Brown Act. Among other things, the Brown Act requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The public can submit questions and comments in writing for the Board of Library Trustees to consider. Minutes of the November 21, 2022 Board of Library Trustees (BLT) Meeting Chair Watkins stated that there was a quorum confirmed that the other Trustees did not wish to discuss and/or did not wish to remove items from the Consent Calendar. Vice Chair Ray noted that she would abstain from voting on the minutes. 2. Patron Comments Monthly review of evaluations of library services through suggestions and requests received from patrons. Chair Watkins explained he had asked Library Services Director Hartson about LinkedIn learning and directed the BLT to Page 13 and Patron Comment #7. 5 Board of Library Trustees Meeting Minutes December 19, 2022 Page 2 Library Services Director Melissa Hartson explained it was a database that was formerly run by Linda.com. LinkedIn purchased Linda.com and ultimately requested that library patrons sign up for a LinkedIn account. Due to that they canceled the subscription. Many libraries did not want to make patrons sign up for an outside account to access a database. The Library then subscribed to Udemy which was a very similar database featuring a series of personal enrichment classes. Now the Library was happy to be back with LinkedIn learning and offer it again. Chair Watkins asked if it was like Udemy. Library Services Director Hartson thought it had more specialized courses. Udemy was not as focused or specialized. 3.Library ActivitiesMonthly update of library events, services, and statistics. 4.Expenditure Status ReportMonthly expenditure status of the library's operating expenses, services, salaries, and benefits by department. Chair Watkins noted that 42% through the Fiscal Year (FY) and remained approximately 4.5% underbudget. 5.Board of Library Trustees Monitoring ListList of agenda items and dates for monthly review of projects by the BLT. Chair Watkins called for the public comment. Rhonda Watkins, Newport Beach resident, asked if the classes were free because Udemy classes usually cost money. Library Services Director Hartson explained that the Library took on the cost for the patrons by subscribing to the database. Chair Watkins called for a Motion on the minutes and Consent Calendar and noted that Vice Chair Ray would abstain from the vote. Library Services Director Hartson asked if Vice Chair Ray reviewed the minutes or packet. Vice Chair Ray stated that she had not as she was not there. Chair Watkins asked if she could second the minutes. Library Services Director Hartson thought that was acceptable. Trustee Kumra entered the meeting and stated that he would second the Motion. Motion made by Secretary Coulter, seconded by Trustee Kumra, and carried (3-0-1-1) to approve the Consent Calendar with the minutes as presented. 6 Board of Library Trustees Meeting Minutes December 19, 2022 Page 3 AYES: Watkins, Coulter, Kumra NOES: ABSTENTIONS: Ray ABSENCES: Glabman VI. CURRENT BUSINESS A. Items for Review 6. Circulation Policy Review (NBPL 12) Staff requests that the BLT review and approve the revisions to Library Policy NBPL 12, Circulation Policy. Andrew Kachaturian, Circulation and Technical Processing Coordinator explained that the policy was reviewed a short time ago. Accordingly, the only real change was related to the policy for the confidentiality of records, which was being repealed at the beginning of 2023 and being replaced in the code. Chair Watkins acknowledged that Jim Mosher was behind the code change and thanked him for his help. He then called for BLT comments or questions on NBPL 12 and heard none. He called for public comment. Jim Mosher, Newport Beach resident, thanked Chair Watkins for acknowledging his previous comments. He referred to the first paragraph and asked for clarification on what a guest card was and how it differed from a library patron card. When he asked before staff explained what a guest card was, but he did not believe anyone who read the policy would understand that and how the privileges differed from a regular patron card. He suggested that was missing and could be added in the future. Chair Watkins asked staff to explain the guest card. Library Services Director Hartson explained that a guest card could be obtained by a patron who did not have a library card and simply wanted to use a computer. In that case staff issued a one-time login for the computer. Chair Watkins said that it was temporary and easier to obtain than a regular library card. Library Services Director Hartson agreed and said that the guest pass did not allow a person to check out any materials. It was limited access allowing for computer use. Chair Watkins recalled that the policy had some reference to making use of a computer on a temporary basis. Library Services Director Hartson agreed that there was a reference to a computer use only card in the Policy. That was slightly different in that it was a physical card that allowed access to computers multiple times. The guest login was a one-time temporary access. When people requested a guest card repeatedly, they were encouraged to get either a computer use or full access library card. In order to get a guest card someone needed to ask staff to provide a temporary login in. A computer use card holder did not have to ask staff for a login every time. 7 Board of Library Trustees Meeting Minutes December 19, 2022 Page 4 Chair Watkins suggested tabling the item so that the policy could reference guest cards and computer access cards. He asked staff if they needed to do that. Library Services Director Hartson said that they could designate the guest login versus a computer use card and return to the BLT if they wanted to do that. Chair Watkins said that the full library card should be referenced as well. There were three types of access to the library functions. Library Services Director Hartson agreed that could be done. Chair Watkins asked the BLT what they thought and explained that was the first time he understood the differences between guest access and computer access cards. Library Services Director Hartson said that staff did not call it a guest access card, they called it a guest pass. It was simply a receipt with a login number. The wording was there, and the policy was working. Chair Watkins suggested staff take another look at the policy and then the BLT would hear it in January. He further requested a copy of the guest pass and computer access card information. Library Services Director Hartson agreed that could be done. Vice Chair Ray asked why someone would want a computer access card instead of signing up to be a patron of the library. Library Services Director Hartson said that it was used by people who did not have residency in California. Anyone could get a library card, but in order to get a free library card one needed to be a California resident. For non-California residents it was a $10 annual fee. Vice Chair Ray explained her son was in a PhD program in Utah and that information would be very helpful for him. Chair Watkins confirmed that the BLT was okay with postponing the item to January and they agreed. 7. Review Holidays and Meeting Schedule Staff requests that the BLT review the 2023 holidays and meeting schedule. Chair Watkins directed everyone to the schedule on Page 46. He noted that in January and February 2023 the BLT meetings would be on Tuesdays due to Federal holidays. Both the meeting and the holiday schedules were acceptable to him, and he called for BLT comments and questions. Trustee Kumra thought everything looked pretty standard. Chair Watkins called for the public comment. 8 Board of Library Trustees Meeting Minutes December 19, 2022 Page 5 Jim Mosher, Newport Beach resident, noted that moving the January and February meetings to Tuesday might cause a conflict with City Council meetings. However, all the BLT meetings would conflict with the Aviation Committee meeting which also meets on the third Monday at 5:00 p.m. When those meetings were canceled, he tried to attend the BLT meetings. Chair Watkins thanked Mr. Mosher and called for further comments but heard none. Motion made by Secretary Coulter, seconded by Trustee Kumra, and carried (4-0-0-1) to approve the 2023 holiday and meeting schedule. AYES: Watkins, Ray, Coulter, Kumra NOES: ABSTENTIONS: ABSENCES: Glabman 8. Lecture Hall Update Trustee Ray will report on activities related to the Library Lecture Hall project. Library Services Director Hartson reported that the City anticipated going out to bid soon with the hopes of breaking ground in the late spring. The project was moving forward. Chair Watkins called for comments and questions. Vice Chair Ray asked if Mr. Kappel had any updates about when they would break ground. Jerry Kappel, Newport Beach Public Library Foundation CEO (NBPLF), said that the project was projected to break ground in May. Chair Watkins called for the public comment. Jim Mosher, Newport Beach resident, noticed that one of the patron comments asked about a performance of the Nutcracker ballet. He asked if the stage would be big enough to allow for that since he did not believe it was intended for events that large. Library Services Director Hartson explained that it was a very abridged version of the ballet. She did not know if the new Lecture Hall would sustain that event. Staff would continue to consider it as the Friends Meeting Room was also available if they brought the program back. Mr. Kappel believed that the stage was large enough. It was compact, but the abridged version should fit. Rhonda Watkins, Newport Beach resident, asked if there were any challenges with the proposed date. Mr. Kappel stated that they would not know until the bids came in. Currently, they were not projecting anything. The contractors were preapproved, but the bids were not in. 9 Board of Library Trustees Meeting Minutes December 19, 2022 Page 6 Chair Watkins confirmed there was no further public comment and received and filed the report. 9. Balboa Branch Replacement Update Trustee Ray will report on activities related to the Balboa Branch Replacement project. Library Services Director Hartson reported that the design contract was anticipated to go before Council at a January meeting. She promised to keep the BLT updated and let them know which January meeting included the item on its agenda. Chair Watkins asked if bids were open to the first of the year. Library Services Director Hartson explained that bids had already closed and Public Works was set to go before Council for approval of the design contract. Chair Watkins called for BLT or public comments and heard none, so he received and filed the report. 10. Library Services Report of Library issues regarding services, patrons, and staff. Library Services Director Hartson announced that they moved up from three stars to four stars for 2019-2020 as awarded by the Library Journal. Newport Beach was one of only 12 libraries in California that received the honor. The service model adopted during the pandemic set Newport Beach apart from other libraries. The Trustees all congratulated staff and stated that they were pleased. Chair Watkins thought the 4-star recognition was wonderful. He noted that it was impressive that they were only one of 12 in California and the only one in Orange County. He congratulated staff. He announced the Friends used book sale on January 13, 2023. He also announced the Tuesday, January 17, 2023 BLT meeting. Greg MacGillivray had a new book and was in the Friends Meeting Room on January 28, 2023. The program was $200 per seat but benefited the audio/visual fund for Witte Hall. He encouraged BLT attendance. B. Monthly Reports 11. Library Foundation Liaison Reports A. Library Foundation Board – Report on the most recently attended meeting. Vice Chair Ray explained that there was no meeting this month, only a holiday party for the Foundation. Chair Watkins asked if Mr. Kappel had any comments. Mr. Kappel had nothing to add. 10 Board of Library Trustees Meeting Minutes December 19, 2022 Page 7 Chair Watkins received and filed the report. B. Library Live Lectures Committee – Report on the most recently attended meeting. Trustee Kumra reported that they met, and the Committee was planning some programs for later in 2023. Chair Watkins stated that there were two more Library Live lectures and announced Omar El-Akkad on February 23 with 50 tickets sold, and Min Jin Lee on April 20 with 111 tickets sold. He confirmed that they were still planning for 2023. Trustee Kumra stated that they were working on late 2023, early 2024. Chair Watkins called for Trustee or public comment but heard none. He received and filed the report. C. Witte Lectures Committee – Report on the most recently attended meeting. Chair Watkins reported that Anne Applebaum sold 117 tickets for February 10 and 131 tickets for February 11. He noted that Saturday lectures out-sold Friday lectures. Dr. Arthur Caplan sold 78 tickets for March 3 and 84 tickets for March 4. Cristina Mittermeir sold 81 tickets for March 31 and 91 tickets for April 1. Dr. Jill Lepore sold 93 tickets for April 28 and 107 tickets for April 29. The Friends Meeting Room holds 187 people, and there were 160 at the Bill Plaschke event. He knew that Vice Chair Ray and others were working on pricing for 2023-2024 but no decisions were made. Mr. Kappel explained that once they narrowed down the cost, they would come to him and ask him to make deals. Chair Watkins called for BLT or public comment, but there was none. He indicated the BLT received and filed the report. 12. Friends of the Library Liaison Report Trustee update on the most recently attended Friends of the Library Board meeting. Secretary Coulter reported that he did not attend the December meeting of the Friends of the Library, but they sent him the information. The total membership was 835, total Bookstore income was $13,443 and total income, which includes membership fees, was $14,129. He repeated that the next book sale was January 13 and 14 and reminded everyone that the Friday sale was for members only. The current Newport Beach Public Library programs funded by the Friends were the Sunday Musicales, which had regular attendance of 150 to 200 people. One thousand two hundred people attended the Corona del Mar Christmas Walk. The New Year’s event will be held on December 31 and will allow younger patrons to have a celebration. All the programs were well received and successful. He praised the Friends as an outstanding group of people. Chair Watkins noted that the Friends loved Secretary Coulter and credited him for some of their success. 11 Board of Library Trustees Meeting Minutes December 19, 2022 Page 8 Secretary Coulter said that they were great to work with. Chair Watkins called for BLT and public comment. Hearing none he received and filed the report. 14. Literacy Services Liaison Report Trustee update on the most recently attended Literacy Services Advisory Board meeting. Library Services Director Hartson reported that they were focusing on the year end campaign. They also hosted their holiday party for volunteers a few weeks prior. Chair Watkins indicated that he and Trustee Glabman attended the holiday party and recognized the hardworking volunteers. He called for Trustee and public comment but heard none, so he received and filed the report. VII. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. VIII. BOARD OF LIBRARY TRUSTEES ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Chair Watkins announced that the next BLT meeting was scheduled for Tuesday, January 17, 2023 at 5:00 p.m. He also reminded everyone of the fundraiser for the Witte Hall Technology Fund on Saturday, January 28, 2023 at 7:00 p.m. Mr. Kappel reminded everyone that $135 of the fee was tax deductible. Administrative Support Specialist stated that she added the new City Council map and the 2023 meeting schedule to their binders. IX. The Central Library has study rooms available on the second floor for groups of 2-5 people. They can be reserved daily on a first come, first served basis. The Library saw a return to pre-pandemic programming and services while staffing changes were abundant. I am proud of staff’s ability to continue to remain steadfast in serving the community, their hard work, and adaptability throughout this past year. A look back at 2022: •The Newport Beach Public Library earns 4-star status from Library Journal’s Index of Public Library Service. •In-person programming returns after a nearly 2-month hiatus at the beginning of the year. •The Friends of the Library donates $200,000 to support programming and collections. The Newport Beach Public Library Foundation donates $36,555 to enhance children’s collections and audio-visual materials. •Indoor storytimes resume along with class visits to the Library and in-person outreach to the local schools. •Volunteers return in-person to give back to the Library and the community. •Media and Sound Lab receive new Mac and PC computers, software upgrades, a new scanner, and new audio interface equipment in the Sound Lab. •New software and equipment are installed to improve public computer reservations and remote printing. The always popular event, held each year during the Corona del Mar Christmas Walk, saw an impressive 1,250 attendees. The Library was decorated for the holidays, with holiday music playing and light refreshments offered to patrons who stopped in to say hello. In a new partnership, three Newport-Mesa Unified School District’s Performing Arts groups performed throughout the day. Many parents, siblings and grandparents came to see their students perform and then stayed to take part in library activities. Kids were excited, lots of items were checked out and staff promoted online library services. The Library was busy from open to close with a steady stream of people coming through. Both Mariners and Balboa hosted festive winter-themed drop-in programs in December. The Winter Seek & Find Challenge at Mariners was popular with over 60 participants, as was the craft program, Cozy & Crafty, at Balboa. Mariners and Balboa also completed weeding projects in their respective Adult collections. At Mariners, Leah Duffy joined the team as a Librarian I in Adult Reference. 17 Youth Services Youth programs were again popular at Central including the monthly LEGO and Drop-In Crafternoon programs. Early in the month, two therapy dogs were at the Library for BARK, a program where children are invited to practice reading aloud to one of the dogs. The program offers a great way for children to increase their reading skills with a non-judgmental reading companion in a calm environment. Twenty- two patrons attended, and many asked when we would be offering it again. All locations took a two-week storytime break for the holidays. During that time, Central welcomed 194 participants to our annual Seek and Find challenge where patrons searched for different images hidden around the Children’s Room. This year’s theme was all about migrating winter animals. Participants were excited to work together with other players and learn fun facts about the different winter animals featured. Caregivers noted that their children enjoy this type of challenge, and we even had a few families who played each day they visited. And to round out the year, an astonishing 356 enthusiastic partygoers joined us at Central to ring in the new year at our annual Noon Year’s Eve event. Visitors arrived to find the children’s room decked out in festive décor with a variety of themed crafts, games, and activities to keep all ages entertained. The celebration culminated with a dance themed storytime leading to the grand finale countdown to noon complete with party hats and a giant balloon drop! For some attendees, this was their first children’s event at the Library, and many assured us they will return for future programs. Outreach On December 13, Library Assistant Greg Johnson, and I spoke to the seventh-grade Social Studies students at MacArthur Fundamental Intermediate School. The students are currently working on their National History Day projects, which require extensive research in libraries and archives. Approximately 150 students had the opportunity to receive library cards as well as learn about the Library’s online student resources. Students and teachers were amazed to learn the Library offers a wide variety of databases free to use with their library card. The students voted on a scale of 1 to 10 as to the value of the information they learned, specifically as it applied to their projects, and many students displayed eights, nines, and tens! It was a great opportunity to promote library resources, teach a valuable lesson in modern research, and establish a partnership for years to come. The giving season also brought an invitation from Harbor View Elementary to attend a Flag Deck ceremony on December 16 where I was presented with a donation collected from a fundraising campaign led by the school’s Associated Student Body. A new Library Page recruitment will be opening with vacancies at the Central, Mariners and Balboa libraries. One hundred and forty- five patrons were in attendance for the festive performance. Personnel Library Assistant Griselda Castillo resigned, effective December 21. DISCUSSION: The purpose of the Circulation Policy is to present guidelines for maintaining accurate, efficient, and consistent service procedures throughout the Newport Beach Public Libraries. The Board of Library Trustees last updated this policy June 2022 to correct minor grammatical revisions. Staff now recommend updating two sections of the Circulation Policy to include/update specific code. Under Section 1, the policy has been updated to include the California Education Code number in reference to universal borrowing. Under Section 7, the confidentiality of records portion of the policy has been updated to reflect that CA Government Code § 6267 which has been repealed as of January 1, 2023 and replaced with CA Government Code § 7927.105. Lastly, reference to a “guest card,” referred to by staff as a guest pass, has been removed from the Circulation Policy. Guest passes are temporary computer passes good for the current day only. They are not issued through our circulation software system and do not allow a patron the ability to check out materials. This has instead been added to our Internet Use Policy as it pertains to the ability to use a computer. Guest cards will not be issued to anyone under the age of 18. 1.01 Under the State Universal Borrowing Agreement, individual Library patron cards will be issued to persons who do not reside in Newport Beach, but who are residents of the State of California, utilizing the same criteria as above. 1.02 A family borrower's card will be issued to a non-California resident upon payment of a $10.00 annual fee. 1.03 A replacement for a lost card will be issued upon proof of identification. 1.04 A “computer use only” Library card with no material borrowing privileges may be issued to persons who wish to use the Library’s public computer workstations and on-line databases. All applicants under the age of 18 will be required to have a parent/guardian signature to obtain a library card. 1.01 Under the State Universal Borrowing Agreement (California Education Code § 18731), individual Library patron cards will be issued to persons who do not reside in Newport Beach, but who are residents of the State of California, utilizing the same criteria as above. 1.02 A family borrower's card will be issued to a non-California resident upon payment of a $10.00 annual fee. 1.03 A replacement for a lost card will be issued upon proof of identification. 1.04 A “computer use only” Library card with no material borrowing privileges may be issued to persons who wish to use the Library’s public computer workstations and on-line databases. Proof of identification is necessary. 1.05 Lifetime cards may be issued at the discretion of the Board of Library Trustees. 2.0 Definitions Library materials are defined as indicated. 2.01 Reference Materials - Materials for use only within the Library facility, including newspapers and current issues of periodicals. 2.02 General Materials – Most circulating books and audio books. 2.03 Paperbacks (mass market) - Circulating book materials without hard cover bindings. 2.04 Periodicals - Magazines and journals published with established frequency throughout the year. 2.05 New Books - Newly acquired and recent publications of circulating fiction and non-fiction books. 2.06 Lucky Day Books – High demand fiction and non-fiction books available for immediate checkout. 2.07 Rental DVDs/Blu-rays - High demand DVDs/Blu-rays available for a rental fee. 2.08 Compact Discs (CDs) - Circulating recorded music that are on a compact disc. 2.09 DVDs/Blu-rays - Circulating films: feature, documentary, and instructional. 2.10 Video Games - Circulating games requiring a dedicated console with a video interface. 2.11 eBooks - Circulating electronic version of a printed book that may be read or listened to on a personal computer or hand-held device designed specifically for this purpose. Content may be viewed on a personal computer, mobile device, or via a digital media player. 2.13 Databases - Electronic databases to which the Library subscribes. Many of these databases may be used remotely. 2.14 Internet - Many additional resources are available on the Internet and can be reached through library equipment. 2.15 Interlibrary Loan (abbreviated “ILL”) - Service whereby a user of one library may borrow books or receive photocopies of documents that are owned by another library. Users request materials, and the Library, acting as an intermediary, identifies owners of the desired item, places the request, receives the item, makes it available to the user, and arranges for its return. 2.16 Laptops– Circulating computers that may be used in the Library. 2.17 Tech Toys – Circulating media and technology equipment such as a GoPro camera or USB enabled turntable. 3.0 Loan Periods Loan periods and renewals for materials vary as stated below. Eligible items will automatically renew for four additional loan periods if the item has not been reserved. 3.01 Reference Materials, including newspapers and the current issues of periodicals, may not be checked out. 3.02 The loan period for General Materials is 21 days and may be renewed for four additional 21- day periods if the item has not been reserved. 3.03 The loan period for Paperbacks is 21 days and may be renewed for four additional 21-day periods if the item has not been reserved. 3.04 The loan period for circulating Periodicals is 21 days and may be renewed for two additional 21-day periods. Current issues and bound volumes of Periodicals may not be checked out. 3.05 The loan period for New Books is 21 days and may be renewed for four additional 21-day periods if the item has not been reserved. 3.06 The loan period for Lucky Day Books is 7 days and may not be renewed. 3.07 The loan period for Rental DVDs/Blu-rays is 1 day and may not be renewed. 3.08 The loan period for Compact Discs is 21 days and may be renewed for four additional 21-day periods if the item has not been reserved. 3.09 The loan period for Non-rental DVDs/Blu-rays is 7 days and may be renewed for four additional 7-day periods if the item has not been reserved. 3.10 The loan period for Video Games is 7 days and may be renewed for four additional 7-day periods if the item has not been reserved. 3.11 The loan period for eBooks is 7, 14, or 21 days. 3.12 The loan period for streaming video is 3, 5, or 7 days. 43 3 3.13 The loan period for Laptops is 1 hour and may be renewed for 20-minute increments as long as there is not a waiting list. These devices are for use within the Library building only. See the LAPTOP USE policy for more details. 3.14 Loans of certain materials are made to teachers for classroom use and to the homebound, with a loan period of 4 weeks. 3.15 The loan period for ILL items is determined by the lending library. 3.17 The loan period for Tech Toys is 7 days and may not be renewed. 4.0 Fines and Fees Library patrons are responsible for returning borrowed materials by the end of the loan period. Library materials are considered in circulation until checked-in at a Newport Beach Public Library. 4.01 Overdue fines are charged for materials returned after the due date. Such patrons may be identified as delinquent. Delinquent may be defined by the following circumstances: 5.01 A patron whose record shows unpaid fines and fees of $5.00 or more. 5.02 A patron who has ten overdue items outstanding. 5.03 A patron who has moved without notifying the Library of the current correct address. 6.0 Placing of Reserves Library patrons are permitted to place reserves on General Materials, New Books, Paperbacks, Compact Discs, eBooks, Tech Toys, Non-rental DVDs/Blu-rays and Video Games in the collection. Reserves may also be placed for these materials, which are “on order”. 7.0 Confidentiality of Patron Records Library employees must refer all court-ordered requests to the Library Services Director. The Library shall, at all times, abide by California Government Code § 7927.105, which provides as follows: California Government Code § 7927.105 (a) As used in this section, the term “patron use records” includes both of the following: 44 4 (1) Any written or electronic record that is used to identify a library patron and is provided by the patron to become eligible to borrow or use books and other materials. This includes, but is not limited to, a patron’s name, address, telephone number, or email address. (2) Any written record or electronic transaction that identifies a patron’s borrowing information or use of library information resources. This includes, but is not limited to, database search records, borrowing records, class records, and any other personally identifiable uses of library resources, information requests, or inquiries. (b) This section does not apply to either of the following: (1) Statistical reports of patron use. (2) Records of fines collected by a library. (c) All patron use records of a library that is in whole or in part supported by public funds shall remain confidential. A public agency, or a private actor that maintains or stores patron use records on behalf of a public agency, shall not disclose those records to any person, local agency, or state agency, except as follows: (1) By a person acting within the scope of the person’s duties within the administration of the library. (2) By a person authorized in writing to inspect the records. The authorization shall be from the individual to whom the records pertain. (3) By order of the appropriate superior court. ATTACHMENT C 59 ABSTRACT: The eBranch component of the Newport Beach Public Library consists of databases and downloadable eBooks, audiobooks, magazines, and streaming video. The eBranch is promoted as the 24/7/365 resource that is accessible anywhere and at any time. Many patrons take advantage of the services provided under the eBranch. DISCUSSION: Online resources continued to remain popular during 2022. Databases remain an essential and well-used resource for the community and staff. The Library is proud to offer over 40 databases that specialize in topics that appeal to all age groups and interest levels. Several databases have over 1,000 uses a month, including Gale’s Archives Unbound, NewsBank, ProQuest, Consumer Reports, Morningstar and Value Line. The Library added LinkedIn Learning in December of 2022. It was very popular with our patrons under its former name of Lynda.com. LinkedIn Learning has over 13,000 online classes on a variety of topics relating to business, graphic design, photography, software development and more. We are pleased to be able to offer it to the community once again. The Library also added the California Collection of newspapers through NewsBank in April of 2022, which offers access to over 500 local area papers, including The Daily Pilot, with back issues going back to 2010. Staff is always on the lookout for ways to improve database selections, evaluating new databases and existing ones to see if they still meet the needs of the community. eBranch Service Provided Vendor eBooks and audiobooks OverDrive eMagazines Flipster and OverDrive Streaming Video Kanopy Downloadable eBooks and audiobooks: The Library has seen a slight decrease in checkouts since reaching a height in 2020. In 2021, combined checkouts totaled over 165,000, whereas in 2022 combined checkouts were 154,439. The numbers in 2020 were slightly higher (over 170,000) due to the pandemic. In 2012, when Amazon started allowing libraries to circulate Kindle books, eBooks surpassed audiobooks. In 2020 the difference between eBooks and audiobooks was over 38,000, in 2021 it was 26,000, and in 2022 it was 14,000. Streaming Video: The Library introduced Kanopy, a streaming video service, in December of 2017. Kanopy offers access to over 27,000 films, ranging from documentaries to feature films, indie, and foreign films. The Kanopy collection includes titles from PBS, The Criterion Collection, and The Great Courses. In August 2021 Kanopy added major motion pictures from Warner Bros., MGM, and Lionsgate to their downloadable offerings. OverDrive acquired Kanopy and as of September of 2022 no longer offers their own separate streaming movie service. Downloadable Magazines: The Library offers a collection of magazines through OverDrive, which are accessible through the popular Libby app. The Library also continues to subscribe to Flipster, another downloadable magazine service, that offers a different range of magazines than OverDrive. DISCUSSION: The Newport Beach Public Library Foundation received a $5,000 check from the John and Gail Krueger Family Foundation. The donation is for new DVDs and Blu-rays specifically for the Balboa Branch Library. Harbor View Elementary School students held a fundraiser and chose to donate the proceeds to the Newport Beach Public Library. The students presented the Library with a check for $350. This gift will be used to augment the Library’s children’s collections at all locations. Staff recommends the acceptance of this donation by the Library Board of Trustees. If accepted, these donations will be allocated into the Library Materials operating account.
