The following documentation is required to complete the application: 1. Property Development Standards. Please be advised, the project as designed does not comply with all required property development standards identified in Newport Beach Municipal Code (NBMC) Chapter 21.30 (Property Development Standards). Reference the attached plan check correction sheet for a list of the required changes and please retrieve redlined plan set from Bay C. 2. Plant Selection and Grouping. The project is located within 50 feet of a beach area. Please provide a detailed planting plan in accordance with Newport Beach Municipal Code (NBMC) Section 21.30.075(3) (Landscaping – Plant Selection and Grouping) and Section 21.30.085 (Water Efficient Landscaping). Refer to the California Invasive Plant Council and California Native Plant Society websites for a list of prohibited and drought tolerant plant types for environmentally sensitive areas. Please add to the project description how the project complies with the two aforementioned code sections. 3. Posting Notice. May 12, 2021 (PA2021-087) Page 2 Tmplt. 10/23/2018 Please submit a photograph of the notice posted onsite. 4. Water Quality and Hydrology Plan (WQHP)/Water Quality Management Plan (WQMP)/ Post-Development Runoff Plan (PDRP). As 75 percent or more of the project site will be impervious surfaces and the site is within 200 feet of a beach, please provide a Water Quality and Hydrology Plan (WQHP)/Water Quality Management Plan (WQMP)/ Post-Development Runoff Plan (PDRP). in compliance with NBMC Section 21.35. The WQHP shall be required for developments of water quality concern, which are specified categories of development that have a greater potential for adverse water quality and hydrologic impacts due to the development size, type of land use, and/or proximity to coastal waters. The WQHP shall be prepared by a qualified licensed professional, and shall include a polluted runoff and hydrologic site characterization, a sizing standard for BMPs, use of a low impact development (LID) approach to retain the design storm runoff volume on site, and documentation of the expected effectiveness of the proposed BMPs. Additional plan components that may be required include an alternatives analysis, and a description of the treatment control and/or runoff control BMPs the development will implement to minimize potential post-development water quality and hydrologic impacts. Please reference cited Section for additional information. 5. Miscellaneous Please be aware, an Acknowledgement of Coastal Hazards and a Waiver of Future Protection document will likely be required as a condition of approval for this project in accordance with Section 21.30.015(E)(5). These are recorded documents waiving any potential right to future protection devices to address threats from natural hazards for the economic life of the development. Please submit a copy of the grant deed for use in preparing the documents. Please be aware that beach encroachments are visible on the City’s GIS aerial imagery. The project will be conditioned that the encroachments be removed. Staff would like to set up a zoom meeting to discuss the planning redlines. Please coordinate with staff to set up a time. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing.
