CALL TO ORDER – The meeting was called to order at 10:00 a.m. Staff Present (Remote): Jaime Murillo, Zoning Administrator Jenny Tran, Assistant Planner Melinda Whelan, Assistant Planner Liane Schuller, Planning Consultant II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF OCTOBER 27, 2022 Action: Approved IV. PUBLIC HEARING ITEMS ITEM NO. 2 CDM Properties, LLC Residential Condominiums Tentative Parcel Map (PA2022-0191) Site Location: 419 and 419 ½ Narcissus Avenue Council District 6 Jenny Tran, Assistant Planner, provided a brief project description stating that the applicant is requesting approval of a tentative parcel map for residential condominium purposes and that the existing duplex has been demolished and a new duplex is under construction. Ms. Tran added that the property complies with all applicable development standards and that the project is exempt from CEQA under Class 15 for Minor Land Divisions. She added that the project is not within the coastal zone. Ms. Tran discussed several conditions for public improvements that are outlined in the Conditions of Approval. She concluded that the staff is recommending approval of the application. Applicant Matthew Watson of Watson Legal Group, APC, on behalf of the Owner, Michael Chegini of CDM Properties, LLC, stated that he had reviewed the draft resolution and agrees with all the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved ITEM NO. 3 LA21G, LLC Residential Condominiums Tentative Parcel Map (PA2022-0206) Site Location: 512 and 512 ½ Marguerite Avenue Council District 6 The project was a similar request to Item No. 2 of the agenda and, therefore, no presentation was given. Applicant Thomas E. Decker of Forkert Engineering & Surveying, Inc., on behalf of the owner, LA21G, LLC, was present. However, due to technical difficulties with audio and video connection, Mr. Decker was unable to confirm if he had reviewed the draft resolution and had agreed with all the required conditions. Seeing that no one from the public wished to comment, the public hearing was closed. Jenny Tran, Assistant Planner, is to follow up with the applicant, Thomas E. Decker, to confirm that he has reviewed the draft resolution and agrees with all of the required conditions. Action: Approved ITEM NO. 4 Mickool Residence Coastal Development Permit (PA2022-0159) Site Location: 3407 and 3407 ½ Finley Avenue Council District 1 Melinda Whelan, Assistant Planner, provided a brief project description stating that the applicant requests a coastal development permit (CDP) to allow the demolition of an existing nonconforming duplex and the construction of a new three (3)-story, 3,285-square-foot, single-unit residence including a 384-square-foot attached junior accessory dwelling unit (JADU). The proposed development includes an attached 463-square-foot-two (2)-car garage. Project implementation includes repairing, reinforcing, and raising the existing bulkhead. The project complies with all applicable development standards and no deviations are requested. The project includes hardscape, walls, landscaping, and drainage facilities. Applicant John Morgan, Architect, on behalf of the Owner, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved ITEM NO. 5 Rodman Residence Coastal Development Permit (PA2022-0196) Site Location: 550 South Bay Front Council District 5 Liane Schuller, Planning Consultant, provided a brief project description stating that the property currently contains a single-family residence that will be demolished and replaced with a new three-story, 2,355-square- foot single-family residence with an attached two-car garage. The design complies with all applicable development standards and the coastal hazards report prepared for the project determined that by using the recommended waterproofing measures, the project should be protected from flooding until 2097. Concerning public access and views, the project replaces an existing single-family residence with a new single-family residence that maintains a building envelope consistent with existing and anticipated neighborhood development and will not affect public coastal access. The project has been reviewed by Fire, Building, and Public Works, and conditions of approval from those departments have been incorporated into the draft resolution. Applicant Ian Harrison of Ian Harrison Architects, on behalf of the property owners, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. ADJOURNMENT The hearing was adjourned at 10:15 a.m. The agenda for the Zoning Administrator Hearing was posted on November 4, 2022, at 2:15 p.m. on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City’s website on November 4, 2022, at 2:00 p.m.
