HomeMy WebLinkAbout1438 - RECOMMEND APPROVAL OF GPA_LAND USE ELEMENT_ INCREASE ENTITLEMENT TO SYNAGOGUE_NORTH FORD PC DISTRICTRESOLUTION NO. 96 -1438 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH RECOMMENDING TO THE CITY COUNCIL GENERAL PLAN AMENDMENT NO. 96 -1(B) AMENDING THE LAND USE ELEMENT OF THE NEWPORT BEACH GENERAL PLAN, TO INCREASE THE ENTITLEMENT OF THE SYNAGOGUE SITE LOCATED WITHIN THE NORTH FORD PLANNED COMMUNITY DISTRICT [GPA No. 96 -1(B)] WHEREAS, as part of the development and implementation of the City's General Plan, the Land Use Element has been prepared; and WHEREAS, said element of the General Plan sets forth objectives and supporting policies which serve as a guide for future development of the City of Newport Beach; and WHEREAS, the Land Use Element designates the general distribution and general location and extent of the uses of land and building intensities in a number of ways, including residential land use categories and population projections, commercial floor area limitations, and the floor area ratio ordinances; and WHEREAS, pursuant to Section 707 of the Charter of the City of Newport Beach, the Planning Commission has held a duly noticed public hearing to consider a certain amendment to the above referenced element of the Newport Beach General Plan; and WHEREAS, in conjunction with the consideration of the above referenced amendment to the Land Use Element of the General Plan, a Negative Declaration has been prepared which adequately addresses the potential environmental impacts of the project, and satisfies all the requirements of CEQA, based upon the information contained in the Initial Study, comments received, and all related documents, there is no substantial evidence that the project, as conditioned or as modified by conditions of approval, could have a significant effect on the environment; and WHEREAS, the site is currently designated for "Governmental, Educational and Institutional Facilities," that the existing religious facilities are a permitted use under this designation and the proposed expansion is a continuation of that use. NOW, THEREFORE BE IT that the Planning Commission of the City of Newport Beach does hereby recommend that the City Council approve General Plan Amendment NOW, THEREFORE BE IT FURTHER RESOLVED that the Planning Commission of the City of Newport Beach does hereby recommend that the City Council approve General Plan Amendment No. 96 -1(B) and that by reference, the Land Use Map of the General Plan shall also be amended to reflect the proposed change in the boundaries of the "Governmental, Educational and Institutional Facilities'' designation and the "Industrial" designation. (to allow 40,000 sq.ft. of future growth) is hereby approved for: That property located in the North Ford Planned Community, bounded by Jamboree Road, Bison Avenue and Camelback Street (Portion of Area 2), on the southerly side of Camelback Street (10 11 Camelback Street). NOW, THEREFORE BE IT FURTHER RESOLVED that the Planning Commission of the City of Newport Beach does hereby recommend that the City Council approve General Plan Amendment No. 96 -1(B) is hereby approved and that Statistical Area L -3, 2 -2 (NF Area 2) of the Land Use Element is amended to read as follows: Land Use Element Page 74 -75: 2 -2. NF Area 2. This area is designated Governmental, Educational and Institutional Facilities, and General Industry. [GPA 90 -1(G)] [GPA 93- 3(B)]. The development allocation is as follows: Synagogue site: 71,150 sq.ft. Utility Station: 1,000 sq.ft. TIC Corp. Yard: 33,940 sq.ft. General Industry: 110,600 sq.ft.
