SPECIAL NOTICE REGARDING COVID-19
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of COVID-19.
On March 12, 2020, Governor Newsom issued Executive Order N-25-20, which allows staff to attend Zoning Administrator
meetings by electronic means. Please be advised that to minimize the spread of COVID-19, the Balboa Village Advisory
Committee may attend this meeting either electronically or telephonically.
Also, please be advised that on March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows for the
public to participate in any meeting of the Zoning Administrator telephonically or by other electronic means. Given the
health risks associated with COVID-19, the City of Newport Beach will conduct this meeting via Zoom. As a member of
the public, if you would like to participate in this meeting, you can participate via the following options:
1. You can submit your questions and comments in writing for the Balboa Village Advisory
Committee to consider. Please send them by email to the Community Development Department at
CDD@newportbeachca.gov by Tuesday, December 15, 2020 at 5:00 p.m. to give the Committee time to
consider your comments. All emails will be made part of the record.
2. You can connect with a computer by joining through Zoom. Click the link below to register for the

NOTICE TO THE PUBLIC
The Balboa Village Advisory Committee meeting is subject to the Ralph M. Brown Act. Among other things, the Brown
Act requires that the Balboa Village Advisory Committee agenda be posted at least seventy-two (72) hours in advance of
each regular meeting and that the public be allowed to comment on agenda items before the Committee and items not
on the agenda but are within the subject matter jurisdiction of the Balboa Village Advisory Committee. The Chair may
limit public comments to a reasonable amount of time, generally three (3) minutes per person.

Chair Dixon called the meeting to order at 4:00 p.m.

III.ITEMS FOR REVIEW
a.MINUTES OF JULY 15, 2020Recommended Action: Approve and file
MOTION: A motion was made by Committee Member Dove, seconded by Committee Member Carlson, to
approve the minutes of the July 15, 2020 meeting as presented. The motion passed unanimously.
b.CURRENT STATE OF BALBOA VILLAGE AND THE ROLE OF BVAC
Recommended Action: Discuss the current state of Balboa Village and the role of BVAC
moving forward given it is to sunset at the end of 2020. Also, receive an overview of the
Capital Improvement Program as it relates to funding for projects in the Village.
City Traffic Engineer Tony Brine reported the wayfinding signage project is complete. The landscape
median project along Balboa will remain in the Capital Improvement Program (CIP) for next year.
Senior Planner Ben Zdeba advised that funds have been appropriated in the CIP budget for the trolley program, which has been postponed. Funding for the facade improvement program has been reallocated, and the program no longer exists.
In response to Chair Dixon's questions, Senior Planner Zdeba estimated 25 applications for the facade improvement program were approved. City Traffic Engineer Brine indicated funding for the trolley has been
carried forward a year due to the pandemic.
Deputy Community Development Director Jim Campbell related that staff submitted a Local Coastal Program (LCP) amendment for the Balboa Village Parking Management Overlay District to the Coastal

Commission. The Coastal Commission suggested modifications and approved the amendment subject to the City Council adopting the modifications. Staff has prepared an ordinance adopting the modifications
and has tentatively scheduled it for Council review on December 8, 2020. Implementing the overlay district will require a coastal development permit. If improvements are needed to implement the parking management program, parking revenues could fund the improvements.
Community Development Director Seimone Jurjis noted all projects on the matrix previously presented to the Balboa Village Advisory Committee (BVAC) have been completed.
In reply to Committee Member Carlson's comments, Community Development Director Jurjis agreed that the number of visitors has been high for the offseason. Sidewalk and restroom cleaning and trash pickup are maintenance issues. If issues arise after BVAC sunsets, they can be discussed during Town Halls.
Chair Dixon asked the Public Works Department to ensure maintenance in Balboa Village continues on the summer schedule. Committee Member Carlson noted the dumpsters at the corner of Bay and Washington
have been an issue for ten years and are not getting better.
Committee Member D'Aluisio concurred with the need to continue the summer maintenance schedule. There are usually lines outside public restrooms. Trash cans begin to overflow in the late afternoon.
Committee Member Dove suggested, if BVAC continues, the scope of its work include advocacy.
Committee Member Oakes reported parking continues to be an issue for residents.
Community Development Director Jurjis explained that community meetings to discuss issues in Balboa
Village can continue without the Brown Act requirements for a BVAC meeting.
Deputy Community Development Director Campbell advised that parking revenues will continue to be deposited into the designated fund after BVAC sunsets. The Council determines whether expenditure of
those funds is consistent with uses set forth in the Municipal Code. The Council would have to pass an ordinance to dissolve the fund, after which parking revenues would be deposited into the General Fund.
Community Development Director Jurjis added that the Council would have to approve the use of parking revenues for capital projects. Funding for routine maintenance is allocated in the budget.
In answer to Committee Member D'Aluisio's queries, Deputy Community Development Director Campbell
indicated parking revenues can be used for mainly beautification and transportation projects and enhanced maintenance. Community Development Director Jurjis explained that the Boat Parade is a Chamber event.
Staff has not discussed crowd control for the Boat Parade, but in his opinion the City does not have sufficient staff to provide crowd control. People will have to manage themselves. The parking lot at Marina Park will
be closed for the Boat Parade.
Committee Member Carlson proposed a walking tour of Balboa Village to determine issues that need to be discussed at the next meeting.
Jim Mosher supported staff's recommendation to allow BVAC to sunset.
Chair Dixon advised that a meeting will be scheduled in November with a walking tour scheduled the week
before the meeting.

The City Council adopted the Balboa Village Master Plan in 2012, which included
several recommended strategies to foster the revitalization of the Village. The
Balboa Village Advisory Committee (BVAC) was formed that year to oversee
implementation of Master Plan and to advise the City Council about spending
priorities.
The BVAC has met regularly since its formation and has provided valuable input
to staff to complete all tasks that were identified by the Master Plan, such as:
•Refreshing wayfinding signage throughout the Village;
•Creating design guidelines that were adopted by City Council;
•Refining the stops and runtimes for the Balboa Peninsula Trolley;
•Carrying forward the Commercial Façade Improvement Program; and
•Refining the streetscape improvement design.
The attached Master Plan implementation matrix more comprehensively
summarizes all the Committee’s accomplishments.
Although the BVAC sunsets December 31, 2020, the Committee would like to
make the following recommendations to the City Council to ensure revitalization of
the Village continues to move forward.
1.Enhanced maintenance throughout the Village.
a.More frequent steam-cleaning of the sidewalks in higher traffic areas,
including Main Street, Palm Street, Balboa Boulevard, and parts of
the Edgewater Place boardwalk.

b.Increase trash pickups, as necessary, to prevent container overflow
onto the sidewalk.
c.Increase the frequency of public restroom cleaning during the
Summer season.
d.Replace dead or dying street trees as soon as possible.
2.Potential reinvestment and capital improvement projects.
a.Strongly consider making improvements to the trash enclosure area
that houses several dumpsters within the Washington Street parking
lot. At present, the area is an unscreened dumping ground and
should be screened and secured. Additionally, this public facility
supports businesses that do not have their own trash areas.
Maintaining and operating this facility is critically important and it
should continue; however, the facility should be owned, operated
and supported by the businesses it serves and the taxpayers should
not be entirely responsible for the cost. The City should find a way to
transfer responsibility for the facility to the business community.
b.Consider improvements and expansion of the Washington Street
public restroom building as it is undersized for Summer crowds. The
entry should potentially be repositioned with improvements to the
adjacent trash area.
c.Improve and refresh the landscaping within the Palm Street parking
lot. Remove the unused bollards at the property line along East Bay
Avenue.
d.Consider removal of the unused parking attendant kiosks in the
Oceanfront parking lot adjacent to the Balboa Pier.
3.Improve homelessness situation in the Village.
a.Homeless encampments and individuals should be quickly
addressed in a humane manner, as they have the potential to detract
from the ambiance of the village and may leave visitors with a poor
impression of the City.
4.Maintain a responsive line of communication with the Village.
a.Ensure priority is given to communicating with businesses, residents
and visitors to Balboa Village. Designated staff members should be
identified in each responsible department to ensure contacts are
readily available when any public maintenance issues are identified.
5.Stimulate economic development in the Village.
a.Wherever possible, encourage and assist current and future property
and business owners with any redevelopment plans. Of particular
interest is the Balboa Theater and the OceanQuest campus.
6.Maintain funding of the Area Benefit District Reserve.
a.Newport Beach Municipal Code Section 12.44.029 establishes a
reserve account and the City Council directs non-tidelands parking
revenue from within the Village to enhance the Village. The Reserve

can fund enhancements or supplemental services in the form of
streetscape improvements on public or private property; other
beautification projects, including, but not limited to, commercial
façade improvements; transit, pedestrian, and bicycle infrastructure
or wayfinding signage; the acquisition, leasing or construction of
additional parking; extraordinary maintenance programs for public
areas; creation or implementation of transportation mobility or
parking management strategies, including, but not limited to, shared
parking.
b.Continue to fund enhanced maintenance and strategic investments
through the Reserve fund in the Village or in nearby areas if it clearly
benefits the Village. If the Reserve is unfunded or eliminated, the
Committee strongly recommends maintaining existing funding levels
from the General Fund for enhanced maintenance or other capital
improvements in furtherance of a Village Master Plan.
Balboa Village is a special place that draws many thousands of visitors
each year. They support the visitor-serving economy that in-turn creates
a healthy tax base for the City. The area requires ongoing maintenance
and investment to ensure the health and vitality of the area.
The Committee thanks the Community Development and Public Works
Departments for the countless hours they have devoted to this
endeavor. The Committee also thanks the City Council for the
opportunity to serve the community and we hope the existing and future
City Councils will never forget that Balboa Village is the original heart of
the community with the Balboa Pavilion and the Fun Zone.
