The Board of Library Trustees meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular
meeting and that the public be allowed to comment on agenda items before the Commission and items not on the
agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public
comments to a reasonable amount of time, generally three (3) minutes per person.
The public can submit questions and comments in writing for the Board of Library Trustees to consider. Please send
them by email to the Library Services Department at LibraryBoard@newportbeachca.gov by Sunday, March 19, at 4:00
p.m. to give the Board of Library Trustees time to consider your comments. All emails will be made part of the record.

1.Minutes of the January 17, 2023 Board of Library Trustees Meeting
Chair Watkins requested Trustee Kumra abstain from approving the Minutes of the January 17, 2023 Board of Library Trustees (BLT) meeting due to his excused absence,
and therefore would only be approving the rest of the Consent Calendar.
Chair Watkins noted that he had the following corrections to the minutes:
•Handwritten Page 11: Third paragraph from the bottom on the fourth linethe sentence beginning with “He said since there was this near tie…”, Chair
Watkins noted there should be a comma after Fire Station between thearchitect who was selected over the one that had experience designing theCdM Library/Fire Station and continue the following sentence.
•Handwritten Page 11: Last paragraph, delete the word “these” precedingTrustee Glabman.
•Handwritten Page 13: Very last sentence on the page, add the word “is”after the word “it”.

Trustee Glabman noted the following correction:

Chair Watkins noted that they are 3% under budget after 58% of the Fiscal Year (FY) has expired. Maintenance operations expense is at 64%, about 6% higher than the pro rata expiration of the FY. 5. Board of Library Trustees Monitoring List List of agenda items and dates for monthly review of projects by the Board of Library Trustees. Chair Watkins mentioned he spoke with Library Services Director Hartson regarding his concern about the number of errors and typos in the Minutes. Director Hartson indicated a new transcriptionist has been requested for future meeting Minutes.
Chair Watkins asked if there were any further questions, comments or public comments on the Consent Calendar and there were none.
Motion made by Trustee Glabman, seconded by Vice Chair Ray, and carried (3-0-1-1) to approve the Consent Calendar with edits to the minutes of the Board of Library Trustees meeting on January 17, 2023. 6. Display and Distribution of Materials Policy (NBPL 8) Staff requests that the Board of Library Trustees review Library Policy NBPL 8,
Display and Distribution of Materials. Library Services Director Hartson explained that the Display and Distribution of Materials
Policy before the Board works well and allows government entities and Library support organizations to display public information detailing programs and services. The policy keeps materials allowed at a manageable level and prevents an overabundance within the
limited spaces. One minor change was noted. Director Hartson recommended the policy reference “Board of Library of Trustees” instead of “Library of Trustees”. Jim Mosher, Newport Beach Resident, provided public comment regarding a similar policy that was passed in 2015, however health information was not allowed that was intended for the benefit of the community. Mr. Mosher suggested the policy be edited to allow staff to make exceptions. Motion made by Trustee Glabman, seconded by Trustee Kumra, and carried (4-0-0-1) to adopt NBPL 8: Display and Distribution of Materials Policy.

ABSENCES: Coulter 7. Annual Budget – Preliminary Review
Staff requests that the Board of Library Trustees review and approve the preliminary Library operating budget for Fiscal Year 2023-24. Adult Services Coordinator/Acting Library Services Manager Lightfoot reported it is the time of year staff introduces the preliminary budget for FY 2023-24. A meeting is scheduled Thursday, February 23 with City Manager Grace Leung to discuss requested program enhancements. Requests include additional funding for building maintenance at the Central Library and Mariners Branch as well as two program requests for Cultural Arts: additional funds for the Sculpture Exhibition in Civic Center Park and for Cultural Arts Grants. Personnel numbers have not yet been calculated. The numbers reflected in Attachment A were provided by the Finance department.
In response to Chair Watkins inquiry of the zeros listed in Attachment B, Acting Library Services Manager Lightfoot stated that staff does not project donations or grants in the
report. Library Services Director Hartson indicated staff will request the Board’s final budget
approval in April 2023, which staff anticipate will include the personnel budget. Jim Mosher, Newport Beach Resident, provided public comment that Attachment A shows the same details that are presented to City Council, and he believes the budget should include more details of what is included in the line items; and questioned how the line item for materials compares to prior year budgets and if that number represents what the Library anticipates spending for printed materials.

Director Hartson responded to Mr. Mosher’s comment and explained the $300,000 for print materials is less than half of the $669,000 Library materials appropriations.
Expenditures also include media materials such as Blu-rays, audio books, DVDs, music, downloadable content, as well as database expenses. Prior years included a total budget of $619,000 per year, until last year, when their budget was awarded an additional
$50,000, which puts the current appropriated amount at $669,000. Motion made by Trustee Kumra, seconded by Vice Chair Ray, and carried (4-0-0-1) to
approve the preliminary Library Budget for FY 2023-2024. AYES: Watkins, Ray, Kumra, Glabman NOES: ABSTENTIONS: ABSENCES: Coulter 8. Arts and Culture Update Staff will present the annual report on the activities of the Cultural Arts Division. Library Services Director Melissa Hartson reported the annual review of the Library’s
Cultural Arts Division. Each year, Concerts on the Green are held on the Civic Center Green. In 2022, five concerts were hosted for thousands of attendees from Memorial Day through September. A final concert took place in October 2022 at Marina Park.
The artwork in the Central Library gallery space is displayed on a rotational basis and is a two-month exhibit. Artists are selected through a City Arts Commission (CAC)
subcommittee. The Newport Beach Art Exhibition normally takes place annually; 2023 will be the first year back post COVID. The event is scheduled for June 24, 2023, and will include a juried art show, food pavilion, musicians and children’s art activities. The grand opening of Phase VIII of the Sculpture Exhibition in Civic Center Park will tie into this event. The Newport Beach Arts Foundation (NBAF) is a fundraising partner to help support the arts within the City; their annual event, Art in the Park, will be held in the fall, also on the Civic Green.
The CAC awards grants to outside organizations every year to expand arts programming in the community. Last year, the CAC awarded a total of $30,000 to multiple arts organizations.
The first phase of the Sculpture Exhibition in Civic Center Park was installed in 2014. It is a phased rotational exhibit, and each phase remains on display for two years. There are
10 sculptures per phase. Phase VIII installment is set for June 2023 to replace outgoing Phase VI. It is a cost-effective way to bring art to the community without the responsibility of maintaining the art. The CAC held the second annual Student Art Exhibition. The entries doubled from last year, to over 180 entries, submitted by students from pre-K through 12th grade. The CAC presented awards to winners in three different age categories.

Trustee Kumra inquired about the number of artists displayed in the Sculpture Exhibition in Civic Center Park and if they rotated separately.
Director Hartson explained that each year, two phases are on display. Currently, Phases VI and VII are on display. Phase VI is set to expire, and Phase VIII will be installed, leaving
Phases VII and VIII on display in 2023-2024. A photography contest will be held during this time to coincide with the exhibition of the two phases.
Trustee Glabman commented that she is happy to see the Student Art Exhibition implemented and inquired as to how the art is judged and if the winning art is displayed in the Library. Director Hartson responded that the CAC subcommittee selects winners in three different categories and all of the student art submissions were displayed in the Library in January and February. Trustee Glabman recommended displaying some of the age-appropriate art in the Children’s Library for a longer span of time and also inquired as to how the schools were selected for some of the cultural arts grants.
Director Hartson explained the grantees submit applications for their own programs, and the award recommendations are made through a CAC subcommittee, which are then
approved by the CAC. CAC recommendations are presented to City Council for final approval.
Chair Watkins asked how the Sculpture Exhibition in Civic Center Park is funded. Director Hartson explained that it is funded primarily by the City’s general fund. The NBAF also donated funds toward the exhibition. Jim Mosher, Newport Beach Resident, provided public comment that the City had previously received a State Grant that supported the sculpture exhibition for about two years. For many years the City had an arts coordinator position that was terminated, after which time the responsibility fell on the Library director. Perhaps the position could be reinstated to free up the Library director’s time.
Chair Watkins received and filed the report. 9. Lecture Hall Update
Trustee Ray will report on activities related to the Library Lecture Hall project. Vice Chair Ray reported that the bids for the project opened last month and will close
February 28, 2023. Currently, five bids have been submitted. Jerry Kappel, Newport Beach Public Library Foundation (NBPLF) CEO, reported the recent benefit for the Witte Hall technology raised close to $30,000. Chair Watkins received and filed the report.

10. Balboa Branch Replacement Update Trustee Ray will report on activities related to the Balboa Branch Replacement project.
Trustee Glabman reported that the subcommittee met with Public Works, and the design plan will start in 2023, with construction expected to begin in 2025. Public Works selected
the design firm, and City Council will determine the budget. It will include a small three-person fire station. Public Works expects to begin geotechnical work over the next two weeks. Another meeting is scheduled for February 28, to refine ideas and review the site
survey for community input prior to future meetings with Public Works. Chair Watkins inquired who attended the meeting from Public Works. Library Services Director Hartson answered that Director Dave Webb, Tom Sandefur, and Jim Houlihan from Public Works attended. Chair Watkins received and filed the report. 11. Library Services Report on Library issues regarding services, patrons, and staff.
Library Services Director Hartson reported that she attended the annual City Council planning session, which was held the end of January 2023. The two Library-focused
projects discussed were the Library and Fire Station Replacement and the Library Lecture Hall.
A recruitment opened to fill the Library Services Manager position that has been vacant for several years. This position will complete the administrative team. Project Adult Literacy (PAL) is currently without a program coordinator and department assistant. Staff are working closely with the PAL Advisory Board, the prior coordinator, and program volunteers during this gap period. Trustee Glabman inquired who is currently handling the program. Director Hartson responded that Acting Library Services Manager Lightfoot is currently working with the previous coordinator.
Chair Watkins received and filed the report. B. Monthly Reports 12. Library Foundation Liaison Reports A. Library Foundation Board – Report on the most recently attended meeting.
Vice Chair Ray reported she was impressed with NBPLF Board from the most recent meeting she attended. They show fiscal responsibility, there are many events and fundraisers on their schedule, and they are effective with their marketing efforts.

Jerry Kappel, NBPLF CEO, reported that, financially speaking, fundraising across the nation is in flux. There has not been a decrease in major donors, but unfortunately there has been a decline in basic membership donors. This has not yet affected the NBPLF
financially; they are currently running about 11% higher in donations than they were this time last year.
Chair Watkins received and filed the report. B. Library Live Lectures Committee – Report on the most recently attended
meeting. Trustee Kumra reported that tickets are still available for the upcoming Library Live event featuring Omar El Akkad. There seems to be a marketing effort going on with Library Live. Trustee Kumra expressed a concern about the challenges of differentiating between the marketing efforts between Library Live and the Witte Lectures. The Library Live Committee has mentioned going before the NBPLF for consideration of a branding initiative. He will have another update after the next meeting. Chair Watkins received and filed the report. C. Witte Lectures Committee – Report of the most recently attended meeting. Chair Watkins reported that he attended the recent Witte Lecture featuring Anne
Applebaum, and attendance was good. Tickets sales to date for upcoming Witte Lectures are at 108 sold for Arthur Caplan on March 3 and 107 sold for March 4; for Cristina Mittermeier, 118 sold for March 31 and 111 sold for April 1; for Jill Lepore, 133 sold for
April 28, and 134 sold for April 29. Chair Watkins received and filed the report. 13. Friends of the Library Liaison Report Trustee update on the most recently attended Friends of the Library Board meeting. Library Services Director Hartson reported that January Bookstore sales were at $16,921.45. Membership fees collected were $1,564, for a total income of $18,577.87. In response to Trustee Glabman’s question last month regarding membership renewal
notifications, reminders are sent out to inform the members of their dues. Three-year members receive a notification by mail. If dues have not been collected after two weeks, a letter is mailed with a return envelope. There are presently 857 members, and the next
used book sale will be on June 2 and June 3, 2023. Vice Chair Ray recalled she joined Friends of the Library several years ago, and she has
not heard from them since. She’s not sure what level she joined; some type of communication might be helpful. Trustee Glabman indicated the same for her, which is why she asked the question last month about the notifications.

Chair Watkins joined as a lifetime member, and he receives a blurb from Friends once a week and suggested she talk to President Pam Crook to get on the mailing list.
Director Hartson had an addendum to the earlier services update regarding California Parks Passes. They started with four passes, one for each location, and they have been granted more and are now circulating 23 passes, with an expected uptick in use during
spring break. The passes are first come, first served, and they have seen good turnover in circulation per pass thus far. The program is set to expire in summer of 2024. Last fall, the State Library recognized Newport Beach Public Library as one of the top 5 in the
number of circulations per pass. Park Pass availability can be found on the Library’s website. Chair Watkins received and filed the report. 14. Literacy Services Liaison Report Trustee update of the most recently attended Literacy Services Advisory Board. Trustee Glabman reported she had nothing additional to report because Library Services Director Hartson already covered the update. PAL is currently a work in progress, but they have an outstanding group of volunteers on their Advisory Board.
Chair Watkins commented in spite of recent issues, the program will be re-invigorated, and he encouraged the Trustees to attend the Happy Hour fundraising event on March
25, to help show support of the program. Chair Watkins received and filed the report.
VII. PUBLIC COMMENTS ON NON-AGENDA ITEMS

BOARD OF LIBRARY TRUSTEES ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION ACTION OR REPORT (NON-DISCUSSION ITEM) Trustee Glabman inquired about passport services and whether the federal government covers the staff expense. Library Services Director Hartson responded that the Library staff are passport-certified, and the City covers the staff expense. The federal government does not provide funding.
It is a service benefit to the community. The execution fee is set by the government and the City’s Finance department adjusted the cost of passport photos. The cost is $35 dollars per application; it does cost the City money to run the program.
Chair Watkins stated the next meeting will be at the Balboa Branch Monday March 20, at 5:00 p.m.

We always appreciate suggestions. In regards to the Study Room policy and limiting the time to one hour blocks instead of two, we have found that two hours seems to be a good limit. Our experience has been that most patrons do need the room for the full two hour block and often ask about extending it if no one else is waiting. You are welcome to make a reservation same day, in person, at the reference desk. Please let me know if you have any other comments or concerns.I’ve just filled out the youth volunteer application and I was wondering if I should bring that in person or submit it online. All‐Staff Meeting
The Library held an All‐Staff Meeting at the beginning of February. This was the first All‐Staff Meeting
since the COVID‐19 pandemic. The Library Administration reviewed our accomplishments from 2022 and
set the path for 2023. Highlights included an overview of the upcoming Balboa Library and Fire Station
Project, the introduction of new training courses available for all staffing levels, and Library Foundation
CEO, Jerry Kappel who graciously gave a presentation on Witte Hall. Meetings such as these provide
meaningful opportunities for our entire team to learn together. With a number of new staff onboarded
over the past year, this meeting was the first opportunity for several staff to meet one another in person.

ANNIKA HELMUTH, BRANCH AND YOUTH SERVICES COORDINATOR
Branches
All branches hosted Valentine’s Day‐themed craft programs this month. Balboa’s Hearts and Hugs Crafts
saw an impressive 46 participants. Mariners also hosted a Winter Bookshelf Hunt, a new activity where
children were challenged to find books in different categories in exchange for a small prize. It encouraged
both advanced library usage and information literacy, and with over 100 participants, it was a popular
program, too!
Youth Services
LEGO Saturdays at Central received an upgrade this month with the introduction of the challenge wheel.
Participants had a great time spinning the wheel to see what design they’d create. Teen volunteers are a
big help with this program and are often actively asking participants questions about their designs and
checking in on each group while making sure the room stays organized.
Another popular monthly program, Drop‐In Crafternoons, turned into a Valentine's Day Party this month
and was a big hit with almost 150 participants. Families were excited to spend their Valentine's Day at the
library playing and interacting with other families at our various crafting and game stations. Overall, it was
a fun and love‐filled afternoon for all ages.
Two first‐grade class field trips also occurred in February with Andersen Elementary visiting early in the
month and Newport Coast Elementary visiting at the end of the month. The students learned all about
the library collection and special programs along with a special behind the scenes look at the circulation
workroom. Students were excited to receive book bags and a free book courtesy of the Friends of the
Library. Chaperones and teachers gave library staff a big thank you for a fun visit and noted that their
students are looking forward to coming back with their families. So far this year, 329 first‐grade students
and chaperones have visited the Children’s Room at the Central Library.
Youth services staff met late in the month to discuss summer reading plans and program ideas.
Teen Services
Teens played minute‐to‐win‐it Valentine’s Day games at the February Young Adult Advisory Committee
meeting. Teens also came up with some great ideas for the upcoming children’s program, Cardboard City
Extravaganza, which they will be working on at the March and May meetings. An on‐going reading
challenge, 100 Books Before Graduation, now a year since launching on Beanstack in January 2022, has
over 160 teen participants with almost 1,500 books logged.

Staffing
Part‐time Library Page Meldiana Karabeg was promoted to Part‐time Library Clerk. Her vacancy will be
included in a recruitment scheduled in March for a number of Library Pages positions.
Facilities
A number of small repairs were made at the Central Library in February including push bar door assemblies
on the Bamboo Courtyard and Children’s Garden doors and patching some areas along the asphalt path
leading from the parking structure to the Library. The interior windows were washed throughout the
building with the exterior scheduled for March.

Programming
February was a busy programming month. On February 1, the Library hosted music industry executive and
author Nabil Ayers, who discussed his book, My Life in the Sunshine, an Oprah Daily pick and five‐star
rated memoir. The event was well‐received with 120 in attendance. Mr. Ayers delivered a casual and fun
presentation which included music and videos.
A Blockchain lecture was presented on February 21. This one‐hour lecture broke down the basics of
blockchain technology followed by a Q&A. There were 79 in attendance.
Another 3‐part Storytellers Writing Workshop series also took place in February. As always, it was well‐
received.
February’s Sunday Musicale, featuring cello and piano duo Aristides Rivas and Minji Noh, had 240 in
attendance. Thankfully the weather was nice, allowing staff to open the doors to the Bamboo Courtyard
to allow for overflow. Attendees enjoyed sitting outdoors while listening to the duo perform.
Training
The Library has subscribed to one year of all‐access training for staff who work with vulnerable
populations. Staff are watching webinars and having discussions on strategies to best serve these
populations when they visit our libraries.

Library Use Policy
The Newport Beach Public Library, consisting of the interior and exterior premises of the Central
Library, Mariners Branch, Balboa Branch, and Corona del Mar Branch (collectively, “NBPL” or
individually, “Library”), is open to all members of the general public without restriction. Everyone
has a right to quality library services in an atmosphere that is safe and free of disturbances from
others. Patrons may remain in the Library during posted business hours to use the services and
resources provided they conduct themselves in a lawful, orderly, and considerate manner. Patrons
who engage in any of the designated “prohibited activities” listed in this policy will be asked to stop
such actions, may be asked to leave the Library and may be subject to a suspension of Library
privileges (all access to Library including online services requiring card authentication).
A.Prohibited Activities
1.Smoking in NBPL buildings or within one hundred feet (100’) of all entrances;
2.Sleeping;
3.Occupying furniture in a manner that suggests lounging, as evidenced by lying down on the
furniture, or propping feet on chairs, sofas, or tables;
4.Occupying more than one space when other patrons need accommodating;
5.Eating or drinking food or beverages in areas where eating and drinking are prohibited;
6.Entering Library without being clothed, including, but not limited to, shirt and shoes;
7.Wearing cleats, skates, rollerblades or other items that could damage Library property;
8.Using electronic devices or other personal equipment that is disruptive to others including
devices (with or without headphones) set at a volume that is audible to others;
9.Interfering with other patrons’ use of the Library or staff's ability to perform their duties
(e.g., making loud noises, blocking pathway, etc.);
10.Soliciting or collecting funds (except for staff's collection of overdue fines, fees, proceeds of
book sales, rentals, and Library donations);
11.Bringing animals into the Library, except service animals as specified and in compliance with
the Americans with Disabilities Act;
12.Leaving a child unattended (see Children in the Library Policy);
13.Using restrooms for other than intended purposes;
14.Bringing any containers, packages, briefcases, parcels, wheeled backpacks, book carriers or
bundles into the Library which singly or collectively exceed 24”x18”x12”. All items brought
into the Library are subject to inspection;
15.Bringing shopping carts or wheeled conveyances into the Library, with the exception of
wheelchairs and baby strollers/carriages used for the actual transport of a person;
16.Bringing sleeping bags, bed-rolls, or blankets into the Library (blankets for small children are
acceptable);
17.Parking a bicycle or wheeled conveyance in any area other than at a designated bicycle rack;
18.Lack of personal hygiene or use of perfume or fragrance producing odors that interfere with
other patrons’ use of Library facilities or interfere with staff’s ability to perform their duties;
19.Any illegal activity;

20.Any unwanted or threatening behavior toward others, including but not limited to,
harassment, abusive language or gestures, assault, and battery;
21.Engaging in or soliciting any sexual act;
22.Damaging, destroying, or theft of Library property;
23.Failure to comply with any warning or request to change or stop conduct in violation of
Library Policy; and
24.Using the NBPL in violation of a suspension assigned under this Policy.
B.Enforcement of Prohibited Activities
1.1st Violation. Staff may address the patron to correct behavior and may instruct the person
to leave the Library for the day unless the patron’s violation of the use policy is deemed
serious enough to result in a suspension of Library privileges.
2.2nd Violation. Staff may address the patron to correct behavior and may instruct the person
to leave the Library for the day. Staff may advise the patron that continued misconduct may
result in suspension of Library privileges for thirty (30) calendar days. A second or
subsequent violation need not be the same as prior violation.
3.3rd Violation. The Library Services Manager or his /her designee (collectively, “Library
Services Manager”), may: (i) instruct the patron to leave the Library for the day; and (ii)
issue a suspension of Library privileges (at all NBPL locations) for thirty (30) calendar days;
(iii) advise the patron that continued misconduct may result in suspension of Library
privileges for up to one (1) year.
4.4th Violation. The Library Services Manager may: (i) instruct the patron to leave the Library
for the day; and (ii) issue a suspension of Library privileges (at all NBPL locations) for up to
one (1) year.
5.Notwithstanding the progressive penalties in paragraphs B(1)-(4) above, the Library Services
Manager may suspend a patron for up to one (1) year based upon the nature and severity
any single violation.
C. Notice
All suspensions will be accompanied by written notice and a copy of this Policy, notifying the patron
of his or her specific violations of this Policy and the suspension length.
D.Appeal Procedures for Privilege Suspension
1.Filing an Appeal. An appeal may be filed with the Library Director or his/her designee
(collectively, “Library Director”) within ten (10) calendar days following the date a
suspension was issued. Appeal must include the patron’s mailing address or alternative
contact information (e.g., E-mail address, etc.).
2.Scheduling Appeal. The Library Director shall schedule a date within ten
(10) calendar days, or such other time as is mutually agreeable to the parties to hear the
appeal.
3.Notice. The Library Director shall provide written notice to the patron appealing the
suspension of the time, place and date of the appeal meeting.
4.Conduct. The appeal meeting will provide the suspended patron an opportunity to speak
with the Library Director and provide a written and/or verbal response as to why the
suspension should not be enforced. On review, the Library Director may sustain, reverse, or
modify the decision of the Library Services Manager. The Library Director shall decide the

appeal within ten (10) calendar days of the close of the appeal meeting. The Library Director
shall provide written notice of his/her decision to the patron.
5.Appeal to Board of Library Trustees. The patron may appeal the Library Director’s decision
to the Board of Library Trustees within ten (10) calendar days of the Library Director’s
decision. The Board of Library Trustees shall consider the appeal at a regular or special
meeting. The Library Director shall provide the customer appealing a suspension with
written notice of the time, place and date of the scheduled Board of Library Trustees’
meeting at least ten (10) calendar days prior to the date of meeting. At the meeting the
patron, staff and any other affected party may submit verbal and/or written testimony
regarding why the suspension should or should not be enforced. On review, the Board of
Library Trustees may sustain, reverse, or modify the decision of the Library Director. The
Board of Library Trustees may decide the appeal at the conclusion of the meeting, or may
take additional time if necessary. The Library Director shall provide written notice of the
Board of Library Trustees’ decision to the patron. The decision of the Board of Library
Trustees is final.
6.Effective Date of Privilege Suspension. A suspension of NBPL privileges shall take effect
immediately and shall remain in effect unless modified or reversed by the Library Director
or the Board of Library Trustees, as applicable.
E.Suspension Violations
Any additional violation(s) of this policy by a patron currently serving a suspension of thirty (30)
calendar days or more shall automatically result in an additional one (1) year suspension.

RECOMMENDATION:
Staff requests that the Board of Library Trustees review and approve changes to Library Policy NBPL 1,
Library Use Policy.
DISCUSSION:
The Library is designed for the use of all members of the public. Patrons are expected to respect the rights
of other patrons and staff members, and to use the Library for its intended purposes.
The Newport Beach Public Library Use Policy (NBPL 1) is a carefully designed, broadly stated, written
guideline to ensure public access to the collections, programs, and resources of the Library. The policy
improves communication with the public, provides the administration and staff with clear direction from
the Board, and provides consistency among Trustees, staff, and the public.
The current policy, which provides a list of prohibited activities, protocol for staff enforcement of the
policy, and an appeal process for patrons, is effective in delivering a guideline for providing a safe,
comfortable environment that is conducive to the use of library facilities, resources, and equipment by
the public.
Staff recommends adding language to two items listed in Section A, “Prohibited Activities”. Item 6,
“Entering Library without being clothed, including, but not limited to, shirt and shoes”, should include the
language “Entering or being in the Library…” to further explain the expected behavior throughout the
duration of a Library visit, not only upon entrance. Similarly to clarify expectations, staff proposes the
addition of “tampering with” to Item 22, “Damaging, destroying, or theft of Library property”.

Balboa Branch Report March 2022—February 2023
A Little Background
The Balboa Branch Library is the “original” Newport Beach Public Library, established in May of 1929 when
a 2200 square foot building was constructed around existing public restrooms. The building was expanded
to 4500 square feet in 1952 and had the Spanish-style exterior replaced with the present-day glass front
entrance. In 1960 the Branch was expanded again, to its current 6000 square feet. Fire Station #1 was
added with the 1960 expansion, being relocated from Washington Street and Bay Avenue. At that time,
the Balboa Branch was still the City’s main library, today it is the third largest branch in a four-branch
library system.
The Balboa Branch has a dedicated group of regulars, mostly people who live on the peninsula or on boats.
Locals love the Branch, and staff often hears stories from people who attended storytimes decades ago,
or about how a relative first brought them here, and similar anecdotes.
Summer is by far the Branch’s busiest time of year, where in addition to the usual business the Branch will
see a lot of foot traffic, computer and printer use by visitors, and children participating in the Summer
Reading Program. Summer numbers are on an upward trend over the last couple years with the end of
pandemic restrictions, and staff anticipates large summer crowds to return this year.
The Day-to-Day
The Balboa Branch is open 54 hours per week, Monday through Saturday, and closed on Sundays.
The Branch has a few special collections. One is its Nautical Collection, which consists of fiction, nonfiction,
and DVDs. The Nautical Nonfiction collection consists of practical books on boating and sailing, repair
manuals, narratives, and history. Another of Balboa’s special collections is the 3D Blu-ray collection for
adults and children.
For children’s programming, the Branch presents two storytimes per week. Additionally, one special
program per month such as a craft program or performer is presented, with weekly special events
happening during the Summer Reading Program.
Library visits with a story and tour are offered to first graders from Newport Elementary, the nearby
elementary school. Those visits have also resumed in full.

Personnel
The Balboa Branch is staffed by one full-time Librarian, one part-time Library Assistant, and two part-time
Library Clerks. Page duties are covered by staff from the Mariners Branch.
The “Balboa Crew” is currently Branch Librarian Evelyn Rogers, Library Assistant Katrina Kading, Library
Clerk Mike Payne, and Library Clerk Tina Quan.
Facility Maintenance
A Current Project
At 94 years old, the Balboa Branch is the oldest operating City building in Newport Beach. Currently the
facility is scheduled to be replaced in 2025 with a new Balboa Branch Library and Fire Station #1, on the
site of their present location.
Collection Maintenance
Balboa’s collection consists of 26,982 items. Staff continues to weed and update the Branch’s various
collections, offering new and relevant materials while cleaning up the space and providing better ease of
access.
Popular Collections
New print books, Lucky Day, and cookbooks all continue to be popular. Children’s materials circulate very
well. Children’s Graphic Novels is a particularly popular collection.
Public Service
Circulation and Reference Services
Balboa’s service population is 12,033 (the area of Newport Beach City Council District 1, which includes
Balboa Peninsula and Lido Isle). That number will become much higher during summer with tourists and
visitors who rent houses on the Peninsula, many of whom obtain NBPL out-of-state library cards when
they visit.

For the same time period the Branch saw a total of 4,106 walk-in and telephone reference questions:
Children’s Services and Program Attendance
The past several months has seen children’s programming go from passive, or drop-in model, to active
programs that occur at a set time and draw fairly large numbers. The modified pandemic service model
has ended, and children’s programming has resumed in full, bringing in many happy attendees.
The Balboa Branch’s two weekly storytimes are Preschool Storytime and Books & Babies. Special programs
featuring crafts or performers are also offered for children each month. Storytime numbers have returned
to pre-pandemic levels for Preschool Storytime and have increased considerably for Books & Babies;
notably, numbers for Books & Babies in January and February of this year far exceeded pre-pandemic
levels. Afternoon programs for the past two years had mostly been drop-in crafts, up until September
with the “Pirates Ahoy” program, which saw people coming at a set time for crafts and games. That trend
has continued since and special programs are back to the pre-pandemic model, with the numbers to
match. This spring will see the return of performers to the Branch, and staff anticipates that these
programs will be very popular.

Children’s Storytimes and Special Programs:
Summer Reading
The past year saw the return of Summer Reading school visits. Staff was able to present in-person to the
students at Newport Elementary about the Summer Reading Program. There was some well-received
feedback from kids and their parents about the visit to the school. They were glad to see library staff
there, and glad they could come in to the library for Summer Reading again.
Summary Comments
While business in general has not entirely picked up to where it was pre-pandemic, things are coming
back to normal. A good indicator of this is children’s programming, which has returned to where it was
before the pandemic. Recently, more people have been coming in to the Branch to check out materials,
study, print, and do the usual library things.

Staff recommends that the Board of Library Trustees approve the acceptance of a donation from Andrea
and John Rohrer.
DISCUSSION:
Andrea and John Rohrer made a private donation of $50.00 to the Newport Beach Public Library. Staff
recommends the acceptance of this donation by the Board of Library Trustees. If accepted, the donation
will be allocated into the Library Materials operating account and be used to purchase new books for the
Library’s collection.
