The airport requires all aircraft departing 20 Left to immediately turn 15 degrees to the left  at the end of the runway.   Aircraft essentially pass directly over all proposed locations in the  Birch Street and Westerly Place locations at low altitudes while in a full power climb  configuration.  In addition to noise, this raises safety of flight issues relative to building  height.  The Commission's planning should be based on a more accurate noise contour  representation and require that residential development be limited to areas with less than  65 dB CNEL.  Even requiring advanced sound proof construction in higher noise areas will not eliminate  the negative long term effects for residents.  Proposed development will result in poor life  quality for these residents and should not be approved. In addition, if as the result of this construction, future operations are restricted on 20 Left, it  will result in an economic burden for myself and other users.  This will constrain benefits to  the flying public anticipated by the County of Orange and the FAA in providing funds for the  development and operation of John Wayne Airport. To the Newport Beach Planning Commission; To re-zone the land next to the John Wayne Airport, as residential, is a really BAD idea. Mostpeople don’t like airplane noise. So why this proposal? This is against all logic and good urban planning. The noise level in much of this area is considered un-inhabitable with jet traffic from 20Right. There have not been noise studies on20Left and if conducted could show an even larger area with noise levels beyond what is considered acceptable for residential development. The issue is that once residents are underthe flight path as we are departing 20Left at 200’ over the buildings, complaints will ensue and will most likely impact the flight schools and all light GA traffic. Those who are pushing for this zoning change are ignoring the impact on both the people onthe ground and the aviation community.
