Yours sincerely, Emily Miller, PE Engineering Professional PA2022-0180 wsp.com October 19, 2022 Jenny Tran Community Development Department Planning Division 100 Civic Center Drive, First Floor Bay B, Newport Beach, California 92660 Subject: Response to Comments of Incomplete Filing Soil Vapor Extraction System Bayridge Park Dear Jenny Tran: WSP has prepared the response to the Limited Term Permit Incomplete Filing Notice on behalf of Ford Motor Company for the installation of a soil vapor extraction treatment system in the Bayridge Park Homeowners’ Association property at the former Ford Aeronutronics Facility in Newport Beach, CA. 1.Mailing Labels: Mailing labels must be submitted as both an Excel spreadsheet and Word document (Avery 5160 label format). WSP Response:Physical copies of the public hearing labels are being mailed to the address provided by the City of Newport Beach, as follows: City of Newport Beach Community Development Department ATTN: Ketshy Palencia or Savannah Martinez 100 Civic Center Drive, Bay 1B Newport Beach, CA 92660 2.Plans: A 3-foot-wide fire department access is required to rescue windows and exterior doors. The proposed plans indicate a 1.5-foot-wide separation between the existing single-family residence and proposed structure. Provide a full rear elevation of the existing single-family residence showing all windows and doors. Depending on the location of existing rescue windows and exterior doors, the proposed structure may require relocation to provide the 3-foot-wide fire department access between buildings. WSP Response: Revised versions of Drawings C-3 and C-4 from the previously submitted plan set are provided in Attachment 1. C-3 shows the plan view of the treatment system building with markups showing a measured radius of 3-feet around the south corner of the window bay. The corner of the concrete pad that is within the 3-foot radius will be level with the surrounding soil. The locations of the relocated air condition unit and gravel erosion protection can be adjusted in the field as needed to meet the clearance requirements. C-4 shows a full rear elevation with accurate dimensions. There is one window on the rear side of the 94 Hartford Drive property, the location of which was measured in the field to be 24.7 feet from the south edge of the building. The closest rear corner of the proposed temporary treatment system building is 3.8 feet away from the window. 3.Acoustical Study:Please provide an acoustical analysis report per the attached Acoustical Study Guidelines. Ensure an illustrative design concept for the proposed method of sound attenuation is provided. WSP Response: An acoustical analysis report has been prepared by Yanchar Design & Consulting Group and is included as Attachment 2 of this response. 4.EMP Comments:All exhaust air shall terminate outside of the treatment system building in accordance with the requirements of CMC 502.0. PA2022-0180 Page 2 Discharged liquid wastes or sewage, shall be connected properly to the drainage system of the premises, in accordance with the requirements of the plumbing code, refer to CPC Ch 7. WSP Response: Additional details on the exhaust air termination and the liquid waste storage are included in Attachment 3. 5.Building Comments: Location of temporary structure is not permitted to encroach/block residence emergency escape/rescue opening. Provide building separation to maintain existing building exterior wall fire rating & allowable opening requirement per CRC R302. Proposed building exterior wall shall comply with CBC 705. Building permit required for underground vapor extraction system installation and removal. WSP Response: Please see dimensions provided in Attachment 1 and explanation above in Plans section regarding fire escape/rescue clearance requirements. The construction of the Bayridge Park development started after the property was sold in 1979, and most likely, in accordance with the 1979 Uniform Building Code, the exterior walls will have been designed to have a 1-hour fire rating. The temporary treatment system building shell will be constructed of 14-gauge steel plate with a metallic facing, and is therefore non-combustible. Additionally, the interior wall will be finished with 5/8-inch gypsum board which provides a fire rating of 1-hour. In summary, the building meets the 1-hour fire rating requirements of the current California Residential Code. Therefore, per CRC R302, minimum fire separation distance of 0 feet is acceptable, so the 1.5-foot separation in the proposed design is compliant with the code. There are no openings or projections in either the existing building or the proposed building within 3 feet of the other. Plans, including structural and geotechnical details, will be submitted for review to obtain a building permit prior to the beginning of construction of the underground vapor extraction system.
