The Board of Library Trustees meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular
meeting and that the public be allowed to comment on agenda items before the Commission and items not on the
agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public
comments to a reasonable amount of time, generally three (3) minutes per person.
The public can submit questions and comments in writing for the Board of Library Trustees to consider. Please send
them by email to the Library Services Department at LibraryBoard@newportbeachca.gov by Sunday, April 16, at 4:00 p.m.
to give the Board of Library Trustees time to consider your comments. All emails will be made part of the record.

Staff Present: Tara Finnigan, Assistant City Manager III. PUBLIC COMMENT Newport Beach resident Jim Mosher provided public comments and commended the
Board on including the Assistant City Manager in the evaluation process of the Library Services Director and stated he will be at the Aviation Committee meeting during Regular Session of the meeting; as such, Mr. Mosher provided Agenda item public comments. Regarding Item 7/Study Rooms/Charles Sword Meeting Room, he felt there were a number of strange things about the study room portion of the policy, including the idea that a person has to be at a Library in person in order to reserve a study room. Regarding Item 8/Library Materials Selection, each branch has a shelf of new books, the Board might consider suggesting a shelf for old books for a month or two before considering them dead books. A sign that reads Save A Book – Check It Out could be helpful in reviving older books.

XII. CURRENT BUSINESS A. Items for Review 6. Study Rooms/Charles Sword Meeting Room Policy (NBPL 13) Staff requests that the Board of Library Trustees review and approve changes to Library Policy NBPL 13, Study Rooms/Charles Sword Meeting Room. Library Services Manager Rebecca Lightfoot reported a few minor grammatical changes to the Study Rooms portion of the policy. The major change to the Charles Sword Meeting Room portion of the policy is due to the discovery that the room can accommodate more than 14 individuals. With reconfiguration of the room, 20 can be seated comfortably; the Fire Code allows up to 26 people.
Chair Watkins asked for Board questions and public comments.
Chair Watkins commented that the website information for the study rooms will be inconsistent with the approval of these policy changes, and requested the revisions be sent to him for review prior to making the changes on the site. On Handwritten Page 31,
Chair Watkins requested that in the First Paragraph/Line 1, the word “patrons” be changed to “groups”. Three lines from the end of the Second Paragraph, Chair Watkins changed the sentence to read “Patrons can extend the use of the study rooms for an additional two-hour period if no other patrons are waiting to use the room”. At the very bottom of

Handwritten Page 31, Chair Watkins suggested changing “Entry to the Charles Sword meeting room will not be permitted until at least six members of the group are present, unless set-up is required prior to the meeting”.
Library Services Director Hartson stated the last sentence of the Policy will be removed from the website and policy.
Motion made by Trustee Kumra, seconded by Trustee Glabman, and carried (5-0-0-0) to approve the Library Policy NBPL 13 with the minor edits.
AYES: Watkins, Ray, Kumra, Glabman, Coulter NOES: ABSTENTIONS: ABSENCES: 7. Library Materials Selection Staff will provide an overview of materials selection. Library Services Manager Lightfoot reported that the goal of the Library is to provide a balanced well-rounded selection of material on a wide variety of topics for the community,
in a number of formats. Many tools are used during the selection process, including patron suggestions. In accordance with the Newport Beach Public Library Collection Development Policy, patrons have the right to request an evaluation of Library resources.
One of the most important selection tools is Collection HQ, which helps determine how the Library allocates their funds, and which areas of the Library are understocked or overstocked. It recommends that less than 10% of the Library selection be in collection
check. This means an item hasn’t been in circulation for a period of four years. Last month that number was at 6.92% which was down from 7.21% in December 2022. In April, it was at 6.5%. The selectors have been making headway on items that are no longer useful or needed. Dead items are items that have not circulated in over a year. New selectors for collections have been brought in over the last few years with the hope that the percentage will return to the lower numbers, as it was in years prior to the pandemic. The graph on the top of Page 36 does seem misleading in terms of the number of items in collection check. The correct percentage when this graph was made was 6.9%. “Dead on arrival” refers to the number of times an item is in circulation during its first year after it has been added to a collection. The first year is a crucial year for collecting data and highly visible. Once it’s been moved into the general collection a patron would have to seek it by specific
title or author. Collection HQ recommends that less than 10% of items in a collection are “Dead on arrival”. In September 2022, the “Dead on arrival” number was at 8.8%, with 91.2% of items having been circulated more than once during its first year. A one-year
mark might seem harsh for some collections, however it’s one of many tools used. Many items are evaluated by staff who also take community comments into account, as well as items that are used internally without actually being checked out. “Grubby” items are
referenced as items that have been in circulation more than forty times. Collection HQ suggests that number be less than 10%. Library Services Manager Lightfoot disagrees with that suggestion and feels books with circulation more than forty times is great, as it means an item is being used, and recommends the selectors evaluate an item for wear and tear. New collections added this year include AV materials, new tech toys, new hot spots, and new GoPros with accessory packs.

Chair Watkins inquired about the cost of the GoPros. Library Services Director Hartson responded they cost approximately $550 dollars with
the accessories included. Chair Watkins inquired who the new selectors are that have been brought on board.
Library Services Manager Lightfoot explained the new selectors are librarians that have been hired since 2022. Each selector is responsible for a specific area, and they monitor
the selections as part of their job, often utilizing their Supervisors and colleagues for reference. A training session took place last month for all selectors. Chair Watkins commented that he and Trustee Ray met with senior staff on March 8 to discuss email communications from patrons who had objected to age appropriateness of materials and provided their thoughts and advice on how to resolve those challenges. Rhonda Watkins, Newport Beach Resident, provided public comment and asked what happens when someone damages an item and if it was possible to keep some of the grubbier items on hand for quicker usage.
Library Services Manager Lightfoot replied that patrons are charged the replacement cost for damaged items, which are then removed from the collection.
Library Services Director Hartson added that many of the items considered as “grubby” in the adult collection are still in fairly good condition. However, many of the “grubby” items in the children’s section are well loved and should be considered for replacement.
Chair Watkins received and filed the report. 8. Lecture Hall Update Trustee Ray will report on activities related to the Library Lecture Hall project. Jerry Kappel (NBPLF CEO) stated there was no change since last meeting. Chair Watkins inquired about the Corona del Mar Association update. Jerry Kappel (NBPLF CEO) reported his presentation was about how wonderful the
Library is and was amazed by how many people were not aware of what is available for use at the Library or what they have and do. The second part of his presentation included information about Foundation programs and other organizations that contribute to the
Library’s four-star status. Trustee Ray agreed that the number of people who are not aware of the proposed lecture
hall/civic auditorium and its services is considerable and added that we are still in the Silent Phase, with respect to wide publicity. Once they get to the next phase, it will become more common knowledge. Chair Watkins received and filed the report.

9. Balboa Branch Replacement Update Trustee Ray will report on activities related to the Balboa Branch Replacement project.
Trustee Glabman reported there was nothing new. They received a list from the Branch Librarian regarding the changes Branch staff would like to see.
Library Services Director Hartson provided the list, which included widening the driveway into the parking lot, and consideration of the reliability of an outdoor book return
considering the proximity to the ocean and environment. Inside requests include space requests such as an open floor plan and space for children’s storytime, several power outlets, shelving that is easy to configure and arrange for flexibility of space, and the consideration of new collections, and storage space for program supplies. Chair Watkins inquired about the fate of the Newport Beach Historical Society. Library Services Director Hartson replied that staff is still waiting on Policy Direction from Council regarding the Historical Society. Vice Chair Ray commented that finding a home for the Historical Society should be
considered prior to breaking ground so they aren’t finding out at the last minute that it will have to change locations.
Library Services Director Hartson stated that the diseased tree with the nest of eggs is being monitored by Public Works.
Chair Watkins received and filed the report. 10. Library Services Report on Library issues regarding services, patrons, and staff. Library Services Director Hartson reported about the multi-purpose of the Friends Meeting Room. It will continue to be used, and many other organizations and City Departments utilize the space, and it is often used because of the availability of projector equipment. That equipment has not been reliable, and the City’s IT department has worked with staff on obtaining quotes for new equipment. The money has been allocated, and they should be able to purchase the equipment during the current Fiscal Year.
Jerry Kappel (NBPLF CEO) stated that the Foundation has rented their own equipment for their upcoming lectures to ensure a projector is available.
Library Services Director Hartson reported that National Library Week is next week. City Council will be reading a proclamation on Tuesday, April 25 at 4 p.m. in Council Chambers.
The Foundation is wrapping up their Library Live and Witte Lecture series and has added the Spotlight on Science, which is listed on their schedule. Jerry Kappel (NBPLF CEO) commented it has already filled up. Chair Watkins received and filed the report.

B. Monthly Reports 11. Library Foundation Liaison Reports A. Library Foundation Board
Report on the most recently attended meeting. Trustee Ray reported that she was out of town and wasn’t able to attend the meeting.
Jerry Kappel (NBPLF CEO) reported that, financially, the Foundation is in good shape, the programs are such that the Spotlight on Science event on May 4 is over-reserved. The Library Live with Min Jin Lee on Thursday is over-reserved, and there will be Korean food and dance reception prior to the event. June 14 will be the Summer Solstice event. Trustee Ray indicated the Spotlight on Science event will be free. Jerry Kappel (NBPLF CEO) added there is already a waiting list for the event. Chair Watkins received and filed the report.
B. Library Live Lectures Committee Report on the most recently attended meeting.
Trustee Kumra indicated all updates were included in the Library Foundation update. C. Witte Lectures Committee Report of the most recently attended meeting. Chair Watkins reported the replacement for the April 28 and 29 Lecture will be Dr. Dacher Keltner, and May 4 will feature Dr. James Bullock. Jerry Kappel (NBPLF CEO) stated tickets are currently at 180 for each day for Witte. Chair Watkins received and filed the report. 12. Friends of the Library Liaison Report
Trustee update on the most recently attended Friends of the Library Board meeting.
Secretary Coulter reported that on June 13 at 11:30 a.m. the Friends of the Library is having a membership luncheon. It will be a box lunch with a guest speaker, to be held in the Friends Meeting Room. Monthly book sales raised $14,292. Total income for the
month was $17,167. Current membership is at 864 members. The next big sale will be June 2 and 3. Friday, June 2 is reserved for members only and is 3 books for $1.00. Saturday, June 3 is open to the public and will be $3.00 per bag, and the bags will be provided. They currently have over 206 boxes collected with a target of gathering 500 boxes for the two days.

Chair Watkins inquired if “grubby” books or Collection check books were ever donated to Friends.
Library Services Manager Lightfoot confirmed they do donate grubby books to Friends. Chair Watkins received and filed the report.
Rhonda Watkins inquired if any of the money is given to the Library Lecture Hall.
Secretary Coulter responded no. 13. Literacy Services Liaison Report Trustee update of the most recently attended Literacy Services Advisory Board. Trustee Glabman reported she attended the Project Adult Literacy Advisory Board meeting via Zoom, in which they decided if they were going to continue in the same capacity. They were leaning in a certain direction, but she was unable to stay to hear the result. Library Services Director Hartson commented it was her understanding they will wind
down the program with the PAL Advisory Board as a major participant. PAL will continue as a Library program but no longer under their 501(c)(3) organization status. The City’s responsibility will be to run the program.

Many seed companies will also offer free samples, but make sure that they send you seeds for plants that will thrive in your local climate. In addition to public programs, seed swaps are popular on social media, and you can sometimes trade seeds with others in your area to get a good variety of seeds to plant. One more way to get seeds for free is to save them from your previous year’s garden. So long as your plant is producing viable seeds, you can get years and years worth of vegetables if you save a few seeds each fall." We have a small compost bin, trellis and some raised beds. California native plants, any pollinator plant seeds, or flower and vegetable, would be appreciated. Thank you. We tried UCI, but no luck.While Newport Beach does not have a seed library, two of our neighboring libraries in Orange County do: the Orange Public Library and Yorba Linda. Thank you for your offer to donate the complete works of Ludwig Holberg. The Library does not have a Danish foreign language collection so we will have to turn down your generous offer. I did contact our Friends of the Library Bookstore to inquire as to whether they would be interested in this donation. Unfortunately due to limited space, they only stock books in Spanish and French and some foreign language dictionaries in their store. Thank you again for considering the Library for your donation.The Library is staffed by people who enjoy what they do, and they go out of their way to make sure they help each customer.No contact information was provided, so we are unable to respond.It seems the Udemy Access for the library is down. There might be a misconfiguration, or it could be prescheduled downtime, but I just wanted to reach out and let you know. After entering my library card, I get this error: "Oops we're unable to find a SaaS application for the SAML response received. The library is also no longer searchable within Gale Udemy either. Thanks for your help in advance! The Library made the decision to stop subscribing to Udemy, and our subscription ended on March 22. We are currently subscribing to LinkedIn Learning, which offers a much wider variety of classes that we felt would appeal to a more general audience. National Library Week
At the April 25 City Council Study Session, Mayor Blom proclaimed the week of April 23 to April 29 as
National Library Week and encouraged residents to visit the Library to explore the wealth of available
resources and special programs planned for occasion. National Library Week was a huge success with a
myriad of special programming for all ages. This year’s theme was “There’s More to the Story” to illustrate
that libraries offer so much more than books. Our Library is no exception with book collections available
in a variety of formats, a multitude of electronic databases, streaming film services, circulating Tech Toys
and State Parks Passes, and programs and services that provide education and entertainment.
Bistro Express Café
The City’s Community Development Department notified the Library mid-April that the Bistro Express Café
would be closing their operations within the Central Library’s second floor café space. Bistro Express
permanently closed at the Library the week of April 17. The City will be looking for a new tenant to occupy
the space. The Library looks forward to something new, fresh, and delicious later this year.

Branches
Throughout the month of April, Mariners Branch hosted a self-directed Black-Out-Poetry activity for
adults. Black-Out-Poetry is a form of poetry created by transforming an existing text into something new
by blacking out sections with a black marker. Patrons were invited to take packets with supplies and
browse a community booklet of returned poems available at the Reference Desk.
Also at Mariners, staff attended the Mariners Elementary School Open House on April 6, during an
outreach event to promote the Summer Reading Program. Staff passed out fliers, answered questions,
and engaged almost 300 curious children and adults with games highlighting the library.
National Library Week events at the branches included special guest readers at storytime, a gratitude wall
at Mariners, a magician at Balboa, and a puppet show at Corona del Mar. In all, National Library Week
events at the branches totaled nearly 500 participants.
Two new Library Pages started this month, Diwa De Joya at Mariners and Izabella Gurdon at Balboa.
Youth Services
Youth Services encouraged all community members to visit the Library during National Library Week, April
23-29, and explore all the Library has to offer. First sponsored in 1958, National Library Week is a national
observance sponsored by the American Library Association and celebrated by libraries of all types across
the country each April. To celebrate the notable week, Central hosted guest readers at storytime, invited
school-aged children to coding and creative writing workshops, and ended the week with an energetic
butterfly release event. It was a successful week thanks to the Library staff involved in the planning and
promoting of, and participation in, each of the week’s events. Across all four branches, National Library
Week event participation totaled almost 1,000 attendees.
The Beanstack Spring Reading Challenge ended April 30, with a total of 171 participants and almost 3,500
books logged. For every 10 days of reading logged, participants earned an entry into a prize drawing, and
five lucky winners received Barnes & Noble gift cards.
Teen Services
Chris Epting returned to the Central Library in April to host a Storytellers Writing Workshop just for teens.
In the first two sessions, teens shared their work and engaged in writing prompts. Chris was smart to give
the group encouragement and created an environment where teens felt comfortable enough to get
creative.
A Collegewise College List Building seminar for teens was held at the end of the month. Attendees were
eager to engage in question and answers at this introductory seminar to the college application process.
Library Assistants Danielle Doi and Emily Halphide attended two teen outreach events in April, one at
Newport Harbor High School and the other at Sage Hill School. During the lunch hour at both schools,
Danielle and Emily set up tables outside where they passed out free paperback books, College Prep Flyers,
Summer Reading Program bookmarks, and other Library promotional items. In total, they gave away 107
books. These were the first Teen Outreach events since 2019, and staff were encouraged to receive a
great response from both the teens and school librarians.

Staffing
Four new Library Pages started at different branches in April: Stella Aurelio and Ashely Mojica at the
Central Library, Diwa De Joya at the Mariners Branch, and Izabella Gurdon at the Balboa Branch. There
are four remaining positions that are still open. Additionally, there is also a recruitment for two part-time
Library Clerk openings.
Facilities
The Public Works department has refreshed the signage along Irvine Avenue for the Mariners Branch. The
embossed sign has individualized letters set off from the concrete façade and a bronzed City seal. The
sign looks classic and sharp and has improved lighting as well. We are very happy with the final result.

Programming
The Library hosted Digital Saturday on April 22, 2023, from 10 a.m. until 3 p.m. We had presentations on
Children’s Databases, Adult Databases, the eBranch, the Media Lab, and a special guest speaker, Steve
Reger, who talked about Cybersecurity. Seventy-two people stopped by to ask questions and 22 patrons
attended at least one of the presentations.
Training
Librarian I Laurie Sanders continued her “Library Supervision and Management” course through
Infopeople. On April 27, Librarian II Jeremy Rodriguez attended a training offered by the City on Verbal
Judo. On April 13, Librarian I Rosemary Hammock and Library Assistant Erik Gunderson participated in a
live training hosted by Ryan Dowd on dealing with emotions during a conflict.

RECOMMENDATION:
Staff requests that the Board of Library Trustees review and approve the FY 2023-24 operating budget for
the Library.
DISCUSSION:
Section 708. Board of Library Trustees. Powers and Duties.
There shall be a Board of Library Trustees consisting of five members which shall have the power and duty
to:
(c)Consider the annual budget for library purposes during the process of its preparation and make
recommendations with respect thereto to the City Council and City Manager.
In accordance with the above statement, staff has prepared the FY 2023-24 operating budget for the
Library Services Department. The Library met with City Manager Grace Leung and Finance Budget Staff on
Thursday, February 23, 2023. Two program enhancement requests were submitted to City Manager
Leung. The Library asked for additional funding of $25,000 for the Central Library’s maintenance and
$28,000 for the Mariners Branch maintenance. City Manager Leung approved both program enhancement
requests.
The Library’s staffing complement was increased due to the restored Library Services Manager position.
In addition, a program enhancement request was submitted and approved to reclassify the Facilities
Maintenance Worker II to a Facilities Maintenance Technician. Due to these factors and contractual
obligations with the employee work groups, personnel costs will increase in FY 2023-24. In addition, the
City’s Finance Department adjusted other budgets based on previous year’s spending and increased
utilities costs.

OVERVIEW:
The Newport Beach Public Library’s Media Lab opened to the public in November 2013 as part of the City
Hall project and Library expansion. The Media Lab equipment and software provide professional-grade
services to meet the needs of the community.
Media Lab
The Media Lab, which is comprised of computer workstations and the Sound Lab, provides specialized
software and equipment. The age range of the primary users is 15-35 years old. The Media Lab introduces
a segment of the population to public libraries that are generally less inclined to rely on library services.
The use of the Media Lab resources is free, thanks to generous funding from the Newport Beach Public
Library Foundation. In early 2023, all the PCs were updated.
Patrons have access to specialized software such as: Adobe Illustrator, Adobe Photoshop, Adobe Flash,
Pro Tools, GarageBand, Audition, Final Cut Pro, iMovie, iPhoto, Adobe After Effects, Adobe Encore, Adobe
Premiere Pro, Adobe Dreamweaver, Adobe Contribute, Adobe Fireworks, AutoCAD, and Adobe InDesign.
Patrons can use workstations to create a movie or comic, mix an album, edit film and video, build a
website, and aid in graphic design. The Media Lab offers equipment and computer software designed to
make digital copies of VHS tapes, audio cassettes, LPs, photos, slides, film (stills only), and negatives.
Tech Toys
The Tech Toys collection of circulating equipment, launched in May 2016, continues to circulate well. The
Library recently replaced its mobile hotspots, which were several years old and starting to break down.
We also upgraded our GoPros to the latest model, the Hero 11.

New Sunday Musicale branding is one element that has added polish to the program and helped set new records
in attendance from an average of 150 people to a high of 250 people for a single concert (outdoor seating was utilized).45

A new Media Lab rack card underscores the Lab's creative element, and updated photography captures kids in a coding class.
Based on patron feedback, we are planning to host programs that spotlight the specialized software in the Media Lab.46

RECOMMENDATION:
Staff recommends the Board of Library Trustees approve the annual wish list request for funding from the
Newport Beach Friends of the Library.
DISCUSSION:
Founded in 1957 by a small group of volunteers, the Friends of the Library takes pride in helping to
maintain the excellence of the library system. Annually, staff makes a “wish list” request for funds to
supplement the Library’s materials and programming budgets.
The Library has requested funds for general materials, including new print releases, Children’s and YA
materials, audiobooks, CDs, and DVDs.
The Friends of the Library have always provided support for Library programming. These funds are used
to present the Summer Reading Program, author lectures, Sunday Musicales, National Library Week
programming, monthly craft programs, first grade class visits, 1000 Books Before Kindergarten, CdM
Christmas Walk, Young Adult Advisory Council (YAAC) activities, teen volunteer supplies and training, and
teen programs.
FRIENDS WISH LIST FISCAL YEAR 2023-24
General Materials - $150,000
Library patrons continue to expect the latest fiction, mysteries, biographies, and nonfiction in a variety of
formats. These funds will allow for purchasing multiple copies of high demand newly released titles, which
help maintain our hold queues. In addition, children’s classics, favorites and newly released books, and
titles supporting local school curriculum will be purchased. This funding will also support adding movies,
music, audiobooks, and video games for all audiences.
Programming - $50,000
Staff anticipates ramping up both children and adult programming in the upcoming fiscal year. Staff
continues to develop innovative programming for the community. Children’s staff have created new
programs including STEAM and STEM events. Adult Services staff are looking at adding to the lineup of
workshops and live author events already planned. Program attendance is strong at all locations and with
