The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The agendas, minutes, and staff reports are available on the City's website at: www.newportbeachca.gov/zoningadministrator and for public inspection in the Community Development Department, Planning Division located at 100 Civic Center Drive, during normal business hours. Recommended Action 1.Approve and File December 15, 2022 Page 2 Zoning Administrator Meeting IV.PUBLIC HEARING ITEMS Gondola Adventures Coastal Development Permit and Limited Term Permit (PA2022-0209) Site Location: 200 Bayside Drive 2. Project Summary A request for a coastal development permit and limited term permit for up to one (1)-year term to remove an existing mobile office trailer and replace it with a 40-foot by 8-foot ground-level, air-conditioned storage container and a 10-foot by 10-foot storage shed for gondola cruise supplies. General business operations will be operated from a pop-up canopy that will be disassembled and stored outside of business hours. A limited-term permit for the existing mobile office trailer was previously authorized through Limited Term Permit No. XP2020-006 (PA2020-273) and extended for one year under PA2021-275. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3 because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit and Limited Term Permit (more than 90 days). Sonil Ventures LLC Residential Condominiums Tentative Parcel Map (PA2022-0175) Site Location: 715 and 715 ½ Narcissus Avenue 3. Project Summary A tentative parcel map for condominium purposes for a duplex. A duplex has been demolished and a new duplex is currently under construction. No waivers of Title 19 (Subdivisions) are proposed. The Tentative Parcel Map would allow each unit to be sold individually. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3 because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel December 15, 2022 Page 3 Zoning Administrator Meeting Map. City of Newport Beach and Orange County Sanitation District Lot Line Adjustment (PA2022-0217) Site Location: 1514 and 1516 West Balboa Boulevard 4. Project Summary A lot line adjustment of the shared lot line between two contiguous parcels. Approximately 1,042 square feet of land will be taken from 1516 West Balboa Boulevard (owned by the City of Newport Beach) and added to the adjacent parcel at 1514 West Balboa Boulevard (owned by the Orange County Sanitation District). There will be no change in the number of parcels. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15305 under Class 5 (Minor Alterations in Land Use Limitations) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3 because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Lot Line Adjustment. The Boardwalk Wine & Spirits Minor Use Permit (PA2021-266) Site Location: 103 Palm Street 5. Project Summary A request for a minor use permit to allow a new Type 21 (Off-Sale General) Alcoholic Beverage Control (ABC) License in conjunction with a new beer, wine, and distilled spirits retail store. The project involves minor tenant improvements to convert an approximately 886-square-foot suite, last occupied by a professional office, into the proposed retail space. The proposed hours of operation are from 9:00 a.m. to 10:00 p.m., daily. No on-site consumption of alcohol is proposed. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3 because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit. December 15, 2022 Page 4 Zoning Administrator Meeting LA21G, LLC Residential Condominiums Tentative Parcel Map (PA2022-0200) Site Location: 717 and 717 ½ Poinsettia Avenue 6. Project Summary A tentative parcel map for condominium purposes for a duplex at 717 Poinsettia Avenue. An existing duplex has been demolished and a new duplex is currently under construction. No waivers of Title 19 (Subdivisions) are proposed. The Tentative Parcel Map would allow each unit to be sold individually. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3 because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map. Danner Residence Coastal Development Permit (PA2022-0203) Site Location: 301 Lexington Circle 7. Project Summary A request for a coastal development permit to allow the removal of an existing single-story manufactured home and the installation of a new manufactured home in compliance with State law. The development also includes accessory structures including a single-car carport awning, landscape, deck, steps, and concrete walkways and driveway. The development complies with all applicable Municipal Code standards and no deviations are requested. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3 because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit. December 15, 2022 Page 5 Zoning Administrator Meeting Domasin Residence Coastal Development Permit (PA2022-0207) Site Location: 207 Tremont Drive 8. Project Summary An application for a coastal development permit for the installation of a new single-story manufactured home on a vacant manufactured home pad in compliance with State law. The development also includes accessory structures, including a single-car aluminum carport awning landscape, deck, steps, concrete walkways, and driveway. The development complies with all applicable Municipal Code Standards and no deviations are requested. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3 because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit. V.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers.
