TITLE: City Bridge Deck Maintenance (Project No. 21 R13) — Notice of
Completion for Contract No. 7679-2
ABSTRACT:
On September 13, 2022, the City Council awarded Contract No. 7679-2, City Bridge Deck
Maintenance Project, to Peterson -Chase General Engineering Construction Inc.
(Peterson -Chase) of Irvine, California. The project included deck maintenance work to
bridges throughout the City. The work is now complete and staff requests City Council
acceptance and close out of the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release the Faithful Performance Bond one year after acceptance by the City Council.

The work necessary for the completion of this contract consisted of removing the striping
on the bridge decks, cleaning the decks, applying the surface coating, conducting a
friction test, and re -striping the bridge decks.
The contract has been completed to the satisfaction of the Public Works Department.
A summary of the construction cost is as follows:
Original Bid Amount: $ 270,800.00
Actual Cost of Bid Items Constructed: $ 238,000.00
Total Change Orders: $ 4,053.29
Final Contract Cost: $ 242,053.29
The final total contract amount was $242,053.29, which was approximately 10.6% less
than the original bid amount. The contract cost change is due to the removal of the cost
of repairing the bridge joints on the Balboa Island Bridge. During operations to replace
the bridge deck joints on Balboa Island Bridge, it was discovered that the existing joints
under the asphalt were covered in metal plates. This unknown condition requires
additional work to ensure the joint repair work is properly designed. The joint repair work
at this bridge will take place as part of a future project.
A summary of the project schedule is as follows:

FISCAL IMPACT:
The City Bridge Deck Maintenance Project was included within the FY 2021-22 CIP
Budget. Funds for the construction contract were expended from the following account:

ENVIRONMENTAL REVIEW:
On September 13, 2022, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 (c) (repair and
maintenance of existing street with no expansion of use) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
