The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Recommended Action 1.Approve and File February 24, 2022 Page 2 Zoning Administrator Meeting IV.PUBLIC HEARING ITEMS Pacific Bell Telephone Company Lot Line Adjustment No. LA2019-001 (PA2019-089) Site Location: 1650 Ford Road and the abutting parcel to the west (APNs 458-361-02 and 458-361-10) 2. Project Summary A request for a lot line adjustment to realign the property line between the parcel at 1650 Ford Road (APN 458-361-02) and the abutting parcel to the west identified as APN 458-361-10. The adjustment will shift the property line westward around the existing parking lot improvements, reallocating approximately 9,831 square feet of land to the property at 1650 Ford Road. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15305 under Class 5 (Minor Alterations in Land Use Limitations) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to this Categorical Exemption do not apply; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Lot Line Adjustment No. LA2019-001. Roberts Tennis Court Lighting Minor Use Permit No. UP2021-038 (PA2021-237) Site Location: 5 Leesbury Court 3. Project Summary A minor use permit to allow the installation of eight, 18-foot high outdoor tennis court lights in the rear yard of a residential property located in the Aeroneutronics Ford Planned Community (PC24). Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to the exemption do not apply; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2021-038. February 24, 2022 Page 3 Zoning Administrator Meeting Oinkmoo Boba Minor Use Permit No. UP2021-032 (PA2021-181) Site Location: 2233 West Balboa Boulevard, Unit 105 4. Project Summary A minor use permit to operate a take-out service limited use within an existing commercial retail space. The business would occupy approximately 1,275 gross square feet and include 6 seats maximum for customers. No alcohol service, late hours (after 11:00 p.m), or live entertainment is proposed. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2021-032. Ruprecht Residence Coastal Development Permit No. CD2021-074 (PA2021-282) Site Location: 114 Via Lido Nord 5. Project Summary Request for a coastal development permit to allow the demolition of an existing single-family residence and construction of a new two-story single-family residence with third floor roof deck. The proposed structure consists of approximately 3,717 square feet including an attached two car garage. The project includes repair and maintenance of the existing bulkhead including replacement of coping, tiebacks, and deadmen.The project also includes hardscape, walls, landscaping, and drainage facilities. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2021-074. February 24, 2022 Page 4 Zoning Administrator Meeting V.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers.
