To the City Council of Newport Beach, Feb. 12, 2023
read with interest the plans for the remodeling of Ocean Blvd. I was
particularly interested in the plans between Dahlia and Carnation,
because it will have an extreme negative affect on our ingress and
egress in China Cove.
So, my question is WHY these plans. Who are you targeting as your
benefactors? It certainly is not the taxpaying residents of Newport
Beach.
We have a unique situation in China Cove. We do not have parking and
our streets are little more then alleys. In the summer, we can hardly
get are cars out to go to the grocery store. There is a constant stream
of cars loading and unloading and pedestrians that do not use the
steps. We have had accidents in the past (one fatality) and if we ever
needed emergency help, they could not get their equipment down
here.
The City plans to put more parking at the top of our ramp and signs
directing people to beach access.
Our plight has been well documented in the past as we have sent
numerous letters to the City with complaints about excess traffic.
For the City to spend more of our money attracting more traffic is
totally unacceptable.

I am vehemently opposed to the current vision of Ocean Blvd. between Fernleaf
and Dahlia. It will negatively impact our ingress and egress ramp into China Cove.
Our ramp is already a source of danger to pedestrians and cars We constantly
have to navigate around cars that are parked in the red zone at the ramp
entrance. People totally disregard the red painted curb and get out to see the
view. If we could have a sign saying NO STOPPING ANYTIME. That would be
appreciated.
By enticing and adding more pedestrians and cars to this area is a recipe for
disaster. The pedestrians currently block our ramp with strollers, runners,
kayaks, paddle boards and small children running loose. It is also a lure for skate
boarders. Even pedestrians who could use the steps use our ramp.
As elected officials, it is your duty to protect and preserve the safety of the tax
paying residents, instead of catering to the citizens of other cities.
If you really want to spend our money..... why not construct a gentle traversing
walkway on the city property below the look out point, ending at the Kerkoff
Laboratory with a sign pointing pedestrians there. Add a sign saying NO
PEDESTRIANS ON RAMP.
