The WQMP is intended to comply with the requirements of the local NPDES Stormwater Program requiring the preparation of the plan. The undersigned, while it owns the subject property, is responsible for the implementation of the provisions of this plan and will ensure that this plan is amended as appropriate to reflect up-to-date conditions on the site consistent with the current Orange County Drainage Area Management Plan (DAMP) and the intent of the non-point source NPDES Permit for Waste Discharge Requirements for the County of Orange, Orange County Flood Control District and the incorporated Cities of Orange County within the Santa Ana Region. Watershed-Based Plan Conditions Provide applicable conditions from watershed - based plans including WIHMPs and TMDLS. At the time of this report, the 2012 Central Orange County (COC) Watershed Management Area (WMA) Integrated Regional Watershed Management Plan (IRWMP) is in effect for the Newport Coastal Streams watershed. The WIHMP for Newport Bay – Newport Coast has not been approved at this time. Watershed and impairment information is provided in Section III.3. Project Area (ft2): 4,050 Number of Dwelling Units: 1 SIC Code: 1521 Narrative Project Description: The project consists of: 1) the demolition and removal of on-site improvements within the property; and 2) construction of a single-family residence with attached garage, and appurtenant hardscape, landscape, and drainage improvements. There are no visible curb cores on Via Lido Nord, and no visible outlets through the wall facing Newport Bay. Runoff within Via Lido Nord is collected by the City storm drain and discharged to Newport Bay. No – Show map Yes – Describe applicable hydrologic conditions of concern below. All post-project runoff will be conveyed to Via Lido Nord via surface flow or pipe discharge. Street runoff then flows in a northwesterly direction before it is collected by the City storm drain system and discharged directly to Lower Newport Bay. There are no potential hydromodification impacts. Prior to off-site discharge, all roof and side yard runoff flows through trench drain filter inserts for pollutant reduction; peak storm flows exceeding the capacity of the trench drain filters will bypass and discharge directly into the street. Runoff discharged to Via Lido Nord will then follow the existing off-site drainage pattern. The selected filter inserts are discussed in further detail in Section IV.3.7 II.5 Property Ownership/Management The property is currently privately owned and managed by Camille & Joumana Rizko. Water Quality Management Plan (WQMP) 306 Via Lido Nord, Newport Beach, CA RIZKO RESIDENCE 22225-WQMP Page 8 Section III Site Description III.1 Physical Setting Planning Area/ Community Name Lido Isle Location/Address 306 Via Lido Nord, Newport Beach, CA 92663 Project Area Description The subject site is a rectangular residential lot located on the northeast side of Lido Isle, at the intersection of Via Lido Nord and Dijon. The property is currently developed, with a residential building, attached garage, and associated hardscape features such as walkways, patios, concrete driveway, walls, and fences. The project site is bounded on the north by Newport Bay, on the south by Via Lido Nord, and on the east and west by similarly sized residential properties. Land Use RM: Multiple Residential Zoning RM: Multiple Residential Acreage The project site measures 4,050 square feet (0.093 acres). Predominant Soil Type Hydrologic Soil Group D per Orange County GIS Hydro Group Soils Data. Water Quality Management Plan (WQMP) 306 Via Lido Nord, Newport Beach, CA RIZKO RESIDENCE 22225-WQMP Page 9 III.2 Site Characteristics Precipitation Zone Per the Orange County Rainfall Zones Map, the project site is within the rainfall zone with a Design Capture Storm Depth of 0.70 inches. Topography Based upon the existing site elevations shown on the Preliminary Grading Plan prepared by Toal Engineering, Inc., there is roughly 12” of elevation difference across the pad. Drainage Patterns/Connections See discussions in Sections II.1 and II.4. Existing development runoff flows south (toward Via Lido Nord) and northeast toward Newport Bay from a ridge located ~40 feet from the Via Lido Nord right-of-way. Post-development runoff is collected, treated, and discharged off-site onto Via Lido Nord. Runoff within the street is collected by the City storm drain system and discharged to Lower Newport Bay. Soil Type, Geology, and Infiltration Properties This site is within an area designated “Soil Type HSG-D” per Orange County GIS Hydro Group Soils Data Site Characteristics (continued) Hydrogeologic (Groundwater) Conditions Per a recent report for the site prepared by Geofirm entitled “Preliminary Geotechnical Investigation, Proposed Residence Remodel”, and dated December 18, 2020 (Project No. 75239-00), hereinafter “Geofirm Report”, groundwater was measured at an inferred depth of ~10 feet below grade. Geotechnical Conditions (relevant to infiltration) Per the Geofirm Report, the site shall be constructed such that “no water ponds in the vicinity of footings,” and roofs shall be guttered and discharge conducted away from the house in a non-erosive manner…”. Off-Site Drainage The proposed pad is above the street grade on Via Lido Nord and the walkway behind the house facing Newport Bay, and there are walls on both side yards to prevent run-on from adjacent streets and properties. Utility and Infrastructure Information Service laterals will be taken from utility main lines within the adjacent street right-of-way. Water Quality Management Plan (WQMP) 306 Via Lido Nord, Newport Beach, CA RIZKO RESIDENCE 22225-WQMP Page 10 III.3 Watershed Description Receiving Waters City Storm Drain  Lower Newport Bay 303(d) Listed Impairments Lower Newport Bay is 303(d) listed for: Chlordane, Copper, DDT, Indicator Bacteria, Nutrients, PCBs, Pesticides, and Sediment Toxicity. Applicable TMDLs Total Maximum Daily Loads (TMDLs) have been established for Copper, Indicator Bacteria, Nutrients, and Pesticides; TMDLs are proposed for the remaining 303(d) listed pollutants, but are not currently in effect. Pollutants of Concern for the Project The Pollutants of Concern for this project include: Indicator Bacteria, Nutrients, and Pesticides. Environmentally Sensitive and Special Biological Significant Areas Lower Newport Bay is an ESA, listed on the CWA Section 303(d) list of impaired waters. Several steps must be followed in order to determine what performance criteria will apply to a project. These steps include: • If the project has an approved WIHMP or equivalent, then any watershed specific criteria must be used and the project can evaluate participation in the approved regional or sub- regional opportunities. The local Permittee planning or NPDES staff should be consulted regarding the existence of an approved WIHMP or equivalent. • Determine applicable hydromodification control performance criteria. • Determine applicable LID performance criteria. • Determine applicable treatment control BMP performance criteria. • Calculate the LID design storm capture volume for the project. Is there an approved WIHMP or equivalent for the project area that includes more stringent LID feasibility criteria or if there are opportunities identified for implementing LID on regional or sub- regional basis? YES NO If yes, describe WIHMP feasibility criteria or regional/sub-regional LID opportunities. Water Quality Management Plan (WQMP) 306 Via Lido Nord, Newport Beach, CA RIZKO RESIDENCE 22225-WQMP Page 12 Project Performance Criteria (continued) If HCOC exists, list applicable hydromodification control performance criteria (Section 7.II-2.4.2.2 in MWQMP) For projects that may have an impact on the site’s hydrologic regime, an assessment of potential hydromodification impacts and appropriate controls is required. If an HCOC exists, priority projects shall implement on-site or regional hydromodification controls such that: • Post-development runoff volume for the two-year frequency storm does not exceed that of the predevelopment condition by more than five percent, and • Time of concentration of post-development runoff for the two-year storm event is not less than that for the predevelopment condition by more than five percent. List applicable LID performance criteria (Section 7.II-2.4.3 from MWQMP) • Priority Projects must infiltrate, harvest and use, evapotranspirate, or biotreat/biofilter, the 85th percentile, 24-hour storm event (Design Capture Volume). • A properly designed biotreatment system may only be considered if infiltration, harvest and use, and evapotranspiration (ET) cannot be feasibly implemented for the full design capture volume. In this case infiltration, harvest and use, and ET practices must be implemented to the greatest extent feasible and biotreatment may be provided for the remaining design capture volume. List applicable treatment control BMP performance criteria (Section 7.II-3.2.2 from MWQMP) • If treatment control BMPs can treat all of the remaining unmet volume and have a medium to high effectiveness for reducing the primary POCs, the project is considered to be in compliance. • If the cost of providing treatment control BMPs greatly outweighs the pollution control benefits they would provide, a waiver of treatment control and LID requirements can be requested and alternative compliance approaches must be used to fulfill the remaining unmet volume. SITE DESIGN AND DRAINAGE PLAN The following Site Design Practices have been considered for the proposed residential development: - Preserve Existing Drainage Patterns and Time of Concentration (to the MEP) - Minimize Construction Footprint (construction will be limited to only the area designated for improvements) The proposed site improvements include the single-family residence, driveway, exterior impervious walkways, patios, and landscaping improvements. The construction footprint shall be limited to only the areas designated for improvements per the Grading and Drainage Plans prepared by Toal Engineering, Inc. There is a single Drainage Management Areas (DMA) for this single-family residential development. The selected BMP will be used to meet the calculated Design Flow for the project DMA: - Trench Drain Filters (Filter Inserts) – sized via capture efficiency method per the TGD. Description of Proposed Project Project Types that Qualify for Water Quality Credits (Select all that apply): Redevelopment projects that reduce the overall impervious footprint of the project site. Brownfield redevelopment, meaning redevelopment, expansion, or reuse of real property which may be complicated by the presence or potential presence of hazardous substances, pollutants or contaminants, and which have the potential to contribute to adverse ground or surface WQ if not redeveloped. Higher density development projects which include two distinct categories (credits can only be taken for one category): those with more than seven units per acre of development (lower credit allowance); vertical density developments, for example, those with a Floor to Area Ratio (FAR) of 2 or those having more than 18 units per acre (greater credit allowance). Mixed use development, such as a combination of residential, commercial, industrial, office, institutional, or other land uses which incorporate design principles that can demonstrate environmental benefits that would not be realized through single use projects (e.g. reduced vehicle trip traffic with the potential to reduce sources of water or air pollution). Transit-oriented developments, such as a mixed use residential or commercial area designed to maximize access to public transportation; similar to above criterion, but where the development center is within one half mile of a mass transit center (e.g. bus, rail, light rail or commuter train station). Such projects would not be able to take credit for both categories, but may have greater credit assigned Redevelopment projects in an established historic district, historic preservation area, or similar significant city area including core City Center areas (to be defined through mapping). Developments with dedication of undeveloped portions to parks, preservation areas and other pervious uses. Developments in a city center area. Include alternative compliance obligations (i.e., gallons, pounds) and describe proposed alternative compliance measures. An Alternative Compliance Plan is not needed for this development, where the water quality design volume has been met using Treatment BMPs. The intent of the regulations is to ensure that the systems, on a continuing basis, efficiently remove pollutants from stormwater runoff thereby preventing pollution of the nation’s water resources. These specifications apply to the FloGard® LoPro Trench Drain Filter. RECOMMENDED FREQUENCY OF SERVICE: Drainage Protection Systems (DPS) recommends that installed FloGard LoPro Trench Drain Filters be serviced on a recurring basis. Ultimately, the frequency depends on the amount of runoff, pollutant loading and interference from debris (leaves, vegetation, cans, paper, etc.); however, it is recommended that each installation be serviced a minimum of three times per year, with a change of filter medium once per year. DPS technicians are available to do an on-site evaluation, upon request. RECOMMENDED TIMING OF SERVICE: DPS guidelines for the timing of service are as follows: 1. For areas with a definite rainy season: Prior to, during and following the rainy season. 2. For areas subject to year-round rainfall: On a recurring basis (at least three times per year).3. For areas with winter snow and summer rain: Prior to and just after the snow season and during the summer rain season. 4. For installed devices not subject to the elements (washracks, parking garages, etc.): On a recurring basis (no less than three times per year). SERVICE PROCEDURES: 1. The trench drain grate(s) shall be removed and set to one side. 2. The service shall commence with collection and removal of sediment and debris (litter, leaves, papers, cans, etc.). 3. The trench drain shall be visually inspected for defects and possible illegal dumping. If illegal dumping has occurred, the proper authorities and property owner representative shall be notified as soon as practicable. 4. Using an industrial vacuum, the collected materials shall be removed from the filter liner. (Note: DPS uses a truck-mounted vacuum for servicing FloGard LoPro Trench Drain Filters.) 5. When all of the collected materials have been removed, the filter assembly shall be removed from the drainage inlet. The outer filter liner shall be removed from the filter assembly and filter medium pouches shall be removed by unsnapping the tether from the interior ring and sent to one side. The filter liner, PVC body and fittings shall be inspected for continued serviceability. Minor damage or defects found shall be corrected on the spot and a notation made on the Maintenance Record. More extensive deficiencies that affect the efficiency of the filter (torn liner, etc.), if approved by the customer representative, will be corrected and a quote submitted to the representative along with the Maintenance Record. 6. The filter liner and filter medium pouches shall be inspected for defects and continued serviceability and replaced as necessary and the pouch tethers re-attached to the PVC body interior ring. 7. The grate(s) shall be replaced. 2 INSPECTION AND MAINTENANCE GUIDE 3 REPLACEMENT AND DISPOSAL OF EXPOSED FILTER MEDIUM AND COLLECTED DEBRIS The frequency of filter medium exchange will be in accordance with the existing DPS-Customer Maintenance Contract. DPS recommends that the medium be changed at least once per year. During the appropriate service, or if so determined by the service technician during a non-scheduled service, the filter medium pouches will be replaced. Once the exposed pouches and debris have been removed, DPS has possession and must dispose of it in accordance with local, state and federal agency requirements. DPS also has the capability of servicing all manner of storm drain filters, catch basin inserts and catch basins without inserts, underground oil/water separators, stormwater interceptors and other such devices.
