This response is limited to the information called for in the “Tentative Tract Map Information” form provided by the Planning Division. Because the First Amendment to TTM 15347 is part of the larger planning submittal, some of the documents related to the Tentative Map are included in the planning Application and are not duplicated herein. These include: 1. Planning application for a Tentative Tract Map 2. Preliminary Title Report 3. Public Notification Packet This response addresses the following items listed in the “Information Form”: Item 4 – Accompanying Written Statement 9241 Irvine Boulevard, Suite 100 – Irvine, California 92618 (949) 580-3000 /Users/jonathanbailey/Desktop/LETTER 152 - Amendment 1 TTM Submittal Letter.DOC Page 2 of 4 This Application is for a proposed Amendment to the previously approved Vesting Tentative Tract Map No. 15347. (This is the Map number assigned by the County of Orange which is different from the City’s internal number 2021-002). We are using a single “Amended Vesting Tentative Tract Map 15347” process to incorporate the changed elements and to comply with your requests without creating multiple new tentative maps. The purpose of the Amended V-TTM is to secure approval of: • minor lot configuration and use change, • condominium subdivision Status of action on the previously approved V-TTM: After the approval of the V-TTM and the associated Development Agreement and related Planning documents, the property owner proceeded with the processing of Permit Applications for Site Improvement Plans, supporting Reports, a Final Tract Map and Building Plans. These were reviewed by the City through 4 review and comment cycles and were ready for the 5th Review and were close to approval for permitting. The City and County had also reviewed the Final Tract Map and the County had “called for mylars” indicating that they were ready to approve and record the Final Map upon the City’s approval. The property owners subsequently made the following change to their land use preferences: • the 5 single family “Villas” are change to 2 detached and 3 attached condominiums, 13 fairway lofts and 1 bungalow and • 8 of the bungalows are changed to 9 bungalow lofts. This brings the Amended Total Unit Count to: 2 Detached Residential Condominiums 3 Attached Residential Condominiums 13 Fairway Lofts 9 Bungalow Lofts 19 Bungalows This results in the number of residential units remaining the same at a total of 5 (the ownership having changed from “fee simple” Villas to “air space” Condominiums) and the number of Guest Rental Units changing from 27 Bungalows to a combination of 41 bungalows and lofts. This change is only noticeable upon close inspection of Lots 3, 4 and 5 and the “Lotting Summary”, “Unit Summary”, “Number of Proposed Lots” and “Condominium Purposes Note” on the Amended Vesting Tentative Map. For your convenient reference, we have attached a sketch titled “Highlighted Changes from the Approved TTM” showing the areas that are different from the previously approved TTM. The site improvements, infrastructure, utilities and remaining bungalow and tennis club buildings have not changed from the prior approval and the Plans and Reports that were previously submitted for Building Permitting have only been modified to incorporated minor edits to reflect the proposed building changes listed above. Because the improvement plans have been completed and reviewed several times by the City, we have attached them in their entirety to this application as the response to the general questions listed in the Tentative Map Information form as follows: a. Existing Uses The existing use of the property is as a private tennis club with a tennis clubhouse and restaurant. b. Improvements and Public Utilities 9241 Irvine Boulevard, Suite 100 – Irvine, California 92618 (949) 580-3000 /Users/jonathanbailey/Desktop/LETTER 152 - Amendment 1 TTM Submittal Letter.DOC Page 3 of 4 All improvements are shown on the TTM and Improvement Plans. All utilities are intended to be private. Per the direction of the City Engineer, the water lines are to be maintained by the city with reimbursement of expenses to be funded by the owner’s association. All improvements are proposed to be completed 12 months from permit issuance. c. Sewage Disposal The proposed sewer system connects to an existing private sewer line that is already located onsite. Per the direction of the City Engineer, the City will make a connection to the trunk sewer located in Pacific Coast Highway (PCH) where the existing sewer crosses the existing trunk line and the Owner will reimburse the city for the cost of this connection. This will mitigate a pipe capacity problem that already exists in the sewer system on the south east side of PCH. This connection is noted on the TTM. d. Public Areas No public areas are proposed e. Tree Planting A complete set of Landscape Plans is attached to the Site Improvement Plans showing all planting in detail. f. Restrictive Covenants All appropriate restrictions placed upon the project in the form of “Conditions of Approval” of the TTM and terms in the Development Agreement and Planning documents are expected to still apply to this Amended TTM. Further restrictions may be documented in CC&Rs and Association documents that have yet to be created but that will be recorded with the Final Tract Map subject to the City’s approval. Item 5 Plans “First Amendment – Vesting Tentative Tract Map No. 15347” is attached and incorporates each item listed. Item 6 Filing Fee Additional fees, if applicable, will be paid when requested. Item 7 Electronic Copy An electronic copy of all documents has been provided via a Drop-Box link. Additional Information Rather than submit preliminary plans and conceptual documents, we are satisfying the requirements listed in the “Incomplete Letter” by submitting the Final Improvement Plans. b. Civil and Site Improvement Plans Complete final Site Improvement Plans are attached.
