SUBJECT: LONG RANGE PLANS FOR USE OF CITY DUMP SITE

In September, 1965 the City entered into an agreement with Engineering -
Science, Inc. of Arcadia to conduct a refuse disposal study and to evaluate the
existing use of the City dump facility. The resultant report indicated that:
1. The value of the property was approximately $580,000:

tional annual cost of hauling rubbish collected westerly of
the Upper Bay to the County dump in Coyote Canyon, assuming

A-1 C� In a report dated September 7, 1966, the City Council was advised that if
the City plans to allow further aggregate mining, such mining should be preceded
S �o, by a complete engineering plan and a precise program for the removal of these
,,�- L;,,,,,Diaterials in terms of profiles and schedules. In addition, it was suggested that
before proceeding further, it would be desirable to have an economic land use
before
made in order to obtain the maximum benefit from the property. The esti-
mated cost for this engineering plan and economic land use study was $10,000.
On September 26, 1966, the City Council authorized discontinuation of the
City dump property as a refuse disposal site in preference for using the Orange
County Dump; holding the City dump property as a reserve refuse disposal site
until such time that it will never be needed for that purpose; and the solicita-
tion of proposals by the City Manager from recognized qualified consultants for
an economic land use study and engineering plan for future use of the abandoned
dump site.
Proposals for performing the economic land use study and engineering
plan under a single project were solicited from three :firms -- Wilsey and Ham,
Arcadia; Quinton Engineers, Los Angeles; and Voorheis - Trindle and Nelson,
Westminster.
Although all three firms are well qualified to undertake this project,
it is felt that the firm of Wilsey and Ham is best suited to handle this particular

analysis primarily because of their outstanding and diversified experience in the
areas of engineering and land use planning. They also have submitted the lowest
estimate for this work.
To determine the value of the site to the City in the immediate as
well as ultimate future, and also learn how the property might best be used or
disposed of, the project would include the following:
1. A determination of surrounding land values:
2. An analysis of needed horizontal and vertical controls, including
a topographic map:
3. A study of the potential value to the City of a gravel mining operation:
4. A determination of the possible value of the property to other parties
in terms of potential future development;
5. A review of the General Plans of the Cities of Newport Beach and
Costa Mesa;
6. The taking of a series, of soil borings of varying depths;
7. A review of the traffic capabilities of adjacent streets;

8. A study of the City's ability to service the area with water, sewer
and storm drainage;
9. Ascertaining the existing site deficiencies and developing additional
data sufficient to answer any of these deficiencies;
10. A determination and analysis of the various alternate solutions avail-
able to the City; and
11. The preparation of 15 copies of the final report which would contain
sufficient background data to support the recommendations made to
the City.
The estimated cost for this project is $5,700. The project will be completed,
including the submission of the .final report, within sixty days from the date the
contract is awarded.
Monies were provided for this project in the 1966 -67 Budget. However, they
were not encumbered during that period and through an oversight, funds were not
carried over to the current Budget. Therefore, special provisions must be made for
financing before this project can proceed. Various methods of financing are being
explored and the method may depend to some extent on mid -year Budget analysis. For
this reason, the financing question should be held in abeyance for the next 15 to 30
days until a firm recommendation can be made on financing methods.
RECCI44ENDATION:
It is recommended that the firm of Wilsey and Ham be selected to perform
the economic land use study and engineering plan as outlined above at a cost not
to exceed $5,700.
