Earth that is generated duringfoundation excavation must not be placed on slopes; it must either be removed from the site orstored on-site in an approved location that will not cause erosion or drainage problems.2.Where necessary, temporary and/or permanent erosion control devices or methods, as approved bythe Building Official, shall be employed to control erosion and provide safety. Sediment shall beretained on site.3.No building or grading work will be allowed on any building or grading site under permit unless anerosion control system has been approved and installed or waived by the Building Official.4.Paved streets, sidewalks, and other improvements shall be maintained in a neat and clean conditionfree of loose soil, construction debris and trash. Street sweeping or other equally effective meansshall be used on a regular basis to prevent construction run-off of storm flows from carryingsediment and debris outside the project boundaries. Watering shall only be used to clean streetsexcept when all storm drains are blocked and when all wash-water is recovered. No wash-water mayenter the storm drain.5.The general contractor shall be responsible for inspection and modification of the erosion controldevices, as necessary.6.A properly designed storm-water desilting basin should be used wherever possible at drainageoutlets from the construction site. Desilting basins must remove all sediment prior to dischargingstorm water from the site.7.Equipment and workers for emergency work shall be made available at all times. Necessarymaterials shall be available on-site and stockpiled at convenient locations to facilitate rapidconstruction of temporary devices when rain is imminent.8.Erosion protection shall consist of temporary slope stabilization material or the effective planting ofall slopes in excess of five (5) feet high unless otherwise approved by the Building Official. Slopesexceeding fifteen (15) feet high may require an adequate sprinkler system, as determined by theBuilding Official.9.The erosion control provisions shall take into account drainage patterns during the current and futurephases of grading or building.10. All removable protective devices shall be in place at the end of each working day when the five (5)day rain probability forecast exceeds forty (40) percent.11.Graded areas must drain away from the face of slopes at the conclusion of each working day.Drainage must be directed toward desilting facilities.12. Prior to each rainstorm the erosion control system shall be inspected and deficiencies corrected.13.After each rainstorm, silt and debris shall be removed from check berms and desilting basins andthe basins pumped dry. Only clean water from the basins can be pumped to the storm drains (filtermaterial may be used).14.After each rainstorm, the performance of the erosion control system shall be evaluated and revisedand repaired as necessary.15.Devices shall not be moved or modified without the approval of the Building Official.16.The contractor shall be responsible and shall take necessary precautions to prevent public trespassonto areas where impounded water creates a hazardous condition.17.The contractor and permittee or project owner shall be responsible for continual maintenance of thedevices. In the event of failure or refusal by the contractor, permittee or project owner to properlymaintain the devices, the Building Official may cause emergency maintenance work to be done toprotect adjacent private and public property. The cost shall be charged to the owner and shallinclude an initial mobilization cost plus the cost of doing the work.18. Sediment from areas disturbed by construction shall be retained on site using structural drainagecontrols to the maximum extent practicable.19. Stockpiles of soil shall be properly contained to minimize sediment transport from the site to streets,drainage facilities or adjacent properties via runoff, vehicle tracking, or wind.20. Construction-related materials, wastes, spills, or residues shall be retained on site to minimizetransport from the site to streets, drainage facilities, or adjoining property by wind or runoff.21. Runoff from equipment and vehicle washing shall be contained at construction site unless treated toremove sediment and other pollutants.22. All construction contractor and subcontractor personnel are to be made aware of the required bestmanagement practices and good housekeeping measures for the project site and any associatedconstruction staging areas.23. At the end of each day of construction activity all construction debris and waste materials shall becollected and properly disposed in trash or recycle bins.24. Construction sites shall be maintained in such a condition that an anticipated storm does not carrywastes or pollutants off the site. Discharges of material other than storm-water are allowed onlywhen necessary for performance and completion of construction practices and where they do notcause or contribute to violation of any water quality standards; cause or threaten to cause pollution,contamination or nuisance; or contain a hazardous substance in a quantity reportable under FederalRegulations 40 CFR Parts 117 and 302.25. Potential pollutants include but are not limited to: sediments, cement products, solid or liquidchemical spills; wastes from paints, stains, sealants, glues, lime, pesticides, herbicides, woodpreservatives, and solvents, asbestos fibers, paint flakes or stucco fragments, fuels, oils, lubricants,and hydraulic, radiator or battery fluids, concrete, detergent or floatable wastes; wastes from anyengine/equipment steam cleaning or chemical degreasing; and super-chlorinated potable water lineflushings.26. During construction, disposal of materials and potential pollutants should occur in a specified andcontrolled temporary area on-site physically separated from potential storm-water runoff, withultimate disposal in accordance with local, state and federal requirements.27. Dewatering of contaminated groundwater or discharging contaminated soils via surface erosion isprohibited.
