The following documentation is required to complete the application: 1. Property Development Standards. Please be advised, the project as designed does not comply with all required property development standards identified in Newport Beach Municipal Code (NBMC) Chapter 21.30 (Property Development Standards). Reference the attached plan check correction sheet for a list of the required changes. Redlined plans are available for pickup in Bay C. 2. Plant Selection and Grouping. Properties containing or within 50 feet of a sand dune, beach, bluff, stream, ESHA, water feature, or wetland Please provide a detailed planting plan in accordance with Newport Beach Municipal Code (NBMC) Section 21.30.075(3) (Landscaping – Plant Selection and Grouping) and Section 21.30.085 (Water Efficient Landscaping). Refer to the California Invasive Plant Council and California Native Plant Society websites for a list of prohibited and drought tolerant plant types for environmentally sensitive areas. 3. Water Quality and Hydrology Plan (WQHP)/Water Quality Management Plan (WQMP) Projects that include more than 75 percent of impervious surfaces on-site within 200 feet of coastal waters (WQHP threshold) December 14, 2021 (PA2021-247) Page 2 Tmplt. 10/23/2018 Please provide a WQHP/WQMP in compliance with NBMC Section 21.35.050. The WQHP/WQMP shall be required for developments of water quality concern, which are specified categories of development that have a greater potential for adverse water quality and hydrologic impacts due to the development size, type of land use, and/or proximity to coastal waters. The WQHP/WQMP shall be prepared by a qualified licensed professional, and shall include a polluted runoff and hydrologic site characterization, a sizing standard for BMPs, use of a low impact development (LID) approach to retain the design storm runoff volume on site, and documentation of the expected effectiveness of the proposed BMPs. Additional plan components that may be required include an alternatives analysis, and a description of the treatment control and/or runoff control BMPs the development will implement to minimize potential post-development water quality and hydrologic impacts. Please reference cited Section for additional information. 4.Preliminary Geotechnical Report. As this property is located within a coastal hazards area subject to liquefaction, please provide a copy of the preliminary geotechnical report for this project. 5.Miscellaneous Beach encroachments Unpermitted development (i.e., block wall) exists seaward of the private property on a portion of the City’s property (the public beach). Any encroachment will need to be removed. A low wall can be rebuilt on private property. 6.Notice a)Please be aware, a Waiver of Future Protection will likely be required as a condition of approval for this project in accordance with Section 21.30.015(E) (5). This is a recorded agreement waiving any potential right to future protection devices to address threats from natural hazards for the economic life of the development. b)Project Review Request (PRR) A PRR was routed to the Building Division for review and comment. Review and comments are still pending and will be provided to you as soon as they become available. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing.
