HomeMy WebLinkAbout1542 - APPROVE TS_ONE HOAG DRIVERESOLUTION NO. 1542 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH APPROVING TRAFFIC STUDY NO. 2001 -002 FOR PROPERTY LOCATED AT ONE HOAG DRIVE (PA2001 -199). The Planning Commission of the City of Newport Beach does hereby find, resolve and order as follows: Section 1. An application was duly filed by Hoag Memorial Hospital Presbyterian with respect to property located at One Hoag Drive requesting approval of Traffic Study No. 2001 -002 that will facilitate the construction of the Phase 11 improvements approved under the Hoag Memorial Hospital Presbyterian Master Plan. The new construction includes additions totaling approximately 343,000 square feet (sq. ft.), of which the majority will be in a 7 -story tower within the upper campus, as well as additions to the cancer center, daycare center and support services buildings in the lower campus. Section 2. A public hearing was duly held on November 8, 2001, at 6:30 P.M. in the City Hall Council Chambers, 3300 Newport Boulevard, Newport Beach, California. A notice of time, place and purpose of the aforesaid meeting was duly given. Evidence, both written and oral, was duly presented to and considered by the Planning Commission at the aforesaid meeting. Section 3. The Planning Commission finds as follows: a) A traffic study, entitled Traffic Phasing Ordinance (TPO) Stndv for Hoag Hospital Master Plan Phase H (Linscott, Law & Greenspan, Engineers, June 27, 2001 — Revised October 15, 2001), was prepared for the project in compliance with Chapter 15.40 of the Municipal Code (Traffic Phasing Ordinance). b) The project is part of a Comprehensive Phased Land Use Development and Circulation System Improvement Plan with construction of all phases not anticipated to be completed within sixty (60) months of project approval. C) The project is subject to Development Agreement No. 5, which required construction of circulation improvements early in the development phasing program. d) Utilizing the Intersection Capacity Utilization (ICU) analysis specified by the Traffic Phasing Ordinance, the traffic study determined that the project will not cause nor make worse an unsatisfactory level of service at any of the primary study intersections as defined by the Traffic Phasing Ordinance, and no mitigation is required. e) That this project has been reviewed, and a determination has been made that the project is consistent with the approval for the Hoag Hospital Planned Community (PC -38) District, and therefore, Environmental Impact Report (EIR) No. 142 prepared and certified for that Planned Community. An initial study was prepared and it concludes that no new potential environmental effects are anticipated as a result of the project. FIR No. 142 and the initial study will serve as the CEQA documentation for the proposed project. f) The project is also in accord with the Implementing Guidelines for CEQA as the hospital expansion project is consistent with the Governmental, Educational, and Institutional Facilities designation of the site by the General Plan and the Hoag Hospital Planned Community (PC — 38) District which permits hospital and related medical facility development. Section 4. Based on the aforementioned findings, the Planning Commission hereby approves Traffic Study No. 2001 -002, subject to the Conditions set forth in Exhibit "A" attached. Section 5. This action shall become final and effective fourteen days after the adoption of this Resolution unless within such time an appeal is filed with the City Clerk or this action is call for review by the City Council in accordance with the provisions of Title 20, Planning and Zoning, of the Newport Beach Municipal Code. Traffic Study No. 2001 -002 shall expire unless exercised within 24 months from the date of approval pursuant to Section 15.40.035 of the Newport Beach Municipal Code. This approval shall be deemed exercised by the issuance of a building permit to construct the proposed buildings or additions thereto. 2. The development shall be in substantial conformance with the development statistics noted in Table 1 of the traffic study for Hoag Memorial Hospital Presbyterian Master Plan - Phase II, dated June 27`h and revised on October 15, 2001. The lower campus is shown as including a net increase in gross floor area of 68,000 sq. ft. The upper campus is shown with a net increase in gross floor area of approximately 275,000 sq. ft. 3. All previous mitigation measures and conditions of project approval adopted by the City of Newport Beach under the Hoag Hospital Master Plan, the Environmental Impact Report (E1R), and the Development Agreement (DA) remain valid and in full effect during the development of Phase H. 4. Any amendments or modifications to the development of Phases 1 or II that affect the calculations or resulting conclusions of Traffic Study No. 2001 -002 must be reviewed by the City Traffic Engineer, the Planning Director, and must receive Planning Commission approval at a duly noticed public hearing prior to development of the amendments or modifications themselves. 5. The unused traffic generation approved in the Phase I Traffic Study is relinquished by Hoag Hospital through incorporation of that traffic into the Phase II Traffic Study. Trip credits in the daily amount of 4,975 total trips were included in the Phase II Traffic Study based upon the unbuilt amount of 241,000 square feet from Phase 1 as Hoag Hospital has acknowledged that Phase I is now complete.
