Adopt Resolution Number 90- authorizing the application of grant funds
available under the provisions of the California Wildlife Coastal and Park Land
Conservation Act of 1988 to be applied to a proposed project for Fiscal Year
1990-91 for the Oasis Senior Center Building Expansion.
ENVIRONMENTAL SIGNIFICANCE:
This project has been reviewed, and it has been determined that it is categorically
exempt from the requirements of the California Environmental Quality Act under
Class 1 (Existing Facilities), based upon the fact that the addition to the
facility is less than 10,000 sq. ft. and the project is in an area which is not
environmentally sensitive and where all public services are available.

The City of Newport Beach is entitled to an allocation of $203,000 under the Per
Capita Program of the 1988 California Wildlife, Coastal and Park Land Conservation
Act. This bond program was passed by the electorate during a recent primary
election process by a wide margin. It enables public agencies to identify projects
in their community that will improve service and aids in acquisition or development
of park land.
The Department has been working with the Friends of Oasis for some time to develop
a comprehensive Master Plan and building expansion for the existing multi -purpose
room. This project will complete the facility and provide an improved building,
parking lot and new community gardens. The William Blurock Partnership has prepared
preliminary plans for this project that have been reviewed and approved by the
Parks, Beaches and Recreation Commission.
Positive action by the City Council on this subject will allow the staff to prepare
the application and project in a timely fashion as it relates to our Capital Improve-
ment process for the 1990-91 budget.
RESOLUTION NO. 90-44
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH APPROVING THE APPLICATION FOR
GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM
UNDER THE CALIFORNIA WILDLIFE, COASTAL, AND
PARK LAND CONSERVATION ACT OF 1988 FOR OASIS
SENIOR CENTER BUILDING EXPANSION.
WHEREAS, the people of the State of California have
enacted the California Wildlife, Coastal, and Park Land
Conservation Act of 1988, which provides funds to the State of
California and its political subdivisions for acquiring and/or
developing facilities for public recreational and open space
purposes; and
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures governing
application by local agencies under the program; and
WHEREAS, the procedures established by the State
Department of Parks and Recreation require the applicant to certify
by resolution the approval of application before submission of said
application to the state; and
WHEREAS, the application(s) contain assurances that the
applicant must comply with; and
WHEREAS, the applicant will enter into an agreement with
the State of California for acquisition or development of the
project (s) ;
NOW, THEREFORE, BE IT RESOLVED that the City Council
HEREBY:
1. Approves the filing of an application for the Per
Capita Grant Program under the California Wildlife, Coastal, and
Park Land Conservation Act of 1988 state grant assistance for the
above project; and
2. Certifies that the applicant understands the
assurances and certification in the application form; and
3. Certifies that the applicant has or will have
sufficient funds to operate and maintain the project; and
