4) APPROVAL OF MINUTES – July 8, 2013 Special Meeting

All matters listed under CONSENT CALENDAR (1 - 4) are considered to be routine and will all be enacted
by one motion in the form listed below. The Board of Library Trustees has received detailed staff reports
on each of the items. There will be no separate discussion of these items prior to the time the Board of
Library Trustees votes on the motion unless members of the Board of Library Trustees, staff or the public
request specific items to be discussed and/or removed from the Consent Calendar for separate action.
A.CONSENT CALENDAR
1.Customer Comments – Monthly review of evaluations of library services through suggestions and
requests received from customers.
2.Library Activities – Monthly update of library events, services and statistics.
3.Expenditure Status Report – Monthly expenditure status of the Library’s operating expenses;
services, salaries and benefits by department.
4.Board of Library Trustees Monitoring List – List of agenda items and dates for monthly review of
projects by the Board of Library Trustees.
B.ITEMS FOR REVIEW AND POSSIBLE ACTION
1.Review of Fiscal Year 2013/2014 Board of Library Trustees Meetings – The 2013/ 2014 Fiscal Year
Calendar will be reviewed for upcoming Board of Library Trustees Meeting dates.

2. Check Approval - Request to accept a $35,000 donation from the Newport ProLiteracy for the Library
Literacy Program.
3. Newport Beach Public Library Website & Social Networking Update - Librarians Rebecca Lightfoot and
Allen Kesinger will present a report on the Library’s website and social networking sites.
4. Branch Librarian Updates – Branch Services report by Branch Librarian Heather Hart on the Mariners
Branch Library and by Branch Librarian Andrea Jason on the Balboa and the Corona del Mar Branch
Libraries.
5. Laptop and iPad Circulation Policy Update – Staff to review usage of the Laptops and iPads in relation
to the Laptop and iPad Circulation Policy that was provisionally put in place at the July 8, 2013 Board of
Library Trustees Meeting, and tabled for further discussion and possible action.
6. Media Center Policy and Use Agreement Update – Staff to review usage of the Media Center in
relation to the Media Center Policy and Use Agreement that was provisionally put in place at the July 8,
2013 Board of Library Trustees Meeting, and tabled for further discussion and possible action.

8) ADJOURNMENT
This Board of Library Trustees is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Board of Library
Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on
agenda items before the Board of Library Trustees and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Board of Library Trustees may limit public comments to a reasonable amount of time, generally three (3) minutes per
person.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (“ADA”) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to

Special Meeting
July 8, 2013 – 5:00 p.m.

The agenda for this Board of Library Trustees Special Meeting was posted on Wednesday, July
3, 2013 at 10:26 a.m. in the binder located in the entrance of the Council Chambers vestibule at
100 Civic Center Drive, Newport Beach, CA 92660.
CONVENENED AT 5:02 p.m.
1) CALL MEETING TO ORDER – Chair Johnson-Tucker called the meeting to order.
Chair Johnson-Tucker welcomed Trustee John Prichard. The Library Trustees and Library
staff made introductions. Trustee Prichard introduced himself.
2) ROLL CALL – Roll call by Director Cynthia Cowell.

3) PUBLIC COMMENTS ON AGENDA ITEMS
Prior to this meeting Jim Mosher emailed seven pages of type-written remarks on ten agenda
items and commented on the following agenda items: Item 5.A.1.Customer Comments;
Item 5.A.3.Expenditure Status Report; Item 5.A.4. Board of Library Trustees Monitoring List;
and Item 5.B.2. Report on the Laptop and iPad Circulation Policy.
Chair Johnson-Tucker thanked him for his comments which had been distributed by email to
all Board of Library Trustees prior to this meeting. Board members also received paper
copies at this meeting.
4) APPROVAL OF MINUTES
It was moved, seconded and passed (Trustee Grant/Trustee King) to approve the
minutes from the Monday, May 6, 2013 Board of Library Trustees meeting. This item was
tabled due to lack of quorum of members present at the meeting on June 3. When Trustee
King arrived at the meeting, the agenda was suspended in order to approve the Minutes.
Trustees Johnson-Tucker, King, and Grant voted to approve. Trustee Palk abstained
because she was not in attendance at the meeting. Trustee Prichard abstained because he
was not at that time a member of the Board of Library Trustees.

It was moved, seconded and passed (Trustee Palk/Trustee Johnson-Tucker) to
conditionally approve the minutes from the Monday, June 3, 2013 Board of Library Trustees
meeting with the correction of John Prichard’s name from Pritchard to Prichard. Motion
carried by all Board of Library Trustees present.
5) CURRENT BUSINESS
A. CONSENT CALENDAR
1. Customer Comments – Monthly review of evaluations of library services through
suggestions and requests received from customers.
Melissa Kelly spoke on the comment received in written comments from Mr. Mosher
regarding installation of air hand dryers in the public restrooms.
Trustee Jerry King arrived at the meeting at 5:17 p.m. and introduced himself to Trustee
Prichard. The motion to approve the May 6, 2013 Board of Library Trustees meeting
minutes was made at this time and is noted above.
2. Library Activities – Monthly update of library events, services and statistics.
3. Expenditure Status Report – Monthly expenditure status of the Library’s operating
expenses; services, salaries and benefits by department.
4. Board of Library Trustees Monitoring List – List of agenda items and dates for
monthly review of projects by the Board of Library Trustees.

consent calendar as presented. Motion carried by all Board of Library Trustees present.
B. ITEMS FOR REVIEW AND POSSIBLE ACTION
1. Election of Board of Library Trustees Officers –
Chair Jill Johnson-Tucker passed the gavel to Director Cowell who opened the
nominations for Chair of the Trustees.
It was moved, seconded and passed (Trustee Palk/Trustee King) to re-elect Trustee Jill
Johnson-Tucker as Chair. Motion carried by all Trustees except Trustee Johnson-Tucker
who abstained from voting.
The gavel was passed back to Chair Johnson-Tucker who resumed control of the meeting
and opened the floor for nominations for Vice-Chair.
It was moved, seconded and passed (Trustee Johnson-Tucker/Trustee Grant) to re-
elect Trustee King as Vice-Chair. Motion carried by all Trustees except Trustee King who
abstained from voting.
It was moved, seconded and passed (Trustee Johnson-Tucker/Trustee Grant) to elect
Trustee Palk as Secretary. Motion carried by all Trustees except Trustee Palk who
abstained from voting.

Cynthia Cowell left the meeting to attend the NBPL Foundation Board meeting in the Friends
Meeting Room.
2. Report on the Laptop and iPad Circulation Policy – Adult Services Coordinator
Natalie Basmaciyan reported that the iPads have been received and processed. The
City IT department is installing applications onto the iPads. This should be completed in
a few weeks. Currently, staff members are being trained and the goal is to have the
iPads circulating by Monday, July 15.
3. Media Center Policy and Use Agreement – Natalie attended the American Library
Association (ALA) in Chicago and participated in a seminar entitled “ How to Run and
Operate a Digital Media Lab.” Many ideas were shared, some of which included
conversions, staffing, and service need. The Skokie, Illinois, Library is considered the
standard in this service area. Library staff were present at this seminar to share
information. The goal is to have our own media center in operation by the end of July.
Policies for agenda items 2 and 3 above were provisionally put in place at the June 3, 2013
Board of Library Trustees meeting. The Board agreed to table these two agenda items until
after the iPads have been circulated and the Media Center has been operational.
4. Commercial Activity in Library – This item was reviewed at the June 3, 2013 meeting
as a discussion item. It was brought back to this meeting as an action item.
It was moved, seconded and passed (Trustee Palk/Trustee King) to approve the policy
as is with no revisions at this time. Motion carried by all Trustees present.
The Board asked staff to revise the current Library policies in order to alleviate redundancies
in wording and format and to keep them consistent. The Board suggested that an intern may
be a good candidate in facilitating this request. Staff agreed to work on this since there are
no interns available
C. MONTHLY REPORTS
1. Civic Center Update – Support Services Coordinator Melissa Kelly gave an update.
The list of pending items is almost complete. Emergency exit signs are being completed
by the sign vendor. The contract with 24 Carrots, the proposed operator/food vendor of
the second floor space is almost complete. 24 Carrots should be in operation soon.
2. Library Services Director Report - Adult Services Coordinator Natalie Basmaciyan
gave an update on the Library’s passport service. It is progressing well and operates by
appointment only between the hours of 10:00 a.m. and 3:00 p.m. Monday through
Thursday. The phone number and email address were given. These items are also
noted on the Library’s website: at (949) 717-3831; or email to
passports@newportbeachca.gov.
3. Friends of the Library Liaison Report – The Friends of the Library held their annual
officer induction and luncheon on Tuesday, June 11, 2013 at 11:30 a.m. 117 members
and guests attended this event and listened to guest speaker Author Alan Brennert in
the Friends Meeting Room. Trustee Palk announced that she is unable to continue as
Board of Library Trustees liaison for this group due to scheduling conflicts. The
meetings are held the second Tuesday of each month at 9:30 a.m. Trustee Grant

volunteered to replace Trustee Palk as liaison for this group. The $255,000 donation
from the Friends to the Library was noted.
Staff distributed a revised Board of Library Trustees roster.
4. Library Foundation Liaison Report – Trustee King reported that the June Foundation
Board meeting was cancelled. They will be discussing the Library’s wish list at
tonight’s meeting. He noted that he would still like to stay on as liaison to this group but
would be happy to have another trustee attend an occasional meeting in his place.
5. DSLS Liaison Report – Chair Johnson-Tucker reported that this committee is currently
working on the 2014 series, and three of the four speakers have been selected. They
are discussing the possibility of creating a local speaker series. The committee has also
been talking about possible improvements in the seating and stage area for these events.
Chair Johnson-Tucker asked if anyone else would like to serve as liaison on this
committee and both Trustee Prichard and Trustee Palk expressed an interest. The
meetings are held on the first Thursday of each month at 9:00 a.m. Trustee Palk agreed
to attend the next meeting and if it proves to be a conflict in her schedule, Trustee
Prichard agreed to attend in her place.
6) BOARD OF LIBRARY TRUSTEES ANNOUNCEMENTS OR MATTERS WHICH
MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION
OR REPORT (NON-DISCUSSION ITEM)
Schedule NBPL Foundation Executive Director Tracy Keys to give a report of donor
sales for naming opportunities at the September 3, 2013 Board of Library Trustees
meeting.
Schedule Branch Librarians to attend a Board of Library Trustees meeting to update the
Board on the branches. It was also requested to have this item added to the Board of
Library Trustees Monitoring List.
7) PUBLIC COMMENTS ON NON-AGENDA ITEMS
Mr. Mosher commented on the budget and the available balances remaining under salaries
and operating expenses, and the total budget being within ten percent. As referenced in his
written comments on pages six and seven, he also commented on the cooperative
agreement between the City and Friends of OASIS, and encouraged the Board to look into
the resources that are available to them for educating themselves about the rights and
responsibilities of other library boards. He suggested that the Board may want to take a role
in the City’s advertising and selection of a tenant to be located on the second floor of the
Central Library opposite the food vendor space.

COMMENT RESPONSE
Heavy business use of Central Library. Since expansion internet band width seems inadequate for
increased patronage. Consistantly bumped off WiFi and having difficulty signing on during week
days. Plan?
Tim Hetherton responded via phone as follows: I telephoned the customer and
Informed him that we had purchased additional SPOT Wifi licenses to
accommodate more users of this popular service. I explained that SPOT is a
companion product to CASSIE, which is our print and PC management software.
It allows us to control our wireless network and allows customers to log on with
their library card, enables session control for staff and will soon provide Wifi
printing capabilities.
Please get new computers. Cannot access Yahoo mail. Adobe flash freezes up. Buttons do not
work. Screen view does not work. It needs more memory and cannot handle new types of Web
pages. They are way outdated.
Tim Hetherton responded via email as follows: I’m sorry for your recent difficulties
using the public computers at the Newport Beach Public Library.
City IT tested Yahoo mail and reported that it worked great. They also tested more
intense flash sites like http://disneyworld.disney.go.com/new-fantasyland/ which
did not freeze and in fact loaded rather quickly. They looked at the memory on
some of the computers and they all have 4GB which is the maximum that can be
installed on Windows 32-bit. We are somewhat perplexed because your
experience with our computers was obviously very different. Do you recall which
computer you were using? The issues may be related to a particular machine.
Again, sorry for your trouble. Please do not hesitate to request assistance from
staff if you are experiencing issues on the computers.

No fixes, it sounds like everything worked the way it was supposed to. Generally,

A better, faster printer. One that can do double-sided prints.Tim Hetherton responded via email as follows: Thank you for your recent
suggestion that the Library provide faster printers that print duplex. The Library
will definitely consider offering duplex printing if our print and PC management
software CASSIE supports it. Also, we will consider printing speed when we

I've asked before. Please update software. 6 months ago I asked that you update to Adobe
Flashplayer 11.7
Micheal Wojciechowski responded via email as follows: Thank you for your
comment regarding the software updates at the Mariners Branch Library. We do
our best to update the software on the public computers quarterly. I see that
version 11.7 came out in April which is just after we updated the computers
previously. We will do our best to get these updated within the next month.
Also, are you able to send me any web sites that do not work with the version
that we are currently using so I can be sure to test those sites once the updates
are applied? Thank you again.

Hello, I am an Undergrad at the University of Southern California in my 4th year. I am currently
taking a summer online Microeconomics course, and am looking for an exam proctor to supervise my
final exam that I will be taking sometime in the time period between 7. Aug - 16. Aug. Proctors that
are approved include, "Directors of public... libraries or learning centers or the proctor designated by
the library or learning center." I was wondering, if the Director of the Library would be able to proctor
my exam, or if the library has a designated proctor? Please let me know. Looking forward to hearing

inconsistent air temperatures at the Central Library. We currently have
contractors working in the building to clean the ducts, replace broken parts and
thermostats on the Library's heating, ventilating and air conditioning system. This
work will take approximately six weeks. When the work is completed we should
be able to better control the temperatures throughout the building and prevent the
air vents from staying open too long and pouring out excessive amounts of cold
air.

regarding test proctoring. The Newport Beach Public Library does not offer this
service, and the closest libraries to Newport Beach that do are located in Long
Beach. Specifically, the Long Beach-Bay Shore branch and the Long Beach-Los
Altos branch do offer test proctoring. The contact information is:

getting back to me so promptly, and thank you for the information. I will look
forward to the Long Beach test proctoring service.
Your air conditioning is WAY Way TOO COLD. Especially in the afternoon/evenings. Everyone
around me has been complaining and one woman had to go to her car to find a blanket to wrap
around herself so she could try to focus on her studies. These temperatures are NOT conducive to
studying or learning. PLEASE adjust the settings to keep things at a more reasonable
temperature...keeping in mind that most people in the library are not moving, but are sitting still at
desks and generating little body heat, and the fans are blowing an excessive amount of COLD COLD
air onto the patrons, making it impossible to even think or focus when we're shaking like we're with
the eskimos.

inconsistent air temperatures at the Central Library. We currently have

thermostats on the Library's heating, ventilating and air conditioning system. This
work will take approximately six weeks. When the work in completed we should
be able to better control the temperatures throughout the building and prevent the
air vents from staying open too long and pouring out excessive amounts of cold
air.
The air conditioning in the library is way too cold. Every day that I am here working I freeze!
Please adjust it, particularly in the late afternoon and evening hours. I hear several complaints about
it, so I know I am not the only one. The extremely cold temperatures (especially in the
afternoon/evening hours) make it very difficult to focus and complete any work. Blasting the a/c is a
tactic many fast food restaurants and other restaurants use to keep customers there only briefly and
get them out the door to free up tables for others....but I wouldn't think that would be the goal of a
public library? I would hope the goal would be to provide an atmosphere for the patrons that is
conducive to study and learning, which is the primary reason most patrons are here. Thank you.
Hello, I have a resource I would like to add to your resources page for teens. The resource is
StatFuse, StatFuse is an educational web application geared towards helping high school students
get accepted into college. The link is www.statfuse.com, I think this website is very helpful to all
teenagers.

Newport Beach Public Library. We received your request to add
www.StatFuse.com to our web resources. Staff found www.StatFuse.com
difficult to use, and were unable to determine the methodology supporting the
information presented on the site. Our Library currently offers Gale’s Testing &
Education Reference Center, which is a resource that provides information and
support materials that students require to make informed, confident decisions
about higher education. It contains:
• Over 300 practice tests and courses;
• Dozens of eBooks containing valuable study material and practice tests;
• Information on over 4,000 accredited schools;
• Scholarship search featuring $8 billion in available scholarships;
• Resume builder;
• Career modules covering subjects from career change to salary negotiations.
We also offer Tuition Funding Sources, a website designed to help students find
scholarships, as well as college and career information. TFS offers students the
largest scholarship database in the world with over $41 Billion in scholarship

time to complete a customer comment card, and for your positive notes about the
staff and library environment. We have explored that option of adding online
legal databases in the recent past and determined that the services you
mentioned, Westlaw and Lexus/Nexus, do not provide the capabilities to serve our
customers. Specifically, these services do not permit remote access and a
license must be purchased per computer, which is cost-prohibitive at this time.
The Orange County Public Law Library (www.ocpll.org) does provide access to
Westlaw and Lexus/Nexus, among other print and online legal resources. Please
contact me with any other inquiries or suggestions.
Quiet. Staff is awesomely helpful. Legal online databases such as Westlaw or Lexis/Nexus.
Is the Friends of the Library membership a calendar year or from when you join? Is the book sale for

Library, and specifically, the Drug Abuse Prevention Workshop web page.
The links provided on the page are to sites that specifically deal with the abuse of
over the counter drugs by teens. The sites are vetted for scope, authority, and
currency, in the same manner that libraries evaluate any reference resource.
Many of the links are specific to teen drug abuse in Orange County and Southern
California. The www.DrugDangers.com site takes a more general approach “on a
range of medications and medical devices that have serious complications”, rather
than focusing on the abuse of over the counter drugs by teens. The goal of our
site is not to provide “a single resource to everything related to defective medical
devices and drugs”, but to present information about the dangers of over the
counter drug abuse by teens in Orange County. Consequently, staff has decided
not to add www.DrugDangers.com to the Drug Abuse Prevention Workshop web

After the busiest month of my life in May, June seemed tranquil and calm although I seemed to
have been busy with meetings of one sort or another. I had several meetings in June with
individual Arts Commissioners to discuss various committee assignments, the art collection
storage, and a semi-regularly scheduled meeting with Chairman of the Arts Commission,
Robert Smith. On June 8, I was privileged to attend the Friends of the Library annual luncheon
where I was presented with a check for $255,000 representing the fulfillment of the annual
Friends Wish List. It was a great event, the check notwithstanding. On the 19th, I attended the
annual Employee Awards Event. Two Library employees, Melissa Kelly and Andrea Jason
were honored as finalists for the prestigious Dorothy Palen Award which is the highest award
given for service to the City of Newport Beach. Way to go, Melissa and Andrea! On the 26th, I
traveled to Chicago where I attended the Urban Libraries Council annual two-day training
session that centered around making summer reading program a more enriching and year-long
experience. Natalie Basmaciyan also attended that event with me. The ULC event is always
held as a prelude to the American Library Association annual conference which I also attended
to round out my activities for the month.

Technical Processing
During June, Technical Processing staff prepared our circulating iPads and Nooks for the rigors
of public service. The devices were cataloged, and various applications were loaded onto to
the iPads, iPads will be checked out customers for in-Library use. Customers will be able to
check out Nooks and take them home. The following titles were placed on the Nooks:
1. Cuckoo’s Calling by Robert Galbraith
2. Inferno by Dan Brown
3. And the Mountains Echoed by Khaled Hosseini
4. The Hit by David Baldacci
5. Life After Life by Kate Atkinson
6. The Bat by Jo Nesbo
7. The Boys in the Boat by Daniel James Brown
8. Lean In by Sheryl Sandberg
9. Unwinding by George Packer
10. Guns at Last Light by Rick Atkinson
11. Pride and Prejudice by Jane Austen (this is a free title that comes with every Nook).

Staff feels that circulating pre-loaded eBooks on Nooks is a good way to introduce non-users to
eReaders and eBooks. Nooks are easy to use, and easily updated with new titles. If
customers decide that they want to purchase their own eReader, the Library offers not only
eBook content through OverDrive and Axis 360, but also regularly scheduled, hands-on
eReader training.
Our iPad and Nook collection were made available to our customers from a generous donation
from the Newport Beach Public Library Foundation.
Librarian I Position
The Library arranged with Human Resources to initiate a recruitment for the vacant Librarian I
position at Mariners. Interviews will take place in mid-July, and the new employee should be in
place by early August.
DEBBIE WALKER, BRANCH AND YOUTH SERVICES COORDINATOR
Branches
All locations spent early June in preparation for Summer Reading Program. Staff visited local
elementary schools to spread the word and distribute gamesheet/brochures. Kick-off
celebrations happened on Saturday, June 22 the official SRP opening day. Balboa and CDM
distributed ice cream and Mariners had large crowds enjoying face painting and crafts.
Performers at all locations the following week attracted healthy crowds of children and adults.
Cliff Nealon, a new page at Mariners began his assignment there on June 9th.
Youth Services
Central Library also had a very successful SRP opening with whole families signing up for the
children’s, teen or adult versions of the program. The first performer was called “Sandy Lynn’s
Barnyard Extravaganza” which involved fun and singing in the Friends room but then moved out
to the Bamboo Courtyard area where they had set up a small petting zoo complete with a llama,
goats, sheep, chickens and rabbits. The kids loved the opportunity to be so close to the
animals.
Customers continue to express great satisfaction with the expansion area.
Teen Services
Mara recruited YAAC members to assist in putting together opening day goodie bags for teens
who signed up on the first day of SRP. Mara also did a couple of paperback giveaways in
June.
MELISSA KELLY, SUPPORT SERVICES COORDINATOR
Construction
June has been filled with finishing touches and new beginnings.
The Library’s construction punch list was been essentially completed. By the end of June we
were still waiting for the building evacuation signs, the furniture for the area near the bistro and
replacement switches for the study table lights. CW Driver moved their operations out of the
Civic Center.
As that construction work ended, Western Allied was awarded the contract to update the HVAC
system at the Central Library and work began on June 24th. They are expected to have the
improvements completed in August or September. The scope of their work will include the
internal cleaning of the ducts and the addition of more thermostats to better control the
temperatures throughout the Library.

At the end of June we also submitted a Purchase Order for the replacement of the 9 security
cameras at the Central Library. These digital cameras will be installed in July or August and
they will connect to the new system that was installed as part of the Civic Center construction.
Branch Buildings
A few months ago, the City created and filled a temporary position of facilities manager. The
gentleman in that position has an extensive background in government facilities and public
works. He is currently evaluating the buildings and the maintenance services City-wide. We
look forward to his evaluation of the libraries and suggestions for improving them.
Literacy
The Library received a grant of $4,500 to be spent of materials for the Literacy program. This
money was put towards the purchase of workbooks for learners, appropriate level reading
materials and a new computer program to be used by learner/tutor pairs.
Circulation
The RFID tagging station was moved to the Mariners Branch and staff training was started at
the end of June. Since a portion of the children’s collection at Mariners was tagged in
December, we hope to have the balance their collection completed by the end of September.

Manuscripts Book Discussion Group
The Foundation book group met on Wednesday, June 12. The book under discussion was
“Zeitoun” by Dave Eggers, a nonfiction account of one family’s experience during the
aftermath of Hurricane Katrina in New Orleans. There were 32 people in attendance. The
discussion was moderated by Librarian Steven Short. The controversial nature of the book’s
subject matter made for a vigorous debate. Many attendees participated in the discussion.
This free program was sponsored by the Newport Beach Public Library Foundation.
