ABSTRACT:
Appropriate a Donation from the Dorothy
the Library's Fiscal Year 2022-23 Library
Staff requests approval of a budget amendment to appropriate funds previously received
from the Dorothy Arens Ressel Trust to enhance the collection of the Newport Beach
Public Library (Library).
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Approve Budget Amendment No. 23-023 to increase revenue in account number
01060005-561005 by $19,281.50 and increase expenditures by the same amount in
account number 01060005-841052.
DISCUSSION:
A donation from the Dorothy Arens Ressel Trust in the amount of $19,281.50 was
received and accepted by the City Council earlier this year. These funds have now been
allocated to fund materials as approved by the Board of Library Trustees.
Newport Beach resident Dorothy Arens Ressel left a share of her estate to the Library.
This gift will be used to augment the Library's collections at all locations, in all formats,
and for all age groups.

FISCAL IMPACT:
Upon receipt of the donation earlier this fiscal year, the funds were placed in a deposit
account pending a determination as to the appropriate use for the funds. The requested
Budget Amendment appropriates $19,281.50 in additional revenue to the General Fund
with no impact on fund balance. The revenue will be posted to the Private
Donation/Contributions account in the Library Services Department, 01060005-561005,
and the purchase will be expensed to the Library Materials account in the Library Services
Department, 01060005-841052.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
