2018 Objective 6.2 –Harbor Plan/Vision Update

Objective
Objective 6.1 -Draft a Harbor Plan that can be used independently or in conjunction with an
update to the General Plan and/or Harbor Area Management Plan (HAMP). Specific attention
should be paid to state requirements including conservation for harbors, MLPA/MPAs and
fisheries and work previously done by the Harbor Commission related to preservation of
marine related activities and businesses in Newport Harbor and the Harbor Financial Master
Plan.
Approach
Facilitated Work Sessions
Facilitated work session techniques have been used successfully by organizations for large consensus-
based decision making.
The technique gives all participants an equal voice in the decision process by displaying visually the
collective thoughts and concerns contributed.
The process ensures equal weights of votes and comments contributed across all participants.
Progress to Date
•Ad Hoc Committee was created and convened several times to craft the approach
•Ad Hoc Committee met with Asst. City Manager to explain approach
•Ad Hoc Committee and Asst. City Manager executed a “proof of concept” session using
the recommended exercise format
•Drafted list of Functional Areas to be used in proposed exercises
•Obtained support from Asst. City Manger for communication, publicity and supplies
required
•Drafted list of target participant groups and committed to conduct sessions for general
public and constituents not otherwise included in a target group
•Prepared this presentation with recommendations
How the Exercise Works -Overview
•Participants asked to identify functional areas of the Harbor in addition to the ones
seeded by the facilitators.
•Participants identify the strengths and issues/concerns associated with each functional
area
•The contributions are reviewed for clarity and to identify duplicates with possible
emphasis
•Participants are then asked to contribute suggestions for improvement or possible
solutions to the issues/concerns
•The contributions are reviewed aloud for clarity and identification of duplicates
•Finally, participants are asked to silently “vote” for or identity the most concerning
concerns and their favorite solutions

How the Exercise Works -Specifics

•Evens the playing field for all participants –loud voices don’t determine the outcome
•Consistently administer the exercise across all public meetings and constituent
gatherings
•Identify additional functional areas of the harbor worthy of review/inclusion in the study
•Graphically and quantitatively identity what’s working well, what could work better,
potential solutions and suggestions for improvement in the functional areas
•Identify the highest priority solutions and suggestions for improvement/ Drive to
consensus on current priorities
•Use of a “Parking Lot” for comments and contributions that are outside the scope of the
session/study with a pledge to address where the “parked” ideas can better be brought
forward
