TITLE: Confirmation of Nominations to Fill the Vacancies on the Planning
Commission
ABSTRACT:
Due to Planning Commissioners Lauren Kleiman and Erik Weigand being elected to the
City Council, the City Council has the opportunity to fill the vacant positions pursuant to
the City Charter, City Council Policy A-2 (Boards, Commissions and Committees), and
the Maddy Act.
RECOMMENDATIONS:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or indirectly;
and
b) Confirm the nominations of Brady Barto, David Salene, Debbie Stevens, Ekta Naik,
and Jonathan Langford to fill the two vacancies on the Planning Commission.
DISCUSSION:
Lauren Kleiman was appointed to the Planning Commission in 2017 and Erik Weigand
was appointed in 2015. Both were elected to the City Council during the 2022 General
Municipal Election and, therefore, can no longer serve on the Planning Commission.
Pursuant to City Council Policy A-2 and the Maddy Act, the City Clerk prepared and
posted a Notice of Vacancies on Wednesday, December 14, 2022, in the City Clerk's
Office, at the Central Library, on the bulletin board in the City Council Chambers, and on
the City of Newport Beach website. In addition, the Notice of Vacancies was published in
the Daily Pilot on Saturday, December 17, 2022. As per the notice, applications were
accepted by the City Clerk's Office until noon on Wednesday, December 28, 2022.
Pursuant to City Council Policy A-2, Mayor Noah Blom appointed himself, Mayor Pro Tern
Will O'Neill, and Council Member Lauren Kleiman to the Ad Hoc Appointments
Committee. At the conclusion of the application period, the applications were forwarded
to the Ad Hoc Appointments Committee for its review and scheduling of interviews.
Interviews were conducted on Monday, January 23, 2023.

Based upon the interviews, the Ad Hoc Appointments Committee recommends the
nomination of Brady Barto, David Salene, Debbie Stevens, Ekta Naik, and Jonathan
Langford. Copies of their applications are attached hereto as Attachment A.
Appointments to the Planning Commission will take place at the Tuesday, February 28,
2023 City Council meeting.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING -
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

I have lived all over Newport Beach — from CDM to the Peninsula to Dover Shores. I have
always marveled at how each area has its own personality, with unique opportunities for
recreation, dining, shopping, wandering, etc. and I have tried my best to enjoy them all I I

I have been an environmental consultant for over 39 years and have extensive experience in planning and environmental compliance. My
education and work experience have provided a broad experience in planning and the environmental field, specifically preparing

regulations, preparing health risk assessments, preparing coastal development permits, and hazardous waste compliance. I have

As a lifelong resident of Newport Beach, I have a strong appreciation for the distinct villages that make our community the greatest place to
live. As president of Friends of Newport Beach Animal Sheller (nonprofit public benefit corporation), I have had the privilege of providing a
