A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NEWPORT
BEACH APPROVING TRAFFIC STUDY NO. 2001 -001 FOR PROPERTY LOCATED AT
680 NEWPORT CENTER DRIVE (PA2001 -191).
The Planning Commission of the City of Newport Beach does hereby find, resolve and ord:r as
follows:
Section 1. An application was duly filed by the Irvine Company with respect to
property located at 680 Newport Center Drive requesting approval of Traffic Study No. 2001 -001
that will facilitate the construction of the remaining entitlement of Block 600 of Newport Center.
The construction consists of a three level, 54,729 square office building and a three level parking
structure.
Section 2. A public hearing was duly held on October 18, 2001, at 6:30 P.M. in the
City Hall Council Chambers, 3300 Newport Boulevard, Newport Beach, California. A notice of
time, place and purpose of the aforesaid meeting was duly given. Evidence, both written and
oral, was duly presented to and considered by the Planning Commission at the aforesaid meeting.
Section 3. The Planning Commission finds as follows:
a) A traffic study, entitled Newport Center Block 600 Office Building Traffic and
Parking Assessment (RBF Consulting, September 17 2001), was prepared for the
project in compliance with Chapter 15.40 of the Municipal Code (Traffic Phasing
Ordinance).
b) The traffic study indicated that the project will increase traffic on six primary
intersections by one percent (1 %) or more during Peak Hour periods one year after
the completion of the project.
C) Utilizing the Intersection Capacity Utilization (ICU) analysis specified by the Traffic
Phasing Ordinance, the traffic study determined that the six primary intersections will
operate at satisfactory levels of service as defined by the Traffic Phasing Ordinance,
and no mitigation is required.
d) Based on the weight of the evidence in the administrative record, including the traffic
study the construction of the project will be completed within 60 months of project
approval, and with existing intersection improvements, the project will neither cause
nor make worse an unsatisfactory level of traffic service at any impacted primary
intersection.
e) The project is categorically exempt pursuant to Section 15332 (Class 32 - In -Fill
Development Projects) of the California Environmental Quality Act Implementing
Guidelines as the office project is consistent with the APF (Administrative,
Professional & Financial Commercial) designation of the site by the General Plan and
Zoning Code which permits and encourages office development. The project will
occur on a 2.462 acre site within the City of Newport corporate limits and the site is
surrounded by urban uses. The site is presently developed as a parking lot and has no
value as habitat for endangered, rare or threatened species. Approval of the project
will not create any significant impacts to traffic, noise, air and water quality with
compliance with existing codes, policies and regulations of the City of Newport
Beach. The traffic study concludes no significant impacts to area intersections. Lastly,
adequate utility services and other public services presently exist and are so located to
serve the project site.
Section 4. Based on the aforementioned findings, the Planning Commission hereby
approves Traffic Study No. 2001 -001, subject to the Conditions set forth in Exhibit "A" attached.
Section 5. This action shall become final and effective fourteen days after the adoption
of this Resolution unless within such time an appeal is filed with the City Clerk or this action is call
for review by the City Council in accordance with the provisions of Title 20, Planning and Zoning,
of the Newport Beach Municipal Code.

CONDITIONS OF APPROVAL
Traffic Study No. 2001 -001
1. The development shall be in substantial conformance with the conceptual site plan August
8, 2001. The office building shall not exceed 54,729 square feet of gross floor area as
defined in Chapter 20.63 of the Zoning Code. The office building shall not exceed three
levels and the parking structure shall not exceed three levels above natural grade.
2. The entrance gate for the southerly site access shall be located at least 40 from the projected
curb line of Center Drive and the final location shall be subject to the approval of the City
Traffic Engineer.
3. The applicant shall modify the parking assignment for tenants of 620 Newport Center Drive
to shift 190 cars from parking structure 1 to parking structure 2 prior to occupancy of the
proposed new office building. The applicant shall submit a report of all parking assignments
for all parking areas of Block 600 prior to occupancy of the proposed project.
4. Traffic Study No. 2001 -001 shall expire unless exercised within 24 months from the date of
approval pursuant to Section 15.40.035 of the Newport Beach Municipal Cade. This
approval shall be deemed exercised by the issuance of a building permit to construct the
proposed office building.
5. Pursuant to the Traffic Phasing Ordinance, construction of the proposed office building and
parking structure shall be completed no more than 60 months from the date of final approval
of Traffic Study No. 2001 -001.
