The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Recommended Action 1.Approve and File May 26, 2022 Page 2 Zoning Administrator Meeting IV.PUBLIC HEARING ITEMS Gray Residence Coastal Development Permit No. CD2022-008 (PA2022-020) Site Location: 415 North Star Lane 2. Project Summary A request for a coastal development permit (CDP) to allow a 990-square-foot second story addition, add an elevator, and convert 190 square-feet of garage to living area within an existing single-family residence with an attached 2-car garage and a detached 2-car garage. A CDP is required for the project since the proposed addition exceeds 10 percent of the existing floor area. No site improvements or bulkhead repair are proposed as part of the scope of work. The project complies with all applicable development standards, including height, setbacks and parking, and no deviations are requested. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2022-008. Mitchell Residence Coastal Development Permit No. CD2022-010 (PA2022-027) Site Location: 2631 Waverly Drive 3. Project Summary A request for a coastal development permit to allow the demolition of an existing single-family residence and construction of a new, two-story 4,147-square-foot single-family residence and attached 636-square-foot three-car garage. The project includes additional appurtenances such as site walls, fences, patios, drainage devices, and landscaping. The design complies with all applicable development standards, including height, setbacks, and floor area limit, and no deviations are requested. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect May 26, 2022 Page 3 Zoning Administrator Meeting on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2022-010. MAAT Investments, LLC Residence Coastal Development Permit No. CD2021-054 (PA2021-214) Site Location: 62 Linda Isle 4. Project Summary A coastal development permit (CDP) to allow the demolition of an existing single-family residence and the construction of a new two-story 6,937-square-foot residence with attached 649-square-foot, three-car garage. The project also includes the construction of landscaping, hardscaping, drainage, site walls, a reinforced bulkhead cap for protection against coastal hazards, and a cantilevered deck. The design complies with all applicable development standards and no deviations are requested. All improvements authorized by this CDP will be located on private property. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to this exemption do not apply; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2021-054. Newport Harbor Lutheran Church Classrooms Minor Site Development Review No. SD2022-002 and Coastal Development Permit No. CD2022-025 (PA2022-070) Site Location: 798 Dover Drive 5. Project Summary A minor site development review and coastal development permit to allow the permanent installation of three (3) existing 880-square-foot prefabricated, modular preschool classrooms. The authorization for the classrooms was granted for a limited duration under limited Term Permit No. XP2011-003 (PA2011-100) and is set to expire July 23, 2022. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of May 26, 2022 Page 4 Zoning Administrator Meeting Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to this exemption do not apply; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Site Development Review No. SD2022-002 and Coastal Development Permit No. CD2022-025. V.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers.
