As a concerned citizen in the Heights area, I attended all three meetings dealing with the Tustin Closure (both
City Council meetings and the meeting on Tustin called by Tony Brine). I spoke on the issue at the June 28th
meeting before City Council. I continue
to support the statements made by Council Members as well as Tony Brine about the hardships that the closure of
Tustin Avenue would bring to the rest of the neighborhood, particularly Riverside Avenue, increasing their street
traffic by 1400
car trips per week.
I listened to the televised tape in preparation for this meeting and was impressed by the arguments made against
maintaining this closure particularly by Traffic Manager Tony Brine and Council member Noah Blom who both
emphasized that this closure would split the Newport Heights Community in half. Mr Blom was very emphatic in
his conclusion. As he suggested, it is better to wait until development begins on Pacific Coast Highway before
making any changes in traffic flow in the Heights.
Any changes made ahead of time would probably have to be redone after construction. It seems like the
conclusions made at the June 28 th
Meeting are the most logical for the community -that is to adopt
one of the other solutions suggested for traffic calming in the area, particularly for the time being. I sympathize with
the Tustin community but more strongly with those many other neighbors who would be negatively impacted by
the closure.

Dear Council Members and City Clerks,
My husband, John Kraus, and I are unable to attend this evenings study session regarding the above
issue, however, as we stated in person at the June meeting, this potential closure has a severe
negative affect on the Newport Heights neighborhood as a whole.
We already have speeding cars and parking congestion on our streets and the increase in traffic (as
we experienced during the first closure) poses a very dangerous situation. On a personal note, I walk
the Heights regularly and have yet to see an issue on Tustin, rather the opposite. Riverside, Tustin
and Santa Ana have an inordinate amount of traffic compared to Tustin and I experience "close calls"
regularly.
The Heights is a family neighborhood. We have many pedestrians and stroller brigades, not to
mention the ever increasing electric bike army. These issues along with the 3 neighboring schools,
cannot tolerate any more traffic which we all know will increase if Tustin Avenue is closed either at
the top as before, or at the bottom as mentioned in the June meeting. The proposal of a sidewalk in
that area was discussed but opposed by the residents.
When 14 homes on Tustin (area of discussion) affect 45+ (just on Riverside alone) its seems unjust
and not the best answer for the Neighborhood as a whole. We ask that you take all of these issues
under advisement.

Dear Councilpersons,
I write in opposition to any closure of Tustin Avenue. After careful review of the now second traffic study,
based on number of cars, speed of cars, and grade of hill, the numbers do not support a closure of Tustin
Avenue. The number of vehicles and speed of vehicles is quite low, especially when compared to the
drastically higher numbers on Riverside Avenue, which would increase exponentially if Tustin Avenue
were closed.
The proposed closure would be an unreasonable burden on the citizens of Newport Beach as well as the
public as a whole. It would increase congestion throughout the neighborhood and hinder access to the
coast --and I note that this area is under the control of the Coastal Commission, which has a mission to
preserve access to the coast.
As there is a very wide existing right-of-way, I would support the widening of the street or the placement
of sidewalks if the Tustin Ave neighborhood has concerns regarding the safety of pedestrians. However,
I walk the Heights five miles a day, and the traffic on that portion of Tustin Avenue has never been a
problem for me. Walking Clay, Riverside, Santa Ana, and similar streets is already dicey at times and
would be more so if Tustin Ave is removed from its role in the planned traffic circulation.
I do not have to remind the council that Newport Heights is home to three schools and hundreds of school
children ride and walk the streets to school every day.

Dear City Council Members and City Clerks,
I am unfortunately not able to attend the study session set for this afternoon on the Tustin/Ocean
Avenue street closure. I was at the meeting in June where several voiced their concerns from both
sides.
I am writing to reiterate that the closing of Tustin and Ocean View would no doubt have a severe
negative impact the neighborhood as a whole. The 400 and 500 blocks of Tustin and Riverside
Avenue and the 300, 400 and 500 blocks of Santa Ana as well as Clay Street as a whole see A LOT of
traffic and pedestrian traffic and always have. I have lived in my home for over 25 years, at the time
of the Tustin closure, our street was severely impacted by a noticeable increase in cars and in
speeding cars.
I enjoy walking the neighborhood and frequent the "Tustin hill" (200 block) on these morning walks.
During the time of the initial study, there was a significant amount of construction going in the 200
block of Tustin which included two new homes being built from the ground up. There were a lot of
cars on the street at that time, those cars likely belonged to the many construction workers. The
two homes have since been completed and on the mornings I walk, I see very few cars parked on the
street, a drastic difference. Traffic is no longer an issue in the 200 block as noted in the findings of
the second study.
My opinion, closing a street with fewer that 17 homes, and very little traffic, would be a poor
precedent for the city and council as whole.

Dear City Council Members,
First I would like to thank you for sending out Tony Brine and David Webb to host a meeting at the
top of Tustin Avenue on June 1. Their time was greatly appreciated.
My name is Melissa Barnes and I live at 507 Riverside Avenue in Newport Heights, I have lived in my
home for over 25 years. The traffic has increased significantly on our street since the closure of
Tustin Ave at Cliff Drive. Now that summer has arrived, the traffic is increasing even more on a daily
basis. My bedroom is on the front of the house and my desk peers out onto the street, I can testify
that not only has the traffic increased dramatically, the speed at which the cars travel has increased
dramatically and, the traffic has also spread late into the night.
The traffic counts completed by the city were completed in the off season and I do not feel that their
findings reflect the impact truthfully. I am especially concerned with this increase in traffic as
Riverside is and always been a main artery for junior guards to make their way to the program which
as all are aware has both a morning and an afternoon shift.
Below are a few thoughts on the current situation
1. It appears that a "petition" was generated by a few (Tustin Ave Residents) and not passed on
to the whole of Newport Heights
2. Traffic counts were not taken at peak season — Summer would be peak Season
3. As Dave Webb (I think it was him) pointed out at that meeting — these residents bought on
the street knowing it was narrow, etc. just as those who purchase in Corona Del Mar Flower
streets purchase their homes with the understanding that the streets are narrow
4. The neighborhood needs to "share the wealth" with regard to the flow of traffic. Unlike
Corona Del Mar where every street is an ingress and egress, there are only a few such streets
in Newport Heights and to take away one of them would be unfair to the whole community.
5. Riverside Ave is a thoroughfare for children on bikes going to and from Jr. Guards in the
Summer, please help keep them safe.
6. How can one short block of only homes initiate a change where the decision impacts an entire
community of hundreds of homes
7. Better to keep open for emergency vehicles to have all ingress and egress arteries remain the
same as they always have been
Agreeing to close Tustin Avenue at Cliff Drive permanently would, in my opinion set a bad precedent
for the council going forward.....
I plan to be in attendance at the meeting at City Hall tomorrow night.
