A Statement of Intent. Specific construction projects are not part of the element. (CIP) • Existing Circulation Element is from 2006. • Works together with Land Use Element and Housing Element. City Council Direction • January 14, 2020, the City Council directed staff to update the Housing Element to meet RHNA requirements, and to prepare a simultaneous update to Circulation Element to meet State laws and mandates. • April 14, 2020, the City Council approved a contract including the services of LSA Associates for the Circulation Element Update preparation. • October 13, 2020, the City Council delegated the duties of Circulation Element Update to Planning Commission. November 2020 -April 2021 • Five Public Workshops March 12, 2021 • Initial Draft posted on City website IJrnip_ct Chrnnninc Spring 2021 - Summer 2022 • City Council - Focus on Housing Element ��_& July 12, 2022 • Final Draft posted on City website © September 8, 2022 9 Planning Commission —Recommends Approval Mandates of State Law • AB 1358 - Complete Streets Act (20 Requires cities to amend their circulation elements to plan for a multimodal network to meet needs of all system users. • SB 743 — Vehicle Miles Traveled (2013) New CEQA metric for measuring traffic impacts of land development. • SB 932 — Bicycle, Pedestrian and Traffic Calming Requires incorporation of Safe System Approach, bicycle plans, pedestrian plans and traffic calming plans. • SB 32 & SB 375 (2008) Climate change and Global Warming. Update to Circulation Element • Purpose of Update, as presented, is to incorporate state law requirements intended to protect the environment. • Additionally, the Update includes Goals and Policies to reflect public input and vision. • "Big Picture" = Consistent with SCAG Regional Transportation Plan in addressing future growth. • Traffic analysis to be completed with the Land Use Element and Zoning Code update. No changes to Master Plan of Streets and Highways at this time. 40 Key New Policies • Minimize conflict w/ new modes of transit (e.g., e-bikes) • Incorporate Bicycle Master Plan • Prepare Complete Streets Master Plan • Safe System Approach -Annual safety review of network • Policies to review local shuttle services connecting villages (e.g., Balboa Island - CdM - Newport Center) • Suggested Route to School maps to be prepared • Install more EV charging stations 0 Curbside Management - drop-off, valet, delivery zones Summary • The Update to Circulation Element: • Incorporates policies covering Complete Streets (AB 1358) in General Plan, which avoids potential legal issues. • Incorporates Safe System Approach as part of annual roadway safety review. Includes bicycle master plan, traffic calming (SB 932). • IntegratesVMT policies to maintain consistency with CEQA policy and CEQA practice in State land development reviews (SB 743). • Meets goals (SB 32 & SB 375) =Global Warming/Climate Change. • New Policies include public input/vision on transportation topics.
