Mayor and City Council: I have reviewed Agenda item 11 and believe the proposed changes
are an excellent use of City funding.
Please consider giving the Police Chief the discretion to allocate funding on an "as needed"
basis to other tourist areas such as Corona Del Mar and Balboa Island. There is currently no
enforcement or education programs of any kind on Balboa Island during peak summer periods
except parking enforcement and the City's animal control program. This recommended
change would still allow the majority of funding to be spent where intended with exceptions
to help other villages in the City. The result of this recommendation would be to give the
Police Chief the ability to maintain route patrol services at all times. If there were monthly
reports as a part of the program, the City Council could still monitor the allocation of
resources and effectiveness of the program.
