Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, P.E., Assistant City Engineer tandefur@newportbeachca.gov PHONE: 949-644-3321 TITLE: City Bridge Deck Maintenance Project — Award of Contract No. 7679-2 (21 R13) ABSTRACT: City of Newport Beach (City) staff received construction bids for the City Bridge Deck Maintenance Project and requests City Council approval to award the construction contract to Peterson -Chase General Engineering Construction, Inc. of Irvine, California (Peterson -Chase). The project performs deck maintenance work to bridges throughout the City consisting of sealing decks with high molecular weight methacrylate, installing deck joints, and striping. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) (repair and maintenance of existing street with no expansion of use) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project drawings and specifications; c) Award Contract No. 7679-2 to Peterson -Chase General Engineering Construction, Inc. for the base bid price of $270,800, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $40,620 (15 percent of total bid) to cover the cost of unforeseen work not included in the original contract. 9-1 City Bridge Deck Maintenance Project — Award of Contract No. 7679-2 (21 R13) September 13, 2022 Page 2 DISCUSSION: Caltrans and City staff conduct periodic inspections of City maintained bridges. Based on these inspections, a repair strategy is conceived to keep the bridges structurally sound and extend the useful life of each. One of the strategies for maintaining the concrete bridge decks is to seal the minor surface cracking to prevent water and corrosive deposits from entering the bridge deck and damaging the reinforcing steel. This project proposes to coat the decks of the Newport Island Bridge, the Jamboree Road Bridges, Bison Avenue Bridge, and Bonita Canyon Bridge. In addition, the asphalt laid over the bridge joints on Balboa Island Bridge has begun to crack due to the normal movement and flexing of the bridge. The proposed project will cut a series of joints into the asphalt to relieve the stress and protect the asphalt. At 10 a.m. on August 3, 2022, the City Clerk opened and read the following bids for this project: 411919102-1 TOTAL BID AMOUNT Low Peterson -Chase General Engineering, Inc. $ 270,800 2nd Beador Construction Company, Inc. $ 282,300 3rd Truesdell Corporation of California, Inc. $ 295,295 4th Applied Restoration, Inc. $ 455,500 The low bid amount is approximately 20 percent lower than the Engineer's Estimate of $335,500. This lower than anticipated cost is due to the lower cost proposed for the deck sealant. The apparent low bidder, Peterson -Chase, Inc., possesses a California state contractor's license classification "A" as required by the project Special Provisions. The contractor is registered with the California Department of Industrial Relations as required by California law to work and bid on public contracts. A check of the contractor's references indicates satisfactory completion of similar projects for other local public agencies. Pursuant to the contract documents, the contractor will have 30 consecutive working days to complete the project. The project plans and specifications will be available for review at the September 13, 2022 City Council meeting or upon request. FISCAL IMPACT: The FY 2022-23 adopted Capital Improvement Program (CIP) budget includes sufficient funding for the award of this contract. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) (repair and maintenance of existing street with no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
