Minutes of August 8, 2022 I may be a poor reader, but to me much of these minutes borders on the incomprehensible. For example, on page 3, I have great difficulty deciphering the last sentence of paragraph 3 from the end: “Deputy Community Development Director Campbell stated that the housing development is using current residential properties that already considers infrastructure needs, relayed the developers’ responsibility for related costs, and noted an ongoing deficiency infrastructure analysis and inclusions in the Master Plan and Capital Improvement Project (CIP) program to examine and address related upgrade costs.” I can only guess “ongoing deficiency infrastructure analysis” might be an “ongoing infrastructure deficiency analysis” and “Master Plan” might be the “Master Plan of Streets and Highways,” but even then, I am largely lost. I suspect at least the following are typos – Page 4, paragraph 5 from the end: “Task number 3.7: General Plan Build-Out Analysis - Deputy Community Development Director Campbell relayed that a detailed analysis and GPAC review is needed to access assess housing units and non-residential development in preparation for a ballot vote.” [noting this would read more smoothly if “in preparation for a ballot vote” came before “a detailed analysis and GPAC review,” rather than at the end] Page 6, Item e, paragraph 3: “Committee Member Carter favored incorporating various commissions, while David Tanner suggested including an expert for each element, government representation, Airport Land Use Commission, representatives from other cities, one overall committee with subcommittees reporting to a larger committee, and diversity.” Page 6, Item e, paragraph 6: “Chuck Fancher suggested including the City’s Water Quality and Coastal Tidelines Tidelands Committee and affordable housing operations.” General Plan Update Steering Committee - August 24, 2022 Item No. IV(a) - Additional Materials Received After Deadline Draft Minutes of August 8, 2022
