The following documentation is required to complete the application: 1. Property Development Standards: a. Show all setbacks on the Site Plan (Sheet 1). i. Front: 20’, Side: 5’, Rear: 25’ b. Provide the square footage of the office and guest unit that is being demolished. c. Label the existing barn shown on the Site Plan as “issued under separate permit X2021-3130” d. Provide the size of the area of disturbance on Sheet C-2. e. Dimension the interior clear dimensions of the garage free from all obstructions. f. The stairway access to the 2nd floor has been closed off as required by ADU regulations. Please clarify how the stairway on the lower level will now be accessed. 2. Zoning Clearance and Deed Restriction: Please apply for a Zoning Clearance Letter for the ADU using our online portal. You may access the online portal at the following link: www.newportbeachca.gov/civic Hearing Date: TBD Page 2 a. Please find the Discretionary Application Owner’s Affidavit form on the City’s website (www.newportbeachca.gov) under Government > Community Development > Planning Division > Applications, Forms, and Fees > Under Application Materials. Please note that the Owner’s Affidavit needs to be signed by the property owner. b. Submit the Discretionary Application Owner’s Affidavit online as an attachment with the “Zoning Clearance” & “ADU” boxes checked. There is no fee associated with the application. c. Submit the grant deed for the property as an attachment to the online application. i. If the property is owned by a Trust or LLC/LP, then additional documentation will be required showing signing authority. 3. Water Quality Management Plan: The property is located within an Environmentally Sensitive Receiving Waters Area. A Priority WQMP must be submitted. The WQMP shall be prepared by a qualified licensed professional, that includes a polluted runoff and hydrologic site characterization, a sizing standard for best management practices (BMPs), use of an LID approach to retain the design storm runoff volume on-site, and documentation of the expected effectiveness of the proposed BMPs. An alternatives analysis and description of the treatment control and/or runoff control BMPs the development will implement to minimize potential post-development water quality and hydrologic impacts may also be necessary. 4. Mailing Labels: Mailing labels must be submitted as both an Excel spreadsheet and Word document (Avery 5160 label format). Please submit the Word document file for the mailing labels. 5. Notice of Application Filing: Please see the attached Notice of Application Filing. The Notice of Application Filing must be posted on site at a conspicuous place, easily readable by the public and placed as close as possible to the site of the proposed development. The notice must also be posted on weatherproof paper. Prepare and post the notice on site and submit a photo of the posting with clear location either by email to jtran@newportbeachca.gov or by uploading directly to City Virtual Connect (CiViC) portal. Landscape Planting Plan: The demolished building and hardscape areas to be replaced with grass will require approval of a landscape plan. The Landscape Plan shall be required as part of the building permit submittal and will be included as a Conditions of Approval as part of this coastal development permit. The Landscape Plan must comply with the Water Efficient Landscape Design Standards pursuant to Chapter 14.17 of the Municipal Code. For your information: Response sheets from Building and Fire with comments and conditions have been attached. Please be sure to review and ensure you are aware of the provided comments and conditions. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing.
