The use is consistent with the General Plan and any applicable specific plan: The proposed tennis court lighting is consistent with the General Plan in that it is designed to “sustain the high level of architectural design quality that characterizes Newport Beach’s neighborhoods in consideration of compatibility with neighborhood development in density, scale, and street facing elevations”. 2. The use is allowed within the applicable zoning district and complies with all other applicable provisions of this Zoning Code and the Municipal Code: Subject to a use permit, tennis court lighting is permitted within the PC24 area. The proposed lighting maintains the required setbacks and height limits, thus requiring no variances. 3. The design, location, size, and operating characteristics of the use are compatible with the allowed uses in the vicinity: The tennis court lighting maintains the following characteristics: a. Height: The proposed tennis court lighting is proposed at 18’-0” in height (well under the 27' maximum height limit). b. Construction: The tennis court lighting is fabricated in a round column appearance and will have a thermoset polyester powder coat paint finish. c. Lighting: The proposed tennis court lighting is proposed as a dimmable 300 W LED fixture (well under the 1000 watt maximum threshold) and with a flat pan profile. The tennis court lighting has been designed in such a way as to prevent light from shining directly on the adjacent residential properties (A photometric study is provided as a part of the application). 4. The site is physically suitable in terms of design, location, shape, size, operating characteristics, and the provision of public and vehicle (e.g., fire and medical) access and public services and utilities: The site consists of approximately 22,699 SF and maintains a lot depth of approximately 278’ and a lot width of approximately 80’, making it of sufficient size and configuration to accommodate the tennis court lighting associated with the previously approved tennis court. 5. Operation of the use at the location proposed would not be detrimental to the harmonious and orderly growth of the City, or endanger, jeopardize, or otherwise constitute a hazard to the public convenience, health, interest, safety, or general welfare of persons residing or working in the neighborhood of the proposed use. The proposed use is a permitted use subject to the granting of a use permit and is also consistent with other existing tennis court lighting within the immediate vicinity (1 Leesbury Court, 8 Leesbury Court and 9 Leesbury Court).
