Travelers on Pacific Coast Highway have only two ways to "cut through" Newport Beach to reach East Side Costa Mesa, 17th Street etc 2. The first "option" drivers on PCH have is to cut through Tustin Ave which is a residential street not intended for traffic. Tustin Ave is a 28ft residential street meant for walkers and low speed neighborhood traffic. Children, families and numerous people walk, play and exercise on Tustin Ave every day. It can accommodate 1 lane of traffic only and has no road markers. 3. While Tustin ave is the first road drivers on PCH have access to the the next option is Riverside Ave. Riverside Ave is a 42ft, 4 lane roadway. Riverside ave was built to accommodate higher speeds, 4 lanes of traffic and has a painted center median running through the center. Pedestrians do not use Riverside Ave as an area to walk, play, exercise etc as it is a roadway and not a residential street. As shown in the aerial no homes are built along this road from the front 4. The existing closure stops PCH travelers from cutting through the small residential street of Tustin Ave. The ONLY impacted areas by the closure are Tustin, Ocean View and the small shown section of Riverside Ave. As a result of the closure the residential section of Tustin ave used by pedestrians saw an 70% reduction in traffic while the 4 lane wide roadway of Riverside Ave saw a 9% increase in traffic. tr ' •.I 51 y' .. '.'. - _ -~, .x• - it'f mi l. ' rrdFir` Z. - - - S-^e - "7.'.lj w It"' `lqi r: % y • '. .,.. i^ %irw: •, .. ..
