PROJECT SUMMARY
Establish an ad hoc committee of Planning Commissioners to assist the City Council in reviewing the Municipal Code and City Council Policies.
RECOMMENDATION
1) Find the recommended action not subject to the California Environmental Quality Act(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3; and
2)Form an ad hoc committee and authorize the Chair to appoint up to three PlanningCommissioners to assist City staff in reviewing the Municipal Code and City CouncilPolicies related to planning and zoning activities.
DISCUSSION
On September 13, 2022, The City Council established an ad hoc committee to review the Municipal Code and City Council Policies. They also directed the Board of Library
Trustees, the City Arts Commission, Harbor Commission, Parks, Beaches, and
Recreation Commission, and the Planning Commission to form a similar committee to review the Municipal Code and City Council Policies within their area expertise and to submit its recommendations to the City Council by June 30, 2023. The committees will make recommendations concerning: (1) deleting or reducing language, and (2) the
advisability of applying sunset provisions for new and existing code provisions.
The general areas within the Planning Commission’s purview are:
1.Title 19 (Subdivisions)
2.Title 20 (Planning and Zoning)
3.Title 21 (Local Coastal Program Implementation Plan)4.City Council Policies - Planning Series

Once the various Municipal Code Titles and planning related City Council Policies are reviewed by the ad hoc committee, their recommendations will be reported to the Planning Commission for consideration at a future date to be determined. The Planning Commission’s written recommendations must be forwarded to the City Council by June 23, 2023.
Environmental Review
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15060(c)(3) (the activity is not a project
as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
