living area. The first-floor living area would include one bedroom, 1.5 bathrooms, and a laundry room. The second-floor addition would include one bedroom, one bathroom, and a 135 square-foot covered deck. The new living areas would include a two-stop elevator. Currently on the property is a two-story single-family residence with a two-car attached garage and a two-car detached garage. The development will require demolition of the existing roof over the detached garage, as well as some demolition of interior walls. A new outdoor shower will be added at the north side of the new living area. New landscaping will be added in front of the of the remodeled garage, which will comply with requirements for low-and very-low water usage plants. No grading is required for this development. Total lot coverage will remain below the maximum of 60%, and there will be no increase in building height. The second-floor addition will be 20’-7.125” high, which is 8.25” lower than the existing roof. Required Findings 1.The proposed development conforms to all applicable sections of the certified Local CoastalProgram (e.g. development standards, no impacts to public views, natural resources, etc.) The proposed development will meet all requirements of the zoning code, as applicable in the Newport Beach Coastal Zone. Overall building height will not change. Therefore, there will be no impact on public coastal views. 2.The Proposed development conforms with the public access and public recreation policies ofChapter 3 of the Coastal Act if the project is located between the nearest public road and thesea or shoreline of any body of water located within the coastal zone. All development will be within private property and will not affect public access or public recreation opportunities. PA2022-020
