(Please list verbatim.) The project site is in the Newport Coastal Streams Watersheds and the water quality is currently listed by the State of California (Approved 2010 303(d) listed Water Bodies & Associated POC) as impaired by the pollutant of Indicator Bacteria. Conceptual WQMP Was a Conceptual Water Quality Management Plan previously approved for this project? No Watershed-Based Plan Conditions Provide applicable conditions from watershed - based plans including WIHMPs and TMDLS. The Newport Coastal Streams Watershed covers 7.77 square miles,  chiefly in the unincorporated area between the Newport Beach and  Laguna Beach. Newport Coast and Muddy Creek, its main tributaries,  drain the San Joaquin Hills. There are two receiving water bodies,  Morning Canyon Creek & Buck Gully Creek, in this watershed. However, the Pacific Ocean is the downstream receiving water body from the project site (see attached MS4 Map), which is not potentially susceptible to hydromodification impacts.   0 7 05E . The entire area of rooftop runoff are collected and drained by area drains via the existing piping to curb drain at Galaxy Dr. Narrative Project Description: (Use as much space as necessary.) This project is a remodel and additions. The proposed configuration of the site contains the following: A single dwelling unit with the garage facing the Galaxy; A swimming pool in the rear of the house; The lot consists of a first floor, which is elevated at 2.5 feet above the flow line of Signal Road. The runoff from the site will be transported, via street curb & gutter, to the curbside inlet along Galaxy Drive and discharged to the Pacific Ocean via the existing storm drain. In other words, the runoff was directly discharged into the Pacific Ocean and no streams located downstream from the project area are potentially susceptible to hydromodification impacts. Drainage Patterns/Connections The on-site drainage was drained as sheet flow toward area drains via sub drain piping system to the front of the site and transported off the site. Soil Type, Geology, and Infiltration Properties The on-site soil is HSG D, with limited infiltration capacity. The lot topography generally consists of a level graded building pad. The back of the building pad descends approximately 3.5 feet, over distances of about 10 to 15 feet, to the top of an existing retaining wall at the northeast property line. The exposed height of the retaining wall varies from approximately 4 to 10 feet along the rear (northeast side) of the lot. Immediately beyond the northeast property line is an approximate 100-foot bluff slope which descends to the Newport Back Bay along the east property boundary. The overall bluff slope gradient varies from approximately 1:1 to 1.5:1 (horizontal:vertical). Our findings indicate that the back yard is underlain by wall backfill, landslide repair fill, concrete and steel tiebacks and possibly fill soil placed as part of the former lot development. The locations of the buried tiebacks were not determined as part of our investigation. Hydrogeologic (Groundwater) Conditions Groundwater was not observed in the exploratory borings at the time of the investigation. Although not encountered in the borings, groundwater may develop along the contact between permeable terrace deposits and the less permeable underlying bedrock or silt layers within the deposits as a result of rainfall, irrigation and seepage from uphill properties. Groundwater seepage is not anticipated to be a significant design or construction constraint, provided proper surface drainage and subdrainage systems are incorporated into the project; however, the presence of groundwater in deeper caisson borings during construction is possible and may promote caving in caisson excavations. Surface and subsurface drainage should be directed toward approved outlets. Off-Site Drainage No obvious evidence of erosive discharge onto or from the site was noted. Include alternative compliance obligations (i.e., gallons, pounds) and describe proposed alternative compliance measures IV.4.1 Water Quality Credits Determine if water quality credits are applicable for the project. Description of Proposed Project Project Types that Qualify for Water Quality Credits (Select all that apply): Redevelopment projects that reduce the overall impervious footprint of the project site. Brownfield redevelopment, meaning redevelopment, expansion, or reuse of real property which may be complicated by the presence or potential presence of hazardous substances, pollutants or contaminants, and which have the potential to contribute to adverse ground or surface WQ if not redeveloped. Higher density development projects which include two distinct categories (credits can only be taken for one category): those with more than seven units per acre of development (lower credit allowance); vertical density developments, for example, those with a Floor to Area Ratio (FAR) of 2 or those having more than 18 units per acre (greater credit allowance). Mixed use development, such as a combination of residential, commercial, industrial, office, institutional, or other land uses which incorporate design principles that can demonstrate environmental benefits that would not be realized through single use projects (e.g. reduced vehicle trip traffic with the potential to reduce sources of water or air pollution). Transit-oriented developments, such as a mixed use residential or commercial area designed to maximize access to public transportation; similar to above criterion, but where the development center is within one half mile of a mass transit center (e.g. bus, rail, light rail or commuter train station). Such projects would not be able to take credit for both categories, but may have greater credit assigned Redevelopment projects in an established historic district, historic preservation area, or similar significant city area including core City Center areas (to be defined through mapping). Developments with dedication of undeveloped portions to parks, preservation areas and other pervious uses. Developments in a city center area. Developments in historic districts or historic preservation areas. Live-work developments, a variety of developments designed to support residential and vocational needs together – similar to criteria to mixed use development; would not be able to take credit for both categories. In-fill projects, the conversion of empty lots and other underused spaces into more beneficially used spaces, such as residential or commercial areas.
