Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Ocean Boulevard Sidewalk Improvements between Carnation Avenue and Fernleaf Avenue — Notice of Completion for Contract No. 7623-1 (18R25) ABSTRACT: On September 28, 2021, the City Council awarded Contract No. 7623-1 for the Ocean Boulevard Sidewalk Improvements project to Vido Samarzich, Inc. The project consisted of removal and reconstruction of concrete pavement; installing new sidewalk, curb and access ramps; installing traffic striping and raised pavement markers; and constructing irrigation and landscaping on Ocean Boulevard between Carnation Avenue and Fernleaf Avenue. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. DISCUSSION: Overall Contract Cost/Time Summary Awarded Contract Final Total Contract Total Contract Percent Contract Amount Amount Change Amount Cost Change $449,470.00 $513,301.64 $63,831.64 14.2% Allowed Contract Time + Approved 120 Actual Days Used 120 Extensions (Days) _ Ocean Boulevard Sidewalk Improvements between Carnation Avenue and Fernleaf Avenue — Notice of Completion for Contract No. 7623-1 (18R25) June 14, 2022 Page 2 The work necessary to complete this contract consisted of removing and replacing pavement, removing trees and shrubs, constructing irrigation and landscaping, installing guardrails and fencing, constructing a block retaining wall, installing new water valve boxes, installing traffic striping and raised pavement markings, relocating air vents, installing benches and waste receptacles, installing electrical conduit and an electrical pedestal, and installing new sidewalk, curb and curb access ramps. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final Contract Cost: $449,470.00 $427,135.00 $86,166.64 $513,301.64 There were several change orders on this project due to unforeseen circumstances and desired changes by the City. The existing landscaping on the slope along the south side of the project contained several trees and shrubs that were requested to be removed so as to enhance public views. Additional landscaping and irrigation revisions were deemed necessary near the extended Fernleaf ramp nose area. An additional bench was desired at the scenic lookout. Additional quantities of the following bid items were required: construction of reinforced concrete pavement, fencing, compacted fill, electrical conduit, and water valve boxes. A summary of the project schedule is as follows: Estimated Start of Construction Per Annual Baseline Schedule November 1, 2021 Actual Start of Construction Per Notice to Proceed November 8, 2021 Actual Substantial Construction Completion Date April 13, 2022 The contract time was extended due to the additional landscaping and irrigation work required. There were also supply chain related delays in receiving the irrigation controller and electrical pedestal. The project was substantially complete in April 2022 and all improvements have been completed to the satisfaction of the Public Works Department. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
