Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer, tandefur@newportbeachca.gov PHONE: 949-644-3321 TITLE: City Bridge Maintenance Project (Project No. 21 R13) — Notice of Completion for Contract No. 7679-1 On November 16, 2021, the City Council awarded Contract No. 7679-1 for the City Bridge Maintenance project to Applied Restoration, Inc. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. DISCUSSION: Overall Contract Cost/Time Summary Awarded Contract Final Total Contract Total Contract Percent Contract Amount Amount Change Amount Cost Change $6691420 $716,310 $46,890 7.0% Allowed Contract Time + Approved 120 Actual Time Used (Days) 84 Extensions (Days) _ This project included sealing cracks in bridge columns, abutments and barriers; repairing deck joints; replacing broken sidewalk; cleaning and restoring areas of concrete spalling; and minor erosion repair work under the bridges. 5-1 City Bridge Maintenance Project (Project No. 21 R13) — Notice of Completion for Contract No. 7679-1 July 12, 2022 Page 2 The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $ 669,420 Actual Cost of Bid Items Constructed: $ 686,275 Total Change Orders: $ 30,035 Final Total Contract Amount: $ 716,310 The final total contract amount was $716,310, approximately 7.0 percent higher than the original bid amount. This cost increase included a change order to provide ancillary support for the replacement of a deteriorated water line at 38t" Street that was discovered during construction. This support work included removing and replacing additional street and sidewalk concrete outside the bridge area to allow Utilities Department crews to replace the water line. In addition, quantities were revised during construction to account for additional concrete spall repair, deletion of a joint repair, and reduction in the amount of crack repair that was necessary. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule October 2, 2021 Actual Start of Construction Per Notice to Proceed February 3, 2022 Extended Contract Completion Date Inclusive of Extra Work July 22, 2022 Actual Substantial Construction Completion Date June 3, 2022 Applied Restoration, Inc. finished the project well within schedule and a majority of the bridge repairs were completed prior to the summer season. FISCAL IMPACT: Funds for the construction contract were expended from the following account(s): Account Description Gas Tax ENVIRONMENTAL REVIEW: Account Number 12101-980000-21 R13 Amount $ 716,310 Total: $ 716,310 On November 16, 2021, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) (repair and maintenance of existing street with no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. 5-2 City Bridge Maintenance Project (Project No. 21 R13) — Notice of Completion for Contract No. 7679-1 July 12, 2022 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). In addition, prior to commencement of work notices were distributed to the affected neighborhoods. The Harbor Department and Coast Guard were also noticed for any work in the water.
