The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the City Arts Commission
agenda be posted at least twenty-four (24) hours in advance of each special meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may
limit public comments to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner.

The City provides a yellow sign-in card to assist in the preparation of the minutes. The completion of
the card is not required in order to address the City Arts Commission. If the optional sign-in card has
been completed, it should be placed in the tray provided.
The City Arts Commission of Newport Beach welcomes and encourages community participation.
Public comments are generally limited to three (3) minutes per person to allow everyone to speak.
Written comments are encouraged as well. The City Arts Commission has the discretion to extend or
shorten the time limit on agenda or non-agenda items. As a courtesy, please turn cell phones off or
set them in the silent mode.

1.2022 Concerts on the Green
The Concerts on the Green ad hoc subcommittee, appointed at the April 14, 2022 City
Arts Commission meeting, recommends that the City Arts Commission approve Mark
Wood and the Parrot Head Band as the performer for a concert on the Civic Green
scheduled for May 29, 2022.

NOTICE OF SPECIAL MEETING
NOTICE IS HEREBY GIVEN that a Special Meeting of the City Arts Commission of the City of Newport Beach has been scheduled for Wednesday, April 20, 2022, at 5:00 p.m. The meeting will be held in the Newport Beach Public Library (Small Conference Room), located at 1000 Avocado Avenue, Newport Beach, California.

RECOMMENDATION:
The Concerts on the Green ad hoc subcommittee, appointed at the April 14, 2022 City Arts Commission
meeting, recommends that the City Arts Commission approve Mark Wood and the Parrot Head Band as
the performer for a concert on the Civic Green scheduled for May 29, 2022.
FUNDING REQUIREMENTS:
Performance fees and sound engineering have been quoted at $11,034.25 for the proposed concert, and
pending approval, will be expensed from the City Arts Commission 2021/22 programming budget.
DISCUSSION:
At the April 14 regular meeting, the City Arts Commission approved an additional concert for the 2022
summer concert series, “Concerts on the Green”.
The ad hoc subcommittee, appointed by Chair Greer at the meeting, recommends Mark Wood and the
Parrot Head Band for the concert.
According to their website, “Mark Wood and the Parrot Head Band have performed around the world for
our US Military, concerts, corporate events and private parties, all shows are true to the partying Jimmy
Buffett Style. This band is the next best thing to Jimmy Buffett and the Coral Reefer Band concert. Mark
Wood and the Parrot Head Band are now performing songs from more than forty years of Jimmy’s music
from all of your favorite tours. They have also performed as the opening act for Jimmy Buffett concert in
Irvine, CA at Verizon Amphitheater and Mark has performed with Mac MacAnally in Southern California
at The Coach House.”
Mark Wood and the Parrot Head Band enjoys a sizable and enthusiastic following. For the proposed
concert, the band will present an 8-piece line-up, resulting in a higher overall cost for the concert. Due
to the postponement of the Newport Beach Art Exhibition, there are ample funds to stage this concert
as well as provide children’s activities at this concert and the June concert.
Staff has tentatively negotiated a fee with the performer and has reserved the Civic Green for the
concert. The performer provides their own sound engineering, and this cost is included in their overall
fee.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Arts Commission considers the item).
