Thank you for all you hard work. This ordinance looks like you are headed in the right direction. I just wanted to share the following from my personal experience and several businesses in CDM. I am a 20 year homeowner in CDM Village. Begonia Park (6 months ago)- I witnessed a homeless man masturbating while watching children playing in the playground. One father confronted the homeless man only to have him run away. The police eventually came and took a report. Frank- Manager of Panini Cafe told me about several experiences with people living on the street. Patti (homeless woman) use to eat at the restaurant as patrons would give her gift cards. A few months ago she had a psychotic break in the middle of the restaurant. Another man walked into the middle of the restaurant with a large can of Monster and poured the whole drink on the floor and then just walked out. Another homeless man became aggressive and threated Franks life on the patio. Frank said he use to call the Police but they don't respond to his calls anymore. Alberto -Manager at Rubys said the homeless people go through his trash every night and make a mess and he has to clean up every morning. He said homeless people disrupt customers. He has called the police who have come and asked the homeless people to leave only to have them return. He said it is really bad for business. Golden Spoon- the bench out front had to be removed by the city as the homeless people use to lay on it. So unfortunate, customers of golden spoon use to sit there and enjoy their treats. Thoughts and ideas: $50,000/year seems like an exorbitant amount of money to house a homeless person in a shelter bed. Are we trying to reunite people with their family members? Why is it the city's responsibility to take care of someone? Could there be some kind of established work program (All rights no responsibility)? What about getting a roommate program for people who can't afford shelter? Repurposing decommissioned military bases in the state and establishing some kind of structured treatment/rehab/work training program? The problem is not housing in my opinion, it is the lack of purpose, community, work ethic, ideals, mental illness and substance abuse. I think a goal might be "behavior change" as opposed to giving money and/or housing. Community members should be discouraged from giving things/money to people living on the street. If they want to donate, make it widely publicized they can donate to a NB "homeless fund", volunteer in a shelter or interact/converse with the homeless on the street. Dear Honorable City of Newport Beach Council Members: Thank you for your service to our Community. I fully support the Draft Ordinance, a resolution related to homelessness. The following are my thoughts for your consideration to address this escalating situation, which go above the Draft Ordinance. The immediate solution is right in front of your eyes, the State-owned but closed FARVEIW DEVELOPMENT CENTER. Hire Alan Dershowitz, Esquire, and sue the State of California and the City of Costa Mesa for wasting valuable State resources. Further, file a court action to demand the State of California require drug -addicted individuals and those with mental problems to either go into long-term treatment or be put in jail each time they break the law, which they do every day. The definition of homelessness has been changed by the Liberal mentality to include anyone that wants to be homeless because they do not have the fortitude to work. This presents a distorted picture of what homelessness really is today. The people hanging around the transportation center in tents and other areas in Newport Beach and Orange County are not interested in moving to a shelter with rules and regulations, learning to take care of their basic needs, or God forbid getting a job. The FARIVEIW DEVELOPMENT CENTER is set up to provide all these needs and education in a safe and park -like environment for individuals that want to change their life. There is even a medical facility on the site. They have a hospital, classrooms, and individual housing. How many of you have driven through and looked at this massive unused site? Not using this facility is not DEFENSIBLE by any standard you want to use. This facility was built and operating long before homes were built in this vicinity. The residents in this area that do not want such a facility should have thought of that before they moved next to it. Terminate the CityNet Contract or at least amend it so that CityNet is paid on a performance basis. Why does Newport Beach even need this organization? The City has a Homeless Coordinator, the Newport Beach Police Department dedicates resources to homelessness and the Department also has a Clinical Outreach Van. There are numerous Governmental Agencies in Orange County that offer assistance to the homeless and a multitude of private charities that also offer assistance, yet the problem keeps growing. You need to understand why the problem is growing and tackle that first. The headline from "The Wallstreet Journal" in-depth story, a month ago, "California Spent $17 Billion on Homelessness. It's Not Working". What more proof do you need that the laws must change? A fundamental bedrock of the American Constitution is that laws are applied equally to all citizens. However, that part of the United States Constitution has been thrown under the bus when it comes to the homeless. They can destroy private and Government property, litter, spread unsanitary conditions, block the ADA requirements regarding sidewalks and passage for individuals with disabilities, and threaten and harass law ability members of society but they are immune from arrest or prosecution. Why? Yes, being homeless is not a crime, but being homeless does not liberate them from being law-abiding citizens. Homelessness has escalated out of control because "do good" organizations, which are funded by the likes of George Soros and others, use the courts to give these nonproductive individuals more rights than the productive individuals contributing to Society. It is time that productive Citizens and Cities take the same approach, and file lawsuits to protect the citizens from homelessness and their abuse and destruction of property and our right to enjoyment. While the lawsuits are going through the legal process, move all the homeless to the sidewalks in front of the homes of Judges that have allowed this situation to fester with their irrational rulings. On May 25, 2023 1 sent a letter to the City Manager requesting since Newport Beach has engaged CityNet what has been the total amount paid to City Net? No reply. The continued acceleration of homeless drug addicts and mentally ill individuals invading Newport Beach and the leaders refusing to seek a different path indicates that Newport Beach is following the course that ruined Los Angeles and San Francisco, with Santa Ana not far behind. Dear Mayor Blom and Members of the Newport Beach City Council, I am writing to express my deep concern over the escalating issue of homelessness in our beloved city of Newport Beach. As a long-term resident, homeowner and business owner, it saddens me to see the current homeless situation worsening. My family has been instrumental in revitalizing the McFadden Square area over the past 12 years. We have removed two liquor stores, re-concepted multiple businesses and renovated many dilapidated properties. This was all in an effort to make the area more family friendly for locals and visitors alike. In the past few years we have seen more open drug use and public defecation than ever. The smell of marijuana smoke has been driving away local families from visiting the area. I have not only found a dead body underneath one of my dining tables, but multiple other dead bodies have been found in a one block radius! A few years ago, a homeless person was caught on video lighting my car on fire. Twenty - foot flames burnt the car to the ground. Luckily no one was hurt. Unfortunately, picking up human feces has become a regular occurrence along with having the same homeless people urinate on our doorsteps almost daily. I understand that homelessness is a multifaceted issue with no quick fix. However, as elected representatives of our community, we rely on your ability to devise and implement strategic solutions to tackle this problem. I implore you to view this not only as a responsibility but also as an opportunity to demonstrate your commitment to our community's betterment and a more humane solution to the homeless individuals that are living under these inhumane conditions. Lets not only add to enforcement but lets get them the proper help that they need. Please do NOT allow our beautiful city to become synonymous with homelessness and drug abuse. The first responders need to be given the tools and direction to enforce what is able to be enforced... I am writing to express my deep concern over the increase in people sleeping in public areas, panhandling, and conspicuous substance abuse in public areas. I was recently with my children at a local restaurant and when we left to walk to our car, there was a sale of drugs happening on the sidewalk right outside the restaurant. I was forced to have a conversation with my children that I believe wasn't appropriate for their age and it shocks and saddens me that it happened right here in our own beloved community. Even during the day, their bike ride to and from junior guards includes unnecessary risk and exposure to certain behavior and interactions that they shouldn't be seeing as a daily part of their life. We need to drastically reduce the number of individuals living on our streets and improve the quality of life for all Newport Beach residents. I understand this issue is multifaceted and affects many people in many different ways, but I sincerely hope my letter highlights for you at least one specific impact this issue is having and I hope it prompts your immediate action. I want to show my appreciation for the good work performed by Mayor Noah Blom and Council Members Lauren Kleiman and Robyn Grant as part of the Newport Beach City Council Ad Hoc Committee on homelessness. My husband and I have been residents of Newport Beach since 1980. 1 was in the 2nd graduating class at Corona Del Mar High School in 1968. The homeless problem, since the closing of many state mental hospitals many years ago, has exploded. I have personally been harassed for money at many locations in our city by aggressive homeless individuals in shopping centers and gas stations. It is very unsafe and I am very concerned for my personal safety and security. I am also very concerned for the safety of my grandchildren, who also live in our city. In addition, the filth and squalor caused by the homeless creates severe health problems/risks for all of us. Homelessness has changed the character of our city as well as other cities. I implore the City Council to enact the measures on Tuesday's Agenda as well as other items necessary to reclaim our city for all those who worked so hard to make it the place we used to be proud of. She was taking them in a walk in PCH. I had to step over a homeless man last week coming out of the dentist office. He was sleeping on the sidewalk at 10am. For what we pay in tax, if we can't come up with a solution we should sell City Hall and lay-off the entire City staff.
