I. CALL TO ORDER – The meeting was called to order at 10:00 a.m. Staff Present (Remote): Jaime Murillo, Zoning Administrator Liz Westmoreland, Associate Planner Liane Schuller, Planning Consultant II. REQUEST FOR CONTINUANCES None. Liz Westmoreland, Associate Planner, reported that as a result of comments received and after verification with the City Attorney’s Office, Item Number 1 be removed from the calendar due to an issue regarding the validity of the property owner’s authorization for the application. III. APPROVAL OF MINUTES Action: Minutes will not be heard at this meeting. IV. PUBLIC HEARING ITEMS ITEM NO. 1 Welsh Residence Coastal Development Permit No. CD2022-021 (PA2022-060) Site Location: 2124 Santiago Drive Council District 3 Action: Removed from Calendar ITEM NO. 2 Smith 507 LLC Residence Coastal Development Permit No. CD2022-023 (PA2022-067) Site Location: 1616 West Ocean Front Council District 1 Liane Schuller, Planning Consultant, provided a brief project description stating that Coastal Development Permit (CDP) is requested to construct a new 2,287-square-foot single-family residence and attached two-car garage. The property is in the R-2 zone which allows up to two units per legal lot. The proposed single-family residence complies with all applicable development standards and existing coastal access conditions will not be affected. Vertical access to the beach and water is via 16th and 17th Street and along the Ocean Front boardwalk. Public Works, Fire, and Building have all reviewed the application and plans and provided comments and conditions of approval which have been included in the draft Resolution. Applicant Elizabeth Hanna of Brandon Architects, on behalf of the Owner, stated that she had reviewed the draft resolution and understands all of the required conditions. The Zoning Administrator opened the public hearing. One member of the public, Jim Mosher, asked for clarification as to whether the project is visible from Marina Park. He also stated that in his opinion the coastal hazards discussion in the Resolution was too general and glossed over shoreline erosion in recent years. MINUTES OF THE MEETING OF THE NEWPORT BEACH ZONING ADMINISTRATOR 08/02/2022 Page 2 of 2 The Zoning Administrator closed the public hearing and directed staff to amend Finding No. 10 in the Resolution to address the visibility of the project from the Ocean Front boardwalk and the beach. While the project may be visible from Marina Park, views are directed towards the water in the other direction and the project complies with the allowable building envelope. The width of the beach in front of the project site provides protection from coastal water hazards and there is no concern with the Coastal Hazards analysis. Action: Approved as Amended. V. PUBLIC COMMENTS ON NON-AGENDA ITEMS One member of the public, Mr. Jim Mosher inquired about Item No. 1. The Zoning Administrator clarified that Item No. 1 was removed from the calendar due to an invalid application. VI. ADJOURNMENT The hearing was adjourned at 10:12 a.m. The agenda for the Zoning Administrator Hearing was posted on July 22, 2022, at 4:15 p.m. on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City’s website on July 22, 2022, at 4:00 p.m. Jaime Murillo Zoning Administrator
