HomeMy WebLinkAbout1498 - RECOMMEND APPROVAL GPA_CIRCULATION ELEMENTK x RESOLUTION NO. 1498 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH RECOMMENDING APPROVAL OF AN AMENDMENT TO THE CIRCULATION ELEMENT OF THE NEWPORT BEACH GENERAL PLAN TO CHANGE THE CLASSIFICATION OF THE PORTION OF SANTIAGO DRIVE BETWEEN IRVINE AVENUE AND TUSTIN AVENUE FROM A SECONDARY ARTERIAL TO A COMMUTER ROADWAY ON THE MASTER PLAN OF STREETS AND HIGHWAYS [GENERAL PLAN AMENDMENT 98 -3(D)] WHEREAS, as part of the development and implementation of the Newport Beach General Plan, the Circulation Element has been prepared; and WHEREAS, said element of the General Plan sets forth objectives and supporting policies for the design and implementation of an adequate circulation system, which will provide an adequate level of service for the development envisioned by the Newport Beach Land Use Element; and WHEREAS, the City of Newport Beach desires to maintain consistency between the Orange County Transportation Authority's Master Plan of Arterial Highways and the City's Master Plan of Streets and Highways; and WHEREAS, reclassifying this segment of Santiago Drive is in the best interests of the City in that it is consistent with the concept of providing a balance between anticipated development and the capacity of the circulation system; and WHEREAS, pursuant to Section 707 of the Charter of the City of Newport Beach, the Planning Commission has held a public hearing to consider this amendment to the Circulation Element; and X WHEREAS, it has determined that the classification change is exempt from the requirements of the California Environmental Quality Act, and the Planning Commission has considered this information in making its decision on this project. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Newport Beach that an amendment to the General Plan Circulation Element changing the classification of Santiago Drive between Irvine Avenue and Tustin Avenue from a Secondary Arterial to a Commuter roadway is recommended for approval to the City Council.
