As a courtesy, please turn cell phones off or set them in silent mode. 4) APPROVAL OF MINUTES – December 3, 2012, Regular Meeting 5) CURRENT BUSINESS All matters listed under CONSENT CALENDAR (1 - 4) are considered to be routine and will all be enacted by one motion in the form listed below. The Board of Library Trustees has received detailed staff reports on each of the items. There will be no separate discussion of these items prior to the time the Board of Library Trustees votes on the motion unless members of the Board of Library Trustees, staff or the public request specific items to be discussed and/or removed from the Consent Calendar for separate action. Members of the public who wish to discuss a Consent Calendar item should, upon invitation by the Board of Library Trustees Chair, state their name and item number. A. CONSENT CALENDAR 1. Customer Comments – Monthly review of evaluations of library services through suggestions and requests received from customers. 2. Library Activities – Monthly update of library events, services and statistics. 3. Expenditure Status Report – Monthly expenditure status of the Library’s operating expenses; services, salaries and benefits by department. 4. Board of Library Trustees Monitoring List – List of agenda items and dates for monthly review of projects by the Board of Library Trustees. 2 B. ITEMS FOR REVIEW AND POSSIBLE ACTION 1. Discussion and Possible Appointment of One or Two Board of Library Trustees to Serve on a Committee for Possible Art in Public Places - Continued discussion from the December 3, 2012 Board of Library Trustees meeting, and possible vote on this appointment. This is for the purpose of Board of Library Trustees having input on those public art pieces that might be installed at Library facilities. 2. Discussion of Potential Give-Aways for the Civic Center / Library Expansion Opening - Will be discussing several ideas including note cards, thumb drives, and other suggested things. C. MONTHLY REPORTS – No written reports created prior to the Board of Library Trustees Meeting 1. Civic Center Update – Review of recent construction activities in and out of the Central Library. 2. Library Services Director Report – Report of Library issues regarding services, customers and staff. 3. Friends of the Library Liaison Report – Trustee Eleanor Palk’s report on items discussed at the most recent Friends of the Library Board’s monthly meeting. 4. Library Foundation Liaison Report – Vice-Chair Jerry King’s update of the most recently attended Newport Beach Public Library Foundation Board monthly meeting. 5. DSLS Liaison Report – Trustee Jill Johnson-Tucker’s update from her attendance at the Distinguished Speakers Lecture Series Committee’s monthly meeting. 6) BOARD OF LIBRARY TRUSTEES ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) 7) PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on non-agenda items generally considered to be within the subject matter jurisdiction of the Board of Library Trustees. As a courtesy, please turn cell phones off or set them in the silent mode. 8) ADJOURNMENT This Board of Library Trustees is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board of Library Trustees and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Board of Library Trustees may limit public comments to a reasonable amount of time, generally three (3) minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (“ADA”) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner. CONVENED AT 5:01 p.m. CALL MEETING TO ORDER Chair Johnson-Tucker called the meeting to order. ROLL CALL Roll call by Administrative Assistant Elaine McMillion. He verbally commented on the following three of these six agenda items: Item 3. Public Comments Item 5.B.2. NBPL Foundation Update on Naming Opportunities in the New Library Space. Item 5.B.3. Discussion and Possible Appointment of One or Two Board of Library Trustees to Serve on a Committee for Possible Art in Public Places Chair Johnson-Tucker thanked him for his comments which had been distributed by email to all Board of Library Trustees prior to the meeting. APPROVAL OF MINUTES It was moved, seconded and passed (Trustee Grant/Trustee King) to approve the meeting minutes from the Board of Library Trustees Meeting of November 5, 2012. Motion carried by acclamation. 2 CURRENT BUSINESS Consent Calendar Items – The Board of Library Trustees Monitoring List items were reviewed. The Board of Library Trustees asked staff for a suggested list of dates to consider at the next meeting, and to sort them chronologically. It was moved, seconded and passed (Trustee Grant/Trustee King) to accept the consent calendar items. Motion carried by acclamation. Items for Review and Possible Action Discussion of Library Closures on December 26, 2012 – The City will be closed all day on Monday, December 24, Tuesday, December 25, Monday December 31, and Tuesday, January 1 for the holidays. The Central Library will be closed to the public for construction from Saturday, December 22 through Sunday, January 6. The Balboa, Corona del Mar, and Mariners branches will remain open during the Central Library closure, and any staff members who wish to work and have not scheduled time off may work at the branch locations. Staff may work at the Central Library on December 26 through December 28. There is a possibility that the power will need to be turned off at Central on December 27 and 28, and if so, staff would not be able to work at Central and may work at the branches. In considering this information, the Board of Library Trustees made the following motion: It was moved, seconded and passed (Trustee King/Trustee Grant) to reverse the previous motion of making December 26 a possible day of closure and to remain open on December 26. Motion carried by acclamation. (Original motion was made and passed at a regular Board of Library Trustees meeting on August 6, 2012). Library Services Director Cynthia Cowell introduced Natalie Basmaciyan who was recently promoted to Reference Supervisor/Adult Services Coordinator. NBPL Foundation Update on Naming Opportunities in the New Library Space. – Tracy Keys asked to table this item until all five Board of Library Trustees have had a chance to spend time viewing all potential naming locations. It was moved, seconded and passed (Trustee Grant/Trustee King) to continue this item at a future meeting, date unspecified, in which all Board of Library Trustees are present and have had an opportunity to view the proposed naming locations. Motion carried by acclamation. Discussion of Possible Appointment of One or Two Board of Library Trustees to Serve on a Committee for Possible Art in Public Places – The Board discussed the opportunities for installation of indoor and outdoor art in City parks, Civic Center and Library. Pictures and specifications of the two potential sculptural art pieces being offered to the City via the Arts Commission, by Deutsche Bank were reviewed. The Board discussed their desire to wait until the Civic Center and Library expansion are complete to determine whether there are appropriate locations within the Central Library to display the proposed artwork. Some examples of artwork displays at other libraries will be researched by staff and brought to the next Board of Library Trustees meeting for review. The proposed donation of art from Deutsche Bank will possibly be brought to the City Council in a January 2013 meeting (date uncertain) by the City Arts Commission. The Board also discussed that the details involved and the structure needed for an Art in Public Places Committee, as proposed by the Arts Commission, would take additional time to discuss and will continue the discussion regarding appointment of a Trustee(s) to such a committee at the January 7, 2013 Board of Library Trustees meeting. 3 It was moved, seconded and passed (Trustee King/Trustee Grant) to table this agenda item and continue discussion at the Monday, January 7, 2013 Board of Library Trustees Meeting. Motion carried by acclamation. Monthly Reports Civic Center Update – The Tuesday, December 11 City Council Meeting is scheduled to be held in the new Civic Center Council chamber. There are only 140 seats and attendees are urged to consider this if they would like a seat. Details on the Library’s window installation, the proposed plans for staff working at Central in an open construction site during the closure, and the expansion furniture delivery timeline were discussed. Library Services Director Report – The Corona del Mar Christmas Walk brought in a crowd of approximately 580 attendees to the Corona del Mar branch library, which was about 150 more than the previous year. RFID tagging will continue in the Children’s area at Mariners during the school holiday closure. By the end of the current week, tagging of the books at the Central Library will be completed, and then staff will move on to the audio and visual materials. Staff was commended for their diligent work on this project. Friends of the Library Liaison Report – Nothing to report. Library Foundation Liaison Report – Nothing to report. DSLS Liaison Report – A successful Foundation event was held for current and potential sponsors. Speakers are confirmed for the 2013 DSLS events which are scheduled to begin in February. Speakers include: Sherry Turkle, Adam Gopnik, Alexander McCall Smith, Anna Quindlen, and Barry Ritholtz. NBPL Foundation Update on Naming Opportunities in the New Library Space Meeting date to be determined Give-aways for the Civic Center / Library Expansion Opening Monday, January 7, 2013 PUBLIC COMMENTS ON NON-AGENDA ITEMS Mr. Mosher noted his concern over the fate of donated books. He noted that some of these donations are dumped into trash bins. He suggested that the discarded donations be put in an area away from public view. The Board thanked Mr. Mosher for his comments. She has numerous character cake pans and said that “other libraries do this” and she thought it would be a good idea. She would donate her cake pans if we wished to do this type of lending. Tim Hetherton responded to the customer by phone as follows: I thanked the customer for her generous offer to donate her collection of cake pans to the Library to serve as the basis of a circulating collection. I explained that the Library was unable to circulate that type of collection due to processing and staging issues. The customer thanked me and praised the Library for the great job we are doing, and I thanked the customer for her long service to the Library as a member of the Friends. You asked that we fix the computer mice. At this time we have no plans to change the computer setup. However, if you ever encounter a mouse that is not working properly, please let the librarian know right away - we are happy to change out faulty equipment. There is also a way to change the mouse button setting, and a staff member would be happy to show you this feature. Alphabetizing movies into genre inconveniences the patron - many don't know the appropriate genre of the movie whose title they know - it would've saved everyone time to have indentified the movie by genre AND LEFT THEM IN THE ALPHABETICAL ORDER THEY'D ALREADY BEEN ARRANGED IN. What you authorized was a waste of time and money. A real shame in an era of municipal services recession. Melissa Kelly responded to the customer by email as follows: Thank you for taking the time to express your thoughts about the Library’s decision to change the shelving arrangement of movies. I understand your point of view about keeping them in Alphabetical order and I agree that this is a good arrangement for those who know exactly which movie that they want to select. We have, however, found that many of our customers use this as a browsing collection, looking for something that they would like, but haven’t yet seen and maybe never heard of. For these customers the categories work well because they can go to the genre section for the types of movies they enjoy best or that they are in the mood to see and select a title from that smaller group rather than going through the whole alphabet. For those who are looking for a specific title, you can look the title up in the on-line catalog or ask staff to find the classification where that movie can be found. Melissa Kelly responded to customer by email as follows: The Library does have a room specifically designed for children with materials appropriate to their ages, but they are also welcome to use any part of the Library. Many parents/caregivers bring the children into the Library to use the kid’s room and to also use the adult resources for themselves. They cannot leave their children alone in the Library so they must have the kids accompany them to the other areas of the Library in order to get Library books or use the computers to meet their own needs. If the problem is that a customer and/or their children are being disruptive, then staff should be talking the parent and letting them know that the noise or behavior is interfering with other customer’s use of the Library. Please remember that this is not a strictly quiet place. We even had to take down our “Quiet Area” signs so as not to give false hope during the construction period. The Sword Reading Room at the south east end of the 2nd floor should still be a fairly quiet area for customers to use. We do, however, remind people that the frequent use of the stairs at the end of the building has created a different atmosphere at that end of the building, which we cannot change until the construction is completed and the main staircase is open for use. I am sorry that we cannot provide a more quiet atmosphere at this time, but hopefully construction will end in the next few months and we can again look into designating an area of the second floor as a “Quiet Zone”. I visit this particular library branch on a frequent basis. I have noticed, particularly since the time change, that it is "extremely dark" outside this library due to a lack of sufficient lighting. There are some very off-color characters that visit this library, and it makes me nervous having to return to my vehicle in the dark. I also do not like having to leave my vehicle unattended in the parking lot while I am working indoors. PLEASE do something about this immediately. This is very dangerous on so many levels. We will have someone check the current lights to ensure that they are all working and that they are all coming on at a proper time in the evening. In the past, we have looked into adding more lights in that parking lot, but we are face with restrictions because the Library is located in a residential area. I am a kind, caring, honest, ethical, responsible person who wants to model this to kids. I had worked in computer service sales for many years heading up sales and marketing departments and programs for small companies. I have done very well in investing my money. Therefore, I now have enough money to live on for the rest of my life, so I will not have to work a paid job again even at age 52. In small groups, we talked about what we have been learning in large group, get to know one another, and pray together. The small group leader is a mentor and tutor for the kids. I have also helped out with games and teaching in large group. I have really like and been successful in being a small and large group leader and working with the kids overall. I feel that this is a part of our fine structure that we should look at. We will consider the impact of this change and make a proposal to the Library Board. The Board makes the final decision on the fine and fee structure for the Library. Thank you for using the Library. I am a Girl Scout from Troop 405. We are holding a book drive to collect books for an underprivileged school in L.A. We are working with Access Books. I was wondering if I could put a donation box at the library so people can donate books. Our dates for collecting the books are January 14-28. Congratulations to you and your Girl Scout troop for working on this very worthy project to help build a library in a school in Los Angeles. Unfortunately, we will be unable to assist you by putting a box out for book donations at any of our libraries. We have an organization called Friends of the Library that helps make our libraries better by accepting used book donations to sell in their store. It might be useful to know that they send all of the books that do not sell in their quarterly sales to U.S. military troops overseas or to hospitals down at Camp Pendleton, so donations do go to people who need them outside of the library. I wish you good luck with your collections and sincerely hope that you are able to help build up that school library. You stated that she went “out of her way to help” and if all staff did that, “one would come to NPL every time.” I have shared your comments with Bernadette. We appreciate you taking the time to acknowledge her performance. It is a top priority for all staff members of Newport Beach Public Libraries to provide thorough and excellent customer service. We thank you for your use of the library and your comments. For long audio books say over 20 cds, please consider a longer check out period. For ex. The 3rd Game of Thrones book was 39 cd's. Not practical for 3 weeks. Most come back very late. Melissa Kelly responded to the customer by email as follows: Thank you for your suggestion in regards to the longer audio books. I agree that the books with so many discs and playing hours are difficult to get through in a 3 week period. If there are no other customers waiting for that audio book, it is renewable twice which would extend your use to a total of 12 weeks. If there are requests for that book we do need to limit the checkout time to the 3 weeks in order to give everyone a chance to use it. Although the audio books that have greater number discs are more expensive, we will work on making sure that we have enough copies to fill our normal holds ratio. Thank you for using your Library. Polite and very helpful employees. Please increase the fine for overdue RENTAL books to at least $3 - 5 per day. Many people take advantage of your low fines and fail to return the books within a reasonable time. Melissa Kelly responded to the customer by email as follows: Thank you for filling out the Library’s comment form. We are glad that you use our Rental Book program. I understand that it can be frustrating to see that another customer is keeping one of these books an extended length of time since this is a collection designed to eliminate long waits. With the loan period for a rental being 1 week as opposed to the 2 week loan of the same title that is not a rental, customers often need the extra time to read the book or forget that the book came from the rental shelf and that they need to return it sooner than other items. Few of the overdue rental books are more than 1 weeks late. Although the overdue book is out longer than the original loan period it still moves the book on to another customer more quickly than a book that is in our Hold System and we do feel that the standard .25 cent per day fine is fair. To begin the month, we held interviews for the vacant Librarian III position just before leaving for the California Library Association Conference in San Jose, November 2 – 4. On the 5th, Tim Hetherton and I interviewed the top four candidates for the vacant Librarian III position. We were also privileged to host Walter Stahr on the 5th and heard a great presentation on his book Seward: Lincoln’s Indispensible Man. On the 13th, I met with Debbie Walker, Heather Hart, and Andrea Jason to discuss the holiday schedule and RFID implementation at all three branch locations. On the 15th, I attended a meeting of the Orange County Library Directors, hosted by Stephanie Beverage at Huntington Beach Public Library. We welcomed our new Librarian III, Natalie Basmaciyan, with a lunch on the 19th, just in time for her to be out on scheduled leave for the Thanksgiving holiday. On the 27th, I attended the City Council meeting where the Arts Commission handed out checks for City Arts Grants. TIM HETHERTON, LIBRARY SERVICES MGR / CIRC & TECH PROCESSING COORD. Bilbary The Library is now participating in a new service that allows public libraries to offer eBook purchases to customers, and the library will receive half the profits. The vendor is called Bilbary. Bilbary works with most of the major publishers, and they sell their eBooks at a lower cost than Amazon. The library has added a button and a link to Bilbary on our Downloadable Books page, and when our customers purchase eBooks through them by using the link from our site, Bilbary tracks the commission and then the library gets half the profits. Bilbary offers their service as an alternative to waiting to borrow the eBook. Zinio The Library is considering the addition of Zinio to our array of downloadable content services. Zinio is a downloadable eMagazine platform that touts itself as “the world's largest newsstand”. Zinio provides digital magazines for iPad, iPhone, Android, Mac & PC. Zinio also offers an app for using the Kindle Fire to access eMagazines. Library Assistant Recruitment Interviews for the part time Library Assistant position will be held on December 18th at the Central Library. 2 DEBBIE WALKER, BRANCH AND YOUTH SERVICES COORDINATOR Branches Branches offered a variety of programs during this month. Children visiting Balboa participated in a “Pigeon Party” inspired by the books of popular author Mo Willems. SpongeBob SquarePants was the theme of a fun-filled Mariners event and CDM hosted a Winter Magic crafts program to round out the offerings. All locations are now receiving juvenile Blu-Ray DVDs for their collections. After experiencing several weeks of reduced staffing due to resignations and/or reassignments, Mariners welcomed the addition of three new permanent staff members: Anne Koike, a newly hired clerk, Debbie Williams-Lopez, a long-time clerk now assigned to Mariners and Dean Ngo, a newly hired page. Youth Services Staff at Central hosted Vroom!, a program based on the popular Disney/Pixar Cars movies. The Friends’ room was transformed into a “racing” room with checkered flags and other assorted decorations. Each participant received a toy car and made a race track. On Tuesday, November 20, Eastbluff Elementary first graders visited the library to take a tour and receive their free book. Harbor View Elementary first graders visited on November 27. The Friends of the Library provide the funding for this popular and much appreciated program. Teen Services Mara was invited to make a presentation at the teacher in-service meeting at Newport Harbor High on November 1st. The in-service was discussing Common Core Standards, and Mara tailored her presentation of Library services and databases to this theme. She felt that the response was very positive with several teachers asking follow-up questions after her presentation. MELISSA KELLY, SUPPORT SERVICES COORDINATOR Facilities The buildings have been receiving routine maintenance throughout November including rain gutter clean out, HVAC filter changes and Fire inspections. Fortunately there were no major problems at any location. Staff Committee I took part in a City-wide advisory committee to look at our current Enterprise Resource Planning system. This is a system used to manage and integrate information system-wide, mainly in the areas of Finance and Human Resources. We each brought our departmental likes, dislikes and concerns to the meetings and came up with a recommendation that will be presented to the City’s Management Team in December. Literacy The Literacy Board said good bye to outgoing Board Members Nancy Thompson and Sandra Starr at the November meeting. Both of these women have been great assets to the Literacy Board and will continue to participate in the program as advisors, teachers and/ or tutors. The new Board will be elected at the Literacy General Meeting and Holiday potluck in early December. The new Board Officers will be elected by the Board at the January meeting. 3 NATALIE BASMACIYAN, ADULT SERVICES COORDINATOR Adult Programming This month’s selection, The Story of a Marriage by Andrew Sean Greer, generated a lively discussion regarding marriage, racial perceptions, and the 1950’s in San Francisco. 44 people attended and Ruth Poole facilitated from the Foundation. Next month’s selection is Mr. Pip by Lloyd Jones.
