4) APPROVAL OF MINUTES – Regular Meeting of May 6, 2013 and Regular Meeting of June 3, 2013
5) CURRENT BUSINESS
All matters listed under CONSENT CALENDAR (1 - 4) are considered to be routine and will all be enacted
by one motion in the form listed below. The Board of Library Trustees has received detailed staff reports
on each of the items. There will be no separate discussion of these items prior to the time the Board of
Library Trustees votes on the motion unless members of the Board of Library Trustees, staff or the public
request specific items to be discussed and/or removed from the Consent Calendar for separate action.
A. CONSENT CALENDAR
1. Customer Comments – Monthly review of evaluations of library services through suggestions and
requests received from customers.
2. Library Activities – Monthly update of library events, services and statistics.
3. Expenditure Status Report – Monthly expenditure status of the Library’s operating expenses;
services, salaries and benefits by department.
4. Board of Library Trustees Monitoring List – List of agenda items and dates for monthly review of
projects by the Board of Library Trustees.

B. ITEMS FOR REVIEW AND POSSIBLE ACTION
1. Election of Board of Library Trustees Officers – The Board of Library Trustees will elect a Chair,
Vice Chair, and Secretary for Fiscal Year 2013/2014.
2. Report on the Laptop and iPad Circulation Policy – Staff to give an update on laptop and iPad
circulation per the provisional policy set at the June 3, 2013 Board of Library Trustees Meeting.
3. Media Center Policy and Use Agreement – Update to be given by staff on the Media Center and
possible further discussion of the provisional policy set at the June 3, 2013 Board of Library Trustees
Meeting.
4. Commercial Activity in Library – Further discussion of the Library use and study room use by
customers conducting business activity for monetary gain with review of the current Study Room
Policy. Action to approve if required.

8) ADJOURNMENT
This Board of Library Trustees is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Board of Library
Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on
agenda items before the Board of Library Trustees and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Board of Library Trustees may limit public comments to a reasonable amount of time, generally three (3) minutes per
person.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (“ADA”) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to

The agenda for this Board of Library Trustees Meeting was posted on Friday, May 31, 2013 at
2:31 p.m. on the City Hall Bulletin Board located in the City Council Chambers vestibule at 100
Civic Center Drive, Newport Beach, CA 92660.

3) PUBLIC COMMENTS ON AGENDA ITEMS
Prior to this meeting Jim Mosher emailed two pages of type-written remarks on four agenda
items and commented on the following agenda items: Item 5.B.1.Report on the Laptop and
iPad Circulation Policy; and 5.B.3.Commercial Activity in Library. He also noted that even
though the agendas include more detail than in the past, it is difficult to comment on agenda
items when there are no written reports distributed prior to the meeting, and comments
cannot be made by the public after the verbal reports are given. He also commented on the
financial report and budget.
Chair Johnson-Tucker thanked him for his comments which had been distributed by email to
all Board of Library Trustees prior to this meeting. Board members also received paper
copies at this meeting.
4) APPROVAL OF MINUTES
The minutes from the Monday, May 6, 2013 Board of Library Trustees meeting were tabled
to be approved at the next scheduled Board of Library Trustees meeting in July.

5) CURRENT BUSINESS
A. CONSENT CALENDAR

Director Cowell noted that she will not be in attendance at the Monday, July 1, 2013 Board of
Library Trustees meeting and would request Library Services Manager Hetherton to attend in
her place. Chair Johnson-Tucker asked staff to check the availability of all Trustees for both
Monday, July 1 and Monday, July 8 due to the normal meeting date falling in the same week
as the Independence Day holiday. The Board may request that the July 1 meeting be moved
to July 8.
It was moved, seconded and passed (Trustee Palk/Trustee Murguia) to approve the
consent calendar as presented. Motion carried by all Board of Library Trustees present.
B. ITEMS FOR REVIEW AND POSSIBLE ACTION
1. Report on the Laptop and iPad Circulation Policy – This policy was reviewed at the
May 6, 2013 Board of Library Trustees meeting where suggested revisions were
discussed. This policy was reviewed at this meeting with the suggested revisions. The
City Information Technology department is installing the software on all of the iPads,
securing and testing them before they are available for check out. The Board agreed
they should check an iPad out and see how the process works. The age restriction, fines
for loss or damage, and card holder use requirements where discussed. These items
are covered in more detail under the Library’s Circulation policy. The Board agreed to
approve this policy as provisional at this meeting and asked staff to bring it back at the
next meeting to state how the provisional policy was received.
It was moved, seconded and passed (Trustee Murguia/Trustee Palk) to approve the
policy as presented as a provisional policy. Motion carried by all Board of Library Trustees
present.
2. Media Center Policy and Use Agreement – This policy was reviewed at the May 6,
2013 Board of Library Trustees meeting where suggested revisions were discussed.
This policy was reviewed with the suggested revisions from the May 6 meeting. It was
agreed to replace “are in good standing” to “meet use requirements” at the end of item
number one. A staff member will be assigned to work in the room while the room is in
use. The Board agreed to approve this policy as provisional at this meeting and asked
staff to bring it back at a future meeting for reassessment.

policy as presented as a provisional policy. Motion carried by all Board of Library Trustees
present.
3. Commercial Activity in Library - A report was presented by staff in response to a
customer’s suggestion that Library policy be reviewed in relation to individuals conducting
commercial activity in Library facilities for monetary gain. The customer specifically
questioned whether there was inappropriate utilization of the facilities to conduct private
income producing tutoring sessions. The current Use of the Newport Beach Public
Library Policy does not prohibit commercial activity. Library facilities are available to all
members of the public without restriction, as long as they are not interfering with
another’s use of the Library. Many times it may appear as though commercial activity is
occurring when it may be a Literacy tutor or parent assisting a student. The Board
agreed that the Study Room Policy that was reviewed at the April 1, 2013 Board of
Library Trustees meeting and the Newport Beach Public Library Policy are substantial
enough to not have to restrict this type of activity by others. The Board requested that
staff bring this item to the next meeting in July as an action item since it was entered on
this meeting agenda as review only.
C. MONTHLY REPORTS
1. Civic Center Update – Director Cowell reported that C.W. Driver still has construction
service items to take care of and will keep a member of their staff available until these
tasks are completed. The second floor café should be in place within the month. A
reporter from the Orange County Register met with Cynthia last Friday to tour the Library
expansion to get information for a feature article. With City Hall located behind the
Central Library, staff are planning ways to promote Library services by offering a once-a-
month lunch-hour book club that City staff can join, future wish list requests and
installation of a 3-d printer, and classes to train City department heads on materials and
services that are available to help them within their departments.
2. Library Services Director Report –The newly launched Making Memories for Children
series has had a successful run. In May two young female customers presented a
program on how they wrote and illustrated their first book. Yesterday, the Caldecott
medal winner Jon Klassen presented his Caldecott book This is Not My Hat, and staff is
planning for another cooking series to begin in November. In other programming, a
Fancy Nancy event has been planned, and Library staff members have been discussing
the possibility of hosting a bunny festival which would be held in the Civic Green and
patio area for families to enjoy. The two Shakespeare by the Sea events will be held in
Bonita Canyon Sports Park, and the Concert in the Park series scheduled from June 30
through August 11 will be held from 6:00 – 7:30 p.m. on the Civic Green. The Summer
Reading Program will begin on Saturday, June 22 with various events to be held at the
Central Library and branches.
3. Friends of the Library Liaison Report – Trustee Eleanor Palk reported that the Friends
of the Library book sale that had been held on Saturday, May 4 was a success, partially
due to the grand opening which was held on the same day. The Friends of the Library
will hold their annual officer induction and luncheon on Tuesday, June 11, 2013 at 11:30
a.m. Author Alan Brennert will be the guest speaker. The Friends of the Library Wish
List was not voted on at their most recent meeting. Trustee Palk announced that she is

unable to continue as Board of Library Trustees liaison for this group due to her affiliation
as a member of the Friends of the Library.
4. Library Foundation Liaison Report – Nothing new to report.
Director Cowell gave some examples of the potential programs and projects as well the
process that will be implemented for the Pitch an Idea, which staff hopes to fund through
wish list requests to both the Library Foundation and the Friends of the Library. The
ideas would help develop innovative and customer-centered programs and projects that
would help to enhance Library services. The process for coming up with an idea,
researching and presenting it will be similar to writing an actual grant and will provide
training to staff on how to write grants, even though the funds requested are not actual
grant requests.
The staff member pitching the idea would manage the project from beginning to end and
evaluate the outcome.
Resident John Pritchard left the meeting at 5:55 p.m.
5. DSLS Liaison Report – The Distinguished Speakers Lecture Series Committee’s most
recent monthly meeting was held on Thursday, May 2, 2013. All DSLS lectures were
sold out.
6) BOARD OF LIBRARY TRUSTEES ANNOUNCEMENTS OR MATTERS WHICH
MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION
OR REPORT (NON-DISCUSSION ITEM)
Staff to report at the July meeting on the results of using the two provisional policies;
Laptop and iPad Circulation Policy and Media Center Policy and Use Agreement, as
presented and approved at this meeting.
The Commercial Activity in Library policy discussed at this meeting will be presented as
an action item at the July meeting.
7) PUBLIC COMMENTS ON NON-AGENDA ITEMS
Elizabeth Stahr shared her thoughts and comments on commercial activity in library.
Mr. Mosher made an additional comment on the Commercial Activity in Library agenda item.
When the Public Giveaway policy is reviewed again he suggested the Board reconsider the
type of material they allow in this area. He noted that the Library website may have better
searching capability if it were to be redesigned.
8) ADJOURNMENT – 6:06 p.m.
After this meeting adjourned a farewell was held in honor of Trustee Stephanie Murguia.
Trustee Murgia has served on the Board of Library Trustees since Tuesday, August 8, 2006.
This meeting is her last one serving as a member of the Board of Library Trustees.

APPROVAL OF MINUTES
It was moved, seconded and passed (Trustee King/Trustee Grant) to approve the meeting
minutes from the Board of Library Trustees Meeting of April 1, 2013 as amended. Motion
carried.
CURRENT BUSINESS
Consent Calendar
It was moved, seconded and passed (Trustee Grant/Trustee King) to approve the consent
calendar as presented. Motion carried.
Items for Review and Possible Action
Laptop and iPad Circulation Policy – Staff revised the existing Laptop Circulation Policy to
include the addition of a collection of 30 circulating iPads. The NBPL Foundation funded the
purchase of these iPads. The revisions as presented in this policy were made to ensure
consistency for customers and staff, to help resolve potential misunderstandings, to reduce
incidents of conflict and to help protect and maintain the security of Library resources. Several
items were addressed and included late fees, replacement charges for lost or damaged items,
and the check out process. Staff reported that the iPads will be ready to circulate later this
month. It was agreed by the Board of Library Trustees to implement the policy as presented at
this meeting. This item will be brought forward to the June 3, 2013 meeting where staff will bring
the redlined changes for review and possible approval by the Board. The bulleted items will be
numbered, and the check out and late fee assessment wording will be refined.
It was moved, seconded and passed (Trustee Grant/Trustee King) to approve conditionally
the Laptop/iPad Circulation Policy as presented and table this item until the June 3, 2013
meeting at which time the revisions will be reviewed. Motion carried.
Public Give-Away Policy – At their April 1, 2013 meeting the Board of Library Trustees had
requested a review of this policy at this meeting. As of the April 5, 2005 Board of Library
Trustees Study Session there was no policy in place and give-away items could be displayed on
shelves on the second floor of the Central Library and at designated areas at each of the
branches. Due to a significant volume and variety of the materials being displayed on these
shelves, questions regarding material subject matter, and staff’s monitoring of items being
displayed, it was agreed that a policy should be drafted. At the April 19, 2005 Regular Board of
Library Trustees Meeting the current policy was drafted and approved in concept with non-
substantive changes. On April 25, 2005 after the non-substantive changes were made the
policy as it is currently written was implemented.
In the City Hall employee manual the policy regarding posting notices it reads as follows:
Display Areas
Each bay also has two end caps which have interchangeable units for brochure display, shelf
display, and storage. This space is intended for departmental use to display City of Newport
Beach public program brochures, educational materials, achievements, awards and general
storage.

It was moved, seconded and passed (Trustee King/Trustee Grant) to keep the current
policy in place and table this item until the September 3, 2012 meeting. Motion carried.
Media Center Policy and Use Agreement – Policies governing the use of the new Media Center
are required in order to provide consistent and fair access to the public and to provide
guidelines for the use of the room. A staff report and proposed Media Center Policy and Use
Agreement was reviewed and discussed. This room will be referred to as Media Center and not
Media Suite. In the eighth bullet, “….three meeting rooms.” will be revised to “…….three study
rooms.” The bulleted items will be numbered, and wording will be revised to better define cell
phone and media equipment usage. The Board agreed to table this item until the June 3, 2013
meeting in order for staff to make the redlined revisions as discussed.

June 3, 2013 meeting at which time the revisions will be reviewed. Motion carried.
Critical Review of Online Database Resources & Services / Database Usage Report – Librarian
Allen Kesinger gave an overview of the online databases and their usage statistics. He
demonstrated the most commonly used databases highlighting the newer Zinio database which
was implemented in February 2013. Zinio allows users to download free digital magazine
subscriptions to their desktop computer, laptop and mobile device for an unlimited time with no
checkout limit. The OverDrive downloadable eBook service which provides text eBooks and
audio versions of bestsellers, classic literature and other fiction and non-fiction titles in WMA
and MP3 format was discussed. Axis 360 also provides text eBook service. Staff request
upgrades to these services as needed from the Library support groups. The Board thanked
Allen for his presentation.
NBPL Friends of the Library Wish List for Fiscal Year 2013/2014 – A draft of this wish list
totaling $255,000 was reviewed and discussed. Some of the items reviewed on this list
included requests for additional eBook content, audiovisual materials, high-demand, best selling
adult fiction and nonfiction titles, children’s and young adult collection, Library and Literacy
programming and grants. This wish list will be presented to the Friends of the Library Board at
their Tuesday, May 14 meeting for review.
NBPL Foundation Wish List for Fiscal Year 2013/2014 – Wish list items totaling $173,200 were
reviewed and discussed. This list included hardware, software and signage for the new Media
Center, a digital signage package, bookscan stations and upgrade packages, iPads, new and
upgrades to existing databases, a new Central bookdrop, WiFi access licensing, and
programming. This list will be presented to the NBPL Foundation Board at their Monday, May
13 meeting for review.
It was moved, seconded and passed (Trustee Grant/Trustee King) to approve both the
Foundation and Friends of the Library wish lists as proposed. Motion carried.
Margi Murray left the meeting at 7:08 p.m.
Monthly Reports
Civic Center Update – Staff reported that the Civic Center and Library expansion are complete
except for a few details that will need to be worked out in the next few weeks. The Saturday,
May 4 grand opening was well attended and many staff members were in attendance to answer
questions and assist customers.

Library Services Director Report – Nothing new to report.
Friends of the Library Liaison Report – Over $6,000 was earned by the Friends at their May 4
book sale.
Library Foundation Liaison Report – Nothing new to report.
DSLS Liaison Report – The last lecture was not sold out as of the DSLS committee meeting
held on Thursday, May 2.

Mr. Mosher commented on several items which included the Library policies that are listed in
the City Council Policy manual in relation to the other Library policies, WiFi availability at City
Hall and the Library’s WiFi log in restriction, moving the expressive activity area to the second
floor between the Library and City Hall, and the importance of not losing sight of the branches’
needs while focusing on Central.

Melissa Kelly responded via email as follows: Thank you for taking the time to
comment on the services at the Newport Beach Public Library. We appreciate
your input. I understand your view on our current 5 day Hold pick up time and the
logic behind your request. The reason that the Hold time was established at 5
days was to allow enough notification time for customers receiving notice through
the US mail without keeping those items out of circulation too long. We have a
high number of requests on popular titles. We attempt to have 1 copy per 5
requests in order to mitigate the wait time that you have before your hold is filled.
The longer an item sits on the Hold Shelf, out of circulation, the longer the request
list becomes. In order to use our funding most effectively we would prefer to keep
items circulating quickly rather than purchasing a higher number of copies that will
not be used once the popularity wanes. We have reviewed this policy on a regular
basis and will continue to do so in conjunction with customer’s requests and
available funding. Thank you for using the Library.

Good service. Convenient. Good selections of books, CDs etc.
My daughter submitted an application to volunteer for the summer reading program and we have not

Hello. I am organizing events for the summer for the Our Lady Queen of Angels Mothers Group and

estimating 10 moms and 20 children (ages 10 and under) and meet on Thursdays from 9:30-11:30am
(program would not need to last 2 hours!). The dates we have in mind are: June 20, 27, or August

Jon Klassen, the author/illustrator who was at the library last Sunday did present
his works, did a drawing demonstration, took questions and then signed books
that were sold by the Whale of a Tale or brought by attendees. I believe that the
program on the 8th presented by Robin Preiss Glasser should be very similar in

Hi, what happened to the signage on the staircase with the Board of Trustee names? Melissa Kelly responded via email as follows: I received your query about the
Board of Library Trustee sign which had been hanging on the old staircase landing
in the Central Library. We have recently gotten the sign out of storage and are in
the process of finding the right spot to hang it. I expect to have this piece re-

Hi! I'm interested in taking my infant to the babies and books story time. Do we need to register
beforehand? Is it free? Do we need a library card? Thanks in advance.

Storytime at the Central Library on Mondays at 9:30am and 10:30am. The
storytimes are held in the Children's room in the new expansion area on the green
carpet. It is free, you do not need to register and do not need to have a library

We are starting our Summer Reading Program on June 22 until August 9. That is
open to children of all ages so you may want to get a library card which will allow

Install blower dryers in restrooms. Save money, Mariners time and trees. Melissa Kelly responded via email as follows: Thank you for taking the time to
offer your suggestion for improving the Mariners Branch Library. We know that
hand dryers are becoming popular in public restrooms. When this Mariners
building was designed and built we did not even consider hand dryers because we
had put them in the Central Library when it opened in 1994 and customers would
not use them. I understand that there are better products on the market now and
we will look into the possibility of using them in the Library. Our new City Hall is a
LEEDS certified building and so I will also check with the Civic Center planners for
advice on the ecological advantage/disadvantage of this equipment. Thank you
for using your Library.
Would like to see the book drop on Avocado Avenue. Would like to have a U.S. Postal Mail box at
the Central Library. Thank you!

evaluate the Central Library services. We appreciate your comments. The
Library will be bringing back a curbside book drop in the coming months. The
City’s Public Works department is helping us to find the best placement for the
drop at this site. Thank you for your patience. A US Postal Mail Box needs to be
approved by the USPS. In the past, we have asked them to put a mail box here,
but they did not see a need and evaluated that the pickup would be too difficult.
With the change in the area, we can look into this possibility again. In the mean
time I have attached a “snapshot” of mailbox locations near the Library, including
one on the corner of Avocado and Coast Highway. Thank you for using your

May was the month to end all months here at the Library. A private reception was held on the
evening of May 3rd to kick off a weekend of celebration for the new Civic Center and Library
Expansion. On the 4th, about 1500 of my closest friends came out to watch ribbons being cut,
food being served, and families enjoying the new park. What a wonderful day in the life of the
City!
Interestingly enough, the remainder of the month was reasonably quiet and spent enjoying
people enjoying the library. I took some time off to visit New Orleans, and the highlight of that
trip was a personal tour of three libraries in the New Orleans Public Library system. One
building was in the final stage of a re-model project (I felt right at home!); one was a newly-
constructed branch library; and the final site was the Latter Branch, located in a mansion in the
famed Garden District. It was a great way to spend time seeing libraries and getting acquainted
with professionals who share similar activities and concerns.

Circulating Nooks
We will be circulating Barnes and Noble eReaders starting this summer. The 6 machines will
be preloaded with bestselling eBooks. Staff is busy creating procedures, processing the
machines for circulation, and selecting content.
New Staff
New part-time Library Clerk Julianna Mailhot starts on June 10. New Library Page, Cliff Nealon,
has been training at Central Library and will be scheduled to work at Mariners Branch at the end
of his orientation period.

Branches
Branch programs for the month of May included a “Beach Party” at Balboa, a Craft-o-Rama at
CDM and tribute to the popular movie and video game “Wreck-it-Ralph” at Mariners. Youth
services staff at all locations is also working to get everything ready for Summer Reading
Program due to start on June 22.
City IT staff installed the SPOT Wi-Fi management system at Mariners the last week of May.
The two smaller branches will be set up with the system in the near future. Mariners also
experienced an unexpected reduction in staff with the resignation of Kelly Atherton, Librarian I
effective May 20.
Youth Services
Central staff continues to enjoy the expansion area and positive comments from library
customers. A My Little Pony Party held on May 14th was a huge success with at least 114

children and parents in attendance. There were games, crafts and even a pony themed piñata
available to participants.
Teen Services
YAAC members began working on ideas for Teen SRP. They were also given an update on
the Local History project. Mara began the first of her paperback giveaways at Ensign
Intermediate School. She’ll visit Newport Harbor High and CDM High School in June.

Circulation
There was a 9% increase in circulation of materials at the Central Library in May 2013 over May
of 2012.
Grand Opening
We distributed approximately 1,200 bookmarks to customers coming into the Library during the
Grand Opening of May 4th. Staff was busy throughout the building.
Construction
Our last construction meeting with Jonathan Wilson was on May 29th. There were 35 items left
on the construction punch list. Half of those items were completed before June 1st. Some of
the last items to be completed include lock replacement in the new areas on the first floor,
mechanical equipment flashing and the delivery of the furniture for the “bridge”.
Branch Buildings
The parking lot and streets around the Balboa Branch Library were coated with little disruption
to the library. A major road project will begin on Dover Drive once school is out in June. This
will limit the available parking for customers and staff.

Grand Opening
The Reference staff at the Central library participated in the Grand Opening celebration by
greeting visitors, answering questions about the expansion and Civic Center areas, and staffing
busier-than-usual desks throughout the day.
Passport Services
The new Passport Services Office, located in the Central library, now is the Acceptance Facility
for the City of Newport Beach . Customers may process new passports for adults and minors,
replace lost or stolen passports, apply for Passport Cards, and request expedited processing.
The eight Passport Agents on staff processed 60 applications the first month of service.
Passport photo service begins in early June.
What’s Cooking Event
The May What’s Cooking event featured Bruno Serato, the owner and Chef of the celebrated
Anaheim White House restaurant. He and his team demonstrated how to make chicken cordon
bleu, among other specialties. 85 customers enjoyed the cuisine and stories of this award-
winning Orange County establishment.
Manuscripts Book Discussion Group
Robert Goolrick’s ‘A Reliable Wife’ was the subject of this month’s book discussion. Set in
1907 Wisconsin, Goolrick’s fiction debut begins with Catherine Land stepping off the train to
become the mail order bride of middle-aged Ralph Truit. Her plan is simple: she will win this
man's devotion, and then, ever so slowly, she will poison him and become a wealthy widow.
However, nothing is quite as it seems. Both Ralph and Catherine are hiding dark secrets from

their past which are slowly revealed as the suspense builds to a dramatic conclusion. ‘A
Reliable Wife’ is a gothic tale of love and madness, of longing and murder. The book
discussion, sponsored by the NBPL Foundation, was a free program open to the public. Fifty-
one people attended this event.
