TITLE: Jamboree Road Pavement Rehabilitation and Reclaimed Water
Conversion (Project No. 21 R15) — Notice of Completion for Contract
No. 7885-2
ABSTRACT:
On January 11, 2022, the City Council awarded Contract No. 7885-2 for the Jamboree
Road Pavement Rehabilitation and Reclaimed Water Conversion project to All American
Asphalt. The project involved cold milling and overlaying the existing asphalt pavement
with new rubberized asphalt pavement, reconstructing deteriorated concrete
improvements and median curbs, installing a new reclaimed water line and median
irrigation system, and constructing new median landscaping. The work is now complete
and staff requests City Council acceptance and close out of the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

This project included cold milling and overlaying the existing asphalt concrete pavement
with new rubberized asphalt concrete pavement; constructing localized full -depth
pavement repairs; reconstructing deteriorated concrete sidewalks, curbs, gutters,
medians, median curbs and access ramps; adjusting utility boxes to grade; installing new
traffic signs; replacing traffic signal detector loops; restriping the pavement; installing a
new reclaimed water line and median irrigation system; installing new median turf and
landscaping; replacing a deteriorated storm drain line; constructing new parkway drains;
and other appurtenant items of work.
The contracted work has been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The final total contract amount was $4,350,178.36, which was approximately 10 percent
higher than the original bid amount. This cost increase was primarily due to expanding
the reclaimed water system at the request of the Orange County Water District (OCWD)
and additional median landscape improvements requested by the community. The
extension of the reclaimed water system allows for added usage of recycled water in lieu
of potable water. The enhanced landscaped medians aesthetically enhanced Jamboree
Road and provide a more consistent landscape theme along this major arterial.
Additionally, the contractor discovered an inoperable OCWD water valve during the
installation of the reclaimed water pipeline. This OCWD water valve is needed to isolate
the existing reclaimed water system in order to make our connection to the system.
OCWD requested the City to process a change order to replace the inoperable water
valve. The cost of this change order and other minor improvements to OCWD facilities
will be reimbursed by OCWD. Other cost increases were due to increases in actual
quantities constructed in the field as compared to the estimated bid quantities.

Expanding the median landscape improvements and replacing the OCWD water valve
required a significant amount of time to complete. The overall construction schedule was
extended to provide the contractor adequate time to complete these additional tasks.
Additional time was also added to the contract to account for inclement weather.

FISCAL IMPACT:
The Jamboree Road Pavement Rehabilitation and Reclaimed Water Conversion project
was included within the FY 2021-22 Capital Improvement Program (CIP) Budget. Funds

* Orange County Transportation Authority (OCTA) provides Measure M funding,
generated through a 1/2 cent sales tax, to the City for transportation improvements
projects.
** SB1 Road Maintenance & Rehabilitation Account (RMRA) revenues are state fuel and
vehicle registration taxes imposed by the Road Repair and Accountability Act of 2017.
***Contributions to the City from OCWD and Orange County Sanitation District (OCSD)
for the replacement of a reclaimed water valve and adjustments of existing water valve
boxes and manhole covers for each respective agency within the project area.
ENVIRONMENTAL REVIEW:
On January 11, 2022, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance
of existing public facilities involving negligible or no expansion of use) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
